Summary of Changes
1) During the site walk, FEAD mentioned that the existing structure will support the planned modifications to the shade structure as specified in the solicitation. However, in the information provided, no structural calculations supporting such claim are provided. Can you please provide the structural calculations information for the existing shade structure which can support Mr. Davis's statement (that the existing structure will support the planned future modifications) or do we just assume for bidding purposes, the existing structure will support. If later, based on the design, if the existing structure is not able to withstand, a modification to the contract will be issued?
Answer: All information provided on the site walk was from the SOW in support of the planned modifications which is why the SOW states in Paragraph 4 Contractor shall provide stamped PE certified engineered drawings and specifications for 100 mph ratings on the material and structure. This is to ensure the structure can handle the 100MPH wind requirement which is based on 3-SEC GUSTS. The structural calculations are proprietary of US shades, so any structural modifications or additions would be considered a change in scope.
2) Information requested in RFI#1 is critical because, since the existing system was designed for a mesh shade membrane and the future shade structure per our understanding will contain a solid membrane causing more stress on the existing structure.
Answer: the existing system was designed for a mesh shade membrane, but presently has a solid PVC membrane in place.
3) Also, the design specification provided in the solicitation describes a cable based system to support the future system, can a verification provided that the specified cable system will be able to support the future solid membrane system?
Answer: The existing membrane is a solid membrane and its supports are cable. Paragraph 4 Contractor shall provide stamped PE certified engineered drawings and specifications for 100 mph ratings on the material and structure.
4) Is it contractor's design engineer's responsibility to approve whether the specified design works or does engineers from your office take the responsibility of approving the new design? This is critical because, we are modifying the existing structure, with limited information on the existing structure, especially if it has to withstand high design wind velocities at the subject site location.
Answer: Contractor: Paragraph 4 Contractor shall provide stamped PE certified engineered drawings and specifications for 100 mph ratings on the material and structure.
5) During the site work of the shade structure modifications, can we close the entire gate (B-960) operations or do we need to keep the gate operations open during the construction, as the gate may be mission critical for the base? Of course, in the specifications, I saw requirement for contactor to prepare a traffic plan. However, if the gate closure is not an option that the contractor should consider, contractor should factor the additional mobilization costs related to phase wise construction. Therefore, it is critical we know the answer to the question now, rather than taking a chance, after the contract is awarded by submitting a traffic plan. At least, to have all contractors bid for the same specification, let us assume, there will be one mobilization and continuous construction without any interruptions, that way, if the situation changes, a modification to the contract can be issued.
Answer: Keep the gate working as best as possible during construction Paragraph 1 & 2: Contractor shall provide and maintain a traffic control plan during the complete duration of this project. When traffic must be rerouted or controlled to accomplish the work, the necessary warning signs, flag persons, and related equipment for the safe passage of vehicles shall be provided.
Second set of questions
1. We would like to request the sign in sheet.
Answer: Included with this RFI.
2. What is the name of the manufacturer and model number for the lights?
Answer: The submittal of the existing lights are include with the RFI.
3. How many lights?
Answer: SOW paragraph 2, sentence 1: It is the contractor's responsibility to survey the existing conditions to determine the materials, labor and equipment required to support this project. From the drawings there appears to be 12 lights, but the contractor must verify.
4. Please provide electrical as-built plans for the existing lighting at the shade structure - Is the panel feeding the lights located in the guard house?
Answer: The submittal of the existing Electrical as-built drawings are Included with this RFI. The control panel is in the guard house.
5. Please provide the soils report for the existing shade structure foundation.
Answer: Included with this RFI.
6. Ref. SunShades Drawing Page 1000, General Notes Design Loads: The existing structure is currently designed to withstand 90 MPH winds (3-SEC GUSTS) and the RFP requires the Contractor shall provide stamped PE certified engineered drawings and specifications for 100-mph ratings on the material and structure. Is the awarded contractor expected to add structural columns if the existing structure is proven inadequate to withstand 100-MPH winds and if so, will this be considered a change in the scope?
Answer: The 100 MPH winds rating is based on 3-SEC GUSTS, so any structural additions would be considered a change in scope.
7. The RFP states Contractor shall install a PVC material that is durable, resistant to water, mold and UV rays. The material must contain a 40 mil thickness, 14X18 scrim, and tan in color. Warranty of materials shall be at least 15 years or more. The Contractor has been unable to identify a material vendor with a shade fabric that meets all the requirements (including the original SunShades material vendor). Please provide a name of the manufacturer who's shade fabric can comply to all requirements that is acceptable to the Government.
Answer: the above information was based on roofing materials such as those from Seaman corp., I.B., or Durolast, the existing membrane is from Durolast.
8. Will the contractor need to retighten fabric support the cables?
Answer: yes, this will need to be done to ensure the continuity of the warranty. This will need to be conducted at the 6 month and 12 month mark of the warranty.
