The Government will award a contract resulting from this solicitation to the responsible quoter with the lowest price, technically acceptable quote, that represents best value to the Government. The evaluation process shall include the following:

(a) The number of quotes to be evaluated for technical acceptability may be limited to the lowest price quote at the discretion of the Contracting Officer. If the number of quotes to be evaluated is limited, the technical quote shall be provided to the evaluator(s) without any identification of price. If the lowest price quote is not found to be technically acceptable then the next lowest price quote shall be evaluated. If that quote is also not found to be technically acceptable, then the process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable quote.
