PERFORMANCE WORK STATEMENT

T-AKE SHIP CLASS SPECTRAL FATIGUE ANALYSIS

1. Background: The T-AKE Ship Class is made up of 14 auxiliary cargo and ammunition vessels owned and operated by the Military Sealift Command (MSC). The T-AKE Class was built by National Steel and Shipbuilding Company (NASSCO) in San Diego, California. The first ship of the class, the USNS LEWIS AND CLARK, was delivered in 2006 and the last ship, the USNS CAESAR CHAVEZ, was delivered in 2012.

All vessels have the same hull geometry, principal dimensions, deckhouses, propulsion plants, and hull structure. The Principal Characteristics for the T-AKE Ship Class are:

Length Overall 210.0m Length Between Perpendiculars 199.55m Waterline Length 199.4m Molded Breadth 32.2m Molded Depth to Main Deck (At Side) 18.55m Design Draft, (Full Load) Molded 9.12m Scantling Draft 9.75m Design Draft Displacement 40,945MT Block Coefficient, Design Draft 0.6795 Midship Area Coefficient, Design Draft 0.987 Speed at 80% MCR, Design Draft 20.0 Knots Lightship Displacement (Approx) 26,000MT Freeboard Deck (ABL) 14.45m Bulkhead Deck (ABL) 18.55m Strength Deck (ABL) 25.78m

T-AKEs 3-14 support the Combat Logistics Force (CLF) Program. The primary mission of these vessels is to support U.S. Navy ships at sea by supplying them with ammunition, food, repair parts, stores and small quantities of fuel via underway replenishment (UNREP).Current plans are for these ships to operate until 2052.

The T-AKE class experiences a range of loading conditions due to the various cargo supply requirements.

2. Scope of Work: Given the need to identify suspect areas as well as gain an accurate prediction of fatigue life, Contractor support is required to conduct a Spectral Fatigue Analysis (SFA) for the T-AKE Ship Class. In addition to identifying high stress areas and the fatigue life of selected details, the SFA report will also identify and recommend proactive repairs of those details most likely to fail by the ship’s midlife. A separate graphic

Inspection Guide document will also be prepared to aid in the periodic inspections by ship’s force and regulatory bodies.

The starting point for this analysis shall be 2006, the date upon which the T-AKE Ship Class was commissioned. The annual operating profile shall be:

1) In port for 165 days a year

2) Underway at 12-15 Kts on mission transits for 200 days a year

For this study, wave data (e.g., scatter diagrams, significant wave heights, probabilities of occurrence, and associated energy spectra) shall be based on worldwide service. The energy spectrum shall be the Bretschneider Spectrum. As discussed in Section 3.1.7 below, the total accumulated fatigue damage shall be combined using a weighted average method, such as Miner’s Rule, for each sea state encountered.

3. Specific Tasks:

3.1. Spectral Fatigue Analysis & Report: The Contractor shall be responsible for performing the necessary modeling and analysis in accordance with American Bureau of Shipping (ABS) standards. Task Order 0001, which the Government intends to issue immediately after Contract award, will encompass Section

3.1 of the PWS and its associated deliverables.

3.1.1.Plan of Action & Milestones (POA&M)/Progress Reports:

3.1.1.1. The Contractor shall develop a POA&M that lists major actions and milestones required for the completion of the work required herein, including progress reports, various global, intermediate, and local Finite Element Analysis (FEA) model preparations, completion of global, intermediate, and local FEA analyses, report preparation, and submittals.

3.1.1.2. The Contractor shall submit Progress Reports every three (3) weeks listing percent task completion and actions and milestone achieved from the POA&M for that period. The POA&M and Progress Reports shall be submitted in accordance with the delivery schedule in Section 5.

3.1.2. Motions Analysis and Wave-Induced Loads: The Contractor shall prepare a Global Hydrodynamic Hull Model and conduct a Motions Analysis to estimate Response Amplitude Operators (RAOs) of the ship responses and load effects for a range of wave lengths (or equivalent frequencies), ship headings, and base load conditions in accordance with GFI Item 7. The Contractor shall use recognized sea keeping analysis codes, such as MORA or WAMIT, to conduct the Motions and Loads Analysis.

3.1.2.1. The load effects shall include external shell wave pressures, tank fluid pressures and accelerations, rotational components of quasi-static gravity loads, and rigid body inertial forces acting on light ship structural masses. Wave pressures shall also account for the nonlinear effect of “intermittent wetting” near the mean waterline. Inertial forces shall be based on the mass of light ship structural components.

3.1.2.2. The load and motion effects shall be handled separately as real and imaginary components equivalent to two wave systems 90° out of phase. The real and imaginary loads shall later be applied to the structural FEA models in all three axes. The Global Hydrodynamic Model shall be constructed to ensure compatibility with the Global Hull FEA Model in the application of wave-induced pressures, inertial loads, and fluid loads.

3.1.2.3. The matrix of wave lengths and headings shall be as follows:

1) Twelve Wave Lengths from L/4 (ω = 1.24) to 2L (ω = 0.44)

2) Twelve Polar Headings in 30° Increments from Dead Ahead

3.1.2.4. The three (3) Base Load Conditions provided as GFI Item 8 shall be investigated.

3.1.2.5. In conducting the Motions Analysis and Loads Calculation, the Global Hydrodynamic Hull Model for the base load conditions shall be statically balanced based on the loaded stillwater weight curve for that condition.

3.1.3. Stillwater Loads: The Contractor shall calculate the Stillwater shear forces and bending moments over a standard 20 station weight distributions for the three (3) base load conditions as part of hull loadings in the Global FEA Model, as well as the loading at the boundaries in local finer mesh FEA models. The Contractor can use any recognized general purpose naval architecture software code.

3.1.4. Global Hull FEA Model and Stress Analysis: The Contractor shall prepare a coarse mesh, Global

Hull FEA Model of the entire ship and conduct a Stress Analysis to determine Stress RAOs, the normalized stress responses for a range of unit amplitude sinusoidal waves. As previously stated, the Global Hull FEA Model and the Global Hull Hydrodynamic Model shall be mutually compatible so that the wave-induced pressures, inertial loads, etc. determined in the Motions Analysis can be applied to the Global FEA Model. Element size will generally correspond to an individual stiffened frame panel. The model shall include transverse and longitudinal bulkheads, inner bottom, and other major structures (i.e., girders, webs, etc.). As the ends of the hull are generally lower stressed areas except for wave impact areas, the analysis of these areas may be simplified by the analyst to reduce modeling effort; however, this must be pre-approved by the Contracting Officer Representative (COR). The deckhouse may be modeled to a lesser degree of detail than the hull girder at the discretion of the analyst once approved by the COR. The Global Hull FEA Model and Stress Analysis will serve as the baseline model in transmitting boundary loads for the intermediate mesh and the localized fine mesh models. The load response and resulting stresses on the Global Hull Model will be used to identify general global areas of high stress for closer examination.

3.1.4.1. After completion of the Global Hull FEA Model, the Contractor shall apply the stillwater and dynamic loads determined in the Motions Analysis and conduct for each base loading condition a stress analysis on the Global Hull FEA Model for each heading angle and wave frequency in contract to determine the Stress RAOs (i.e., Stress Transfer Functions) at those structural locations, as determined by the analyst and agreed to by the COR, where a fatigue assessment is desired. In addition to determining Stress RAOs, the Global Hull Stress Analysis will also identify the locations of high hull stresses for general information purposes. Stress results shall be presented in color plots. The total approximate number of load cases pending further discussion with the Contractor is 864 (equal to 3 base load conditions x 12 wave lengths/frequencies x 12 headings x 2 real/imaginary load cases) per class.

3.1.4.2. Fatigue assessments shall be conducted at six (6) detailed locations agreed to by the COR.

To reduce modeling effort, all selections shall fall within the Intermediate Models described in Section 3.1.5.

3.1.5. Intermediate Mesh Models and Intermediate Stress Analyses: The Contractor shall prepare two

(2) increasingly finer Intermediate Mesh Models and conduct a stress analyses to determine Stress RAOs. Stress results shall be presented in color plots.

3.1.5.1. Larger Intermediate Mesh Model and Stress Analysis: The first Intermediate Mesh

Model shall be a larger, full breadth, full depth model, and extend longitudinally from approximately FR24 to FR85. The mesh density of Intermediate Mesh Models is finer than the Global Hull FEA Model and is typically 2 x 4 elements per stiffened panel. Local stiffeners and the supporting girder and stringer systems shall be modeled as plate elements, vice embedded beam elements. The boundary loads and displacements, stillwater loads, and loads generated in the Global Hull Model dynamic loads matrix shall be applied to this model (i.e., external pressure loads, internal pressure loads from tank fluids, rigid body accelerations, etc.). The load response on this model will be used to more closely identify highly stressed areas.

3.1.5.2. Local Intermediate Mesh Model and Stress Analysis: The second Intermediate Mesh

Model shall be shorter in longitudinal extent than the larger Intermediate Mesh Model and have an even finer mesh density of approximately 2 x 8 or 3 x 12 elements per stiffened panel. The Local Intermediate Model shall include at least one main transverse bulkhead and extend three to four web frames forward and aft of the bulkhead. The transverse bulkhead selected shall be the one with the highest stresses as determined in the first Intermediate Mesh Model. In addition to local stiffeners and the supporting system of deck transverses, webs, horizontal stringers, floors, and struts (modeled as plate elements per above), the Local Intermediate Model shall also model structural details, such as typical brackets, transition brackets, gussets, panel stiffeners, frame cutouts, lightening holes, and other intersections and connections susceptible to high stress, hard spots, and fatigue failure. The boundary loads and displacements from the larger Intermediate Mesh Model, stillwater loads, and loads generated in the Global Hull Model dynamic loads matrix and shall be applied to this model (i.e., external pressure loads, internal pressure loads from tank fluids, rigid body accelerations, etc.). As in the Larger Intermediate Mesh Model, the load response will be used to more closely identify on an even finer scale those individual highly stressed members and details where fatigue is probable.

3.1.6. Local Detail Models and Stress Analysis: The Contractor shall prepare the six (6) selected Local

Detail Models and conduct a stress analysis to determine Stress RAOs and stresses. The Local Models shall be selected based on the results of the Local Intermediate Mesh Analysis. The Local Detail Models to be analyzed will be initially recommended by the Contractor after award and approved by MSC, but as stated, actual models may be changed after the Global and Intermediate Mesh Stress Analyses have been completed. Stress results shall be presented in color plots. As previously discussed, the Local Models shall use both plane (shell) elements and brick elements to facilitate calculation of stresses caused by construction details, bracket toes, and known hard spots.

Solid brick elements shall be as small as one inch or equal to the plating thickness used in areas of high stress concentration. Welds shall be modeled. The boundary loads and displacements from the Local Intermediate Mesh Model, Stillwater loads, and loads generated in the Global Hull Model dynamic loads matrix and shall be applied to these models (i.e., external pressure loads, internal pressure loads from tank fluids, rigid body accelerations, etc).

3.1.7. Spectral Fatigue Analysis: The Contractor shall conduct a Spectral Fatigue Analysis (SFA) on each

Local Detail Model based on the Stress RAOs determined for every element in the Local Detail Model. For this study, wave data (e.g., scatter diagrams, significant wave heights, probabilities of occurrence, and associated energy spectra) shall be based on worldwide service. The energy spectrum shall be the Bretschneider Spectrum. For each sea state thus encountered, the total accumulated fatigue damage on each element shall be combined using a weighted average method, such as Miner’s Rule. The total accumulated fatigue damage shall then be compared against the appropriate published S-N Curve for the detail or plate being investigated. The actual S-N Curves to be used will be recommended by the Contractor after award. In using the S-N Curves, the Local “Hot-Spot” Stress Approach shall be assumed in which the acting cyclic hot-spot stress is found for the particular detail for which the fatigue life is being evaluated. The SFA shall assess the accumulated fatigue damage up to the present and identify those details that potentially have cracks as well as those whose lives are near failure and will need proactive preventive repair. The SFA shall also assess the future accumulated fatigue damage up to the year 2052 to identify those details that need proactive preventive repair. Fatigue results shall be presented in color plots. Suggested repairs and accompanying sketches shall be recommended for those details in need of repair.

3.1.8. Spectral Fatigue Analysis (SFA) Report:

3.1.8.1. The Contractor shall prepare a comprehensive SFA Report, presenting the results in

Sections 3.1.2 through 3.1.7 above. The Report shall meet ABS standards and be suitable for ABS submittal and review should the Government decide to unilaterally do so at a later date. ABS Guidance Notes on Spectral-Based Fatigue Analysis for Vessels are included as GFI Item 7. The Report shall contain the following:

1) Executive Summary

2) Contents and list of figures and tables

3.1.8.3. The Contractor shall submit a preliminary SFA report to the COR in accordance with the schedule in Section 5 for review and comment. The Contractor shall incorporate all comments into the final deliverable.

3.1.9. Inspection Guide: The Contractor shall prepare an Inspection Guide for use by ship’s force and regulatory body inspectors. The Guide will identify areas of high stress and those structural details and areas susceptible to fatigue failure in need of periodic, close up survey. The Guide will use graphic information (e.g., existing ship’s drawings or reasonable facsimiles) to the maximum extent possible and be understandable to lay people (i.e., non-engineers and ship’s force).

3.1.9.1. The Contractor shall submit a preliminary Inspection Guide to the COR in accordance with the schedule in Section 5 for review and comment. The Contractor shall incorporate all comments into the final deliverable.

3.2. Engineering and Design Services: Following the completion of the SFA and Report, the Government may order additional services for engineering and design to develop installation drawings, work items and shipyard cost estimates (work package) for recommended modifications to structural details determined to be susceptible to fatigue failure by 2052. Drawings shall be developed in accordance with ABS standards and MSC drawing 7080803 Rev A, Preparation of Computer Aided Design (CAD) Drawings for Government Owned Ships (GFI Item 9). PERFORMANCE ASSESMENT PLAN (PAP)

T-AKE Class Spectral Fatigue Analysis

1.0 INTRODUCTION

This Performance Assessment Plan (PAP) has been developed to comply with the Federal Acquisition Regulation (FAR) Subpart 37.6 – Performance Based Contracting. 37.602-2 states that agencies shall develop surveillance plans that recognize the responsibility of the Contractor to carry out its quality obligations and shall contain measurable performance standards so that the Government receives the quality of the services called for in the contract.

This PAP is designed to define the performance management approach, define roles and responsibilities, define methodologies used to monitor and evaluate Contractor’s performance and define the performance standards from which the Contractor will be measured.

2.0 IDENTIFICATION OF WORK TO BE PERFORMED:

The Contractor shall conduct a Spectral Fatigue Analysis (SFA) for the T-AKE Class. The SFA report shall identify high stress areas and the fatigue life of these areas. It shall also identify and recommend proactive repairs of those details most likely to fail by 2035. A separate graphic Inspection Guide document will also be prepared to aid in the periodic inspections by ship’s force and regulatory bodies. In addition, task orders may be issued requiring the Contractor to perform the necessary engineering and design to develop an installation drawing and work item (work package) for recommended modifications to structural details determined to be susceptible to fatigue failure by 2035.

3.0 PERFORMANCE MANAGEMENT APPROACH:

The Contractor’s internal quality control system will set forth the staffing and procedures for self inspecting the quality, timeliness, customer satisfaction and other performance requirements in the PWS.

The purpose of the PAP is to provide guidelines and procedures by which the Contractor’s performance will be evaluated and assessed. The PAP is intended to be a “living” document that will be revised or modified as circumstances warrant, and is therefore provided for information only. The PAP is based on the premise that the Contractor is responsible for quality assurance in the performance of their work, but it is the Government’s responsibility to periodically ensure they are receiving the work that was contracted for.

4.0 ROLES AND RESPONSIBILITIES:

Contracting Officer: Responsible for monitoring contract compliance, performing contract administration and resolving any differences between the observations documented by the Contracting Officer’s Representative (COR) and the Contractor’s performance.

Contracting Officer’s Representative (COR): The primary technically oriented representative assigned to monitor performance on the contract as a whole. The COR is responsible for assigning TPOCs for each individual task order, and providing oversight of the TPOCs and contract performance overall. The COR will also have the responsibility of performing periodic sampling, documenting customer feedback, and recording Contractor performance in CPARs.

5.0 METHODOLOGIES TO MONITOR PERFORMANCE:

In an effort to minimize the contract administration burden, simplified methods of surveillance techniques shall be used by the Government to evaluate Contractor performance. The primary methods of surveillance are Customer Input / Feedback. Customer feedback may be obtained either from the results of the formal customer satisfaction surveys (included in this PAP) or from random customer complaints.

Customer complaints, to be considered valid, must set forth in writing the detailed nature of the complaint, and must be certified by the COR. The complaint will then be forwarded to the Contracting Officer for review. If the Contracting Officer determines that the complaint is valid, the Contractor will be formally notified in writing. The Contractor will have 5 business days to formulate a response detailing the actions taken to remedy the complaint filed.

6.0 DOCUMENTATION

The COR shall maintain copies of all reports, evaluations, recommendations and any actions related to the Government’s performance of the performance assessment function in the COR file for this contract. All records shall be maintained for the life of this contract.
