DN: c=US, o=U.S. Government, ou=DoD, ou=PKI, ou=USN, cn=PICH.ROBERT.L.1231759537 Date: 201 . . 09:30:41 -07'00' purpose of this amendment is to rescind changes made by solicitation amendment 0005 dated June 27, 2019. The attached summary of changes rescinds elements of the scope that were changed. These changes are cancelled and the elements of the scope of work modified by the RFI changes revert back to the original statement of work issued with the initial solicitation. See Summary of changes.

Summary of Changes:

The following are rescinded from the scope of work:

6. Are the terms for Buy American applicable to the fabric? There is only one manufacturer in the

US so source options are limited.

Answer: There will be a return to the original fabric, per the as built plans.

1. The Scope of Work 7.3, States; Contractor shall install a PVC material that is durable, resistant to water, mold and UV rays. The material must contain a 40 mil thickness, 14X18 scrim, and tan in color.

In talking with the original shade manufacture (USA SHADE & Fabric Structures) it was discovered that the new specification to install the PVC material replacement fabric to the existing shade steel structure, that the original steel structure and existing foundations will not support the PVC fabric.

a) Is it the intent of the Government too have contractor redesign existing shade structure by a Licensed Structural Engineer as need to include possible foundations modifications as well but not limited to existing fabric attachment point modifications to support the new PVC material specification?

Answer: Please use the original fabric type.

b) Will the Government change the specifications back to an original

HDPE fabric material as how the original shade structure was engineered thus, saving additional costs to have existing shade structure Re‐Engineered?

Answer: Please use the original fabric HDPE fabric material type, with the traditional look as shown on the drawings and described during the site visit.
