SOLICITATION QUESTION RESPONSE
Amendment 0003- Clarifications/Question Responses
1. Is there a budget defined?
Gov Resp: The Government will not provide its government estimate. It is the offeror’s responsibility to provide a proposal based on the information provided in the solicitation.
2. Is NAVSEA Molding PRO‐020 certification (ref. SOW 1.2.1) required before contract or can it be obtained near the beginning of the performance of the contract?
Gov Resp: Certification is required within 60 days of award. Work relating to this certification shall not commence prior toreciept of certification.
3. In the PRO‐020 molding manual (ref. SOW 1.2.1) List of Approved Molding Systems (II‐E8), PR‐420 metal primer is listed, but contractor has been informed that PR‐420 will be discontinued late 2022. Does NAVSEA suggest an approved replacement for PR‐420 or may we use the manufacturer’s recommended replacement? PR‐420 is also specified in SOW sections 3.5.3.5 & 3.5.3.6.
Gov Resp: Refer to updated SOW Section 3.5.3.
4. It is our understanding that the PRO‐030 Non‐Conductive Coating (NCC) does not perform as well as initially thought and that other coatings have been developed that perform better. Should we plan on using the newer coatings?
Gov Resp: Refer to updated SOW Section 3.5.3.
5. NAVSEA Dwg. 8628327 AN/BRR‐6() Raw Tow Cable Product Specification
a. Table 1, section 3. Cable Length: Length specified does not consider length lost during tow cable termination/connectorization. For example, if cable manufacturer were to deliver lengths of 1500 ft (in spec), then the final completed tow cable assembly would be <1500 ft (out of spec) because some length is lost during assembly.
Gov Resp: The contractor may be required to obtain lengths of raw cable in excess of 1500LF in order to meet required final assembly length.
b. Section 5.1: May the raw cable be shipped from the manufacturer to the contractor on wooden reels and then later be spooled onto the 8603581‐1 shipping reel/box prior to shipment to the Government?
Gov Resp: Yes, it is acceptable to ship the raw cable on wooden reels to the contractor but final shipment to the Government must be in the 8603581-1 shipping reel/box.
6. Solicitation, SOW Section 3.3 Component Testing
a. All of these component tests are repeats of what the raw cable manufacturer is required to perform. Why is the contractor required to repeat these tests? Some tests would require expensive equipment to procure (in some cases) & set up. Specifically,
i. 3.3.1.1.1 Insulation Continuity: For the contractor to perform this test on the finished raw armored cable after the raw cable manufacturer has performed it on the insulated wires does not seem appropriate. Please consider removing this requirement
Gov Resp: Refer to updated SOW Section 3.3.1.3.
ii. 3.3.1.1.6 Hydrostatic Integrity (Resistance): May the contractor forego this test & take responsibility for the performance of the finished tow cable? It seems redundant unless there is major concern about the raw cable itself.
Gov Resp: Refer to updated SOW Section 3.3.1.3.
3.3.1.1.8 Flexibility: If the contractor is required to repeat this test, then can NSWCPD suggest a material or coating for the sheaves that has a “coefficient of dynamic friction between .1 and .1?”
Gov Resp: Refer to SOW Section 3.3.1.1.8
b. It can make sense to repeat the electrical tests, but we’re not sure about the above tests. If the cable manufacturer will not perform some of the tests, then it would make sense to do some of these tests on the First Article.
Gov Resp: Refer to updated SOW Section 3.3.1.3.
7. SOW Section 8.0 GFP: Is the stated quantity of 100 shipping boxes correct since only 6 (or 7) are required for this contract?
Gov Resp: Refer to updated SOW Section 8.0.
8. SOW 3.5.1 cites applicable reference 2.1, 2.3, 2.5 and 2.6, but should be 2.1, 2.3, 2.4 & 2.5(?)
Gov Resp: Refer to updated SOW Section 3.5.1.
9. SOW 3.5.3.5 states that the grounding wires (assume armor wires) will be soldered to the connector. With the Dam/Blok™ splice, this is not how it is actually done.
Gov Resp: Refer to updated SOW Section 3.5.3.5
10. SOW Ref. Documents 2.4 PRO-020 Molding Manual states in Section 4-8.1c to “ALLOW BOTH PARTS A & B TO STABILIZE TO ROOM TEMPERATURE PRIOR TO COMBINING.” To do that would make it difficult to inject the polyurethane into the polyurethane tubing over the cable core (i.e., pigtail) due to the increased viscosity of the mixed material at room temperature. May the polyurethane be mixed and injected at an elevated temperature?
Resp: Refer to updated SOW Section 3.8.3
11. SOW 3.8.1.7 states “Any bubbles present in the molding shall be documented and submitted to the government with pictures for approval prior to proceeding with any fabrication activities.” What if the bubbles are very small? Are any repairs allowed at all?
Gov Resp: Per the Statement of Work , all bubbles should be documented and submitted to the government with pictures. Repairs are allowed but pre- and post-documentation shall be provided to the government. See SOW Section 3.6.1.7
12. 8628328 Section 3.5.2 Assembly Requirements
a. Step g.: Will it be acceptable to use “fishhook” configuration of armor wire ends as was done on previous versions of the tow cable?
b. Step i. - Will the below alternate process be acceptable?
1. Degrease with 99% isopropyl alcohol & dry. We also use Gentech™ solvent (safer trichloroethylene replacement) for degreasing.
2. Grit blasting with aluminum oxide grit.
3. Wipe with 99% isopropyl alcohol & dry.
c. Step r. - Is this referring to the core jacket of the cable or the insulation on individual conductors?
d. Step s. - It is very difficult to keep the three armor wires from touching each other (in fact we have not achieved it on previous versions of the tow cables).
e. Step t. - To clean & abrade the outside of the tubing for 4 to 5 inches is excessive since the bond length is much less.
f. Step t. - May the inside of the tubing be degreased with 99% isopropyl alcohol instead of MEK?
g. Step x. - May this process be done in steps (fill tubing, fill molds), if found to be easier or more reliable?
Gov Resp: Refer to updated SOW Section 3.8.2.
13. 8628328 Section 4.1.2.6 & 4.1.2.7: The references to MIL-DTL-24231E procedures 4.7.6.2 & 4.7.6.1 should be 4.5.6.2 & 4.5.6.1.
Gov Resp: Refer to updated SOW Section 3.8. Drawing 8628328 will be updated at a later date.
14. 8628328 (Tow Cable Assembly) Section 4.1.1.1 Hydrostatic Pressure Test vs. 8628327 (Raw Cable) Table 2 Hydrostatic Test
a. These two pressure tests are different. Are they supposed to be the same?
Gov Resp: Hydrostatic pressures as listed in each document are correct and do differ from each other
15. 8628328 Section 4.1.2.5 RF Loss
a. Is there a reference industry spec for this test that NSWCPD would suggest?
b. What are the pass criteria?
Gov Resp: Refer to updated SOW Section 3.5.8.
16. Solicitation, page 43, Clause 52.209-3 FIRST ARTICLE APPROVAL, para. (a) states “The Contractor shall test 2 unit(s) of Lot/Item 0002 and 0003 as specified in this contract.” Does this mean 2 units each of LI 0002 & LI 0003 or 1 unit of each? Note: Section B has “Prototype Units Fabrication” for each line item.
Gov Response: Refer to updated Clause 52.209-3
17. Solicitation, page 43, Clause 52.209-3 FIRST ARTICLE APPROVAL, para. (b) states that the Contractor shall submit the first article test report 7 calendar days from the date of this contract which doesn’t seem to make sense. Should it be a longer period of time or should the time period start at the completion of the first article testing?
Gov Response: Refer to updated Clause 52.209-3 See CDRL A006.
18. Solicitation, page 43, Clause 52.209-3 FIRST ARTICLE APPROVAL, para. (h). If contractor has supplied tow cables identical or similar to those called for in the schedule, how and when would contractor request a waiver?
Gov Response: The contractor may request the waiver after contract award. See CDRL A012.
19. Solicitation, page 75, section L.2.2 states that DoD SAFE should be used to submit the proposal, but the DoD SAFE website states that it should not be used for proposal submission, but rather, the PIEE system should be used. Should DoD SAFE still be used?
Gov Response: DOD Safe is acceptable and should be utilized.
20. SOW 3.5.5.2 states “Any cable bend radii shall be a minimum of 18” with…” & refers to NAVSEA Dwg. 8628327 AN/BRR-6() Raw Tow Cable Product Specification, Table 2, section 6.1 which states “Sheaves shall be 18” diameter.” This is a conflict (18” minimum radius vs. 18” diameter with no tolerance). We assume 18” minimum diameter is correct. Please confirm.
a. If 18” minimum diameter is correct, will steel sheaves with groove diameters from 0.50” to 0.62” be acceptable (vs. cable diameter * 1.05 nominal)? These are sheaves we have used in the past on previous BRR-6 tow cable full-length tension tests.
Gov Response: Refer to updated SOW Section 3.5.5.2.
21. Update on question 5b.
Clarification to 5b. about having the raw cable shipped from the raw cable manufacturer to Contractor on wooden reels. Since once contactor builds the tow cable assembly, contractor spools it off the reel it is on to do the full-length tension test & then spool it onto its shipping reel/box when testing is completed (i.e., it doesn’t matter what reel the raw cable is received on because contractor takes it off). Please reconsider the Government’s answer to this question.
Response: See response 5b.
22. Solicitation, page 3, Section B, CLIN 0001, Engineering Services. Since the item is for qty 12 months, is it to included non-recurring engineering & tooling? If so, should the total costs included be divided by 12 for the unit price? Also, is the 12 months contiguous starting at contract award or is it 12 months within 2 years?
Gov Response: Yes, this item includes non-recurring engineering and tooling. CLIN 0001 has been updated to 12 months. Total costs should be divided into 12 monthly unit prices.
23. Solicitation, page 30, Section F, Delivery Information, CLIN 0001 POP is 2 years – is that correct since CLIN 0001 in Section B is 12 months?
Gov Response: Delivery date updated to read 15-DEC-2022 TO 14-DEC-2023.
24. Solicitation, page 31, Clause F-246-H001, Item(s) 0001: Is this clause stating that the Contractor needs to complete all Engineering Services within 12 months after Government acceptance of the last of the deliverable supplies?
Gov Response: It is expected that CLIN 0001 Engineering will be required to be performed during the course of and completed prior to the end of period of performance.
