1. The quote must demonstrate an understanding of and ability to meet all of the requirements set forth in the RFQ’s performance work statement (PWS). The quoter shall provide sufficient detail to substantiate the validity of all statements. The quoter shall demonstrate that the quote is in compliance with the requirements, terms, and conditions of the RFQ. Comprehensive responses to the requirements of the RFQ are required to enable the Government to evaluate the quoter's understanding of and capability to accomplish the requirements of the PWS.
2. Quotes shall contain the following:
a. Technical – The Quoter’s technical response shall address the following:
i. Key Personnel. The Quoter shall submit resumes for all proposed key personnel. Resumes shall include relevant qualifications, knowledge, education, and experience of those personnel.
Quoter's proposed personnel must meet the minimum requirements of Paragraph 10 of the PWS.
ii. Task Approach: The Quoter shall describe the technical and management approach to Sections
3.1 and 3.2 of the PWS, including a Plan of Action and Milestones (POA&M) and deliverables.
b. Past Performance: Quoters are requested to provide information on up to three (3) Government contracts whose effort is/was recent and relevant to the effort required by this solicitation.
a. “Recent” is defined as a contract in-progress or completed within the last five (5) years. If the quoter has not had three (3) Government contracts within the last five (5) years, information on recent and relevant subcontracts and/or commercial contracts may be submitted.
b. “Relevant” is defined as a contract that is of similar scope, magnitude, and complexity to the requirements as set forth in this solicitation.
i. Scope: Experience in the areas defined in the PWS.
ii. Magnitude: The measure of the similarity of the volume, dollar value and/or duration of the work actually performed under the quoter’s submitted contracts to the PWS.
iii. Complexity: The measure of the similarity of technical difficulty, managerial intricacy and/or required coordination of efforts and disciplines performed by the quoter in its submitted contracts to the PWS. For complexity, not only will the tasks performed by the quoter be considered, but also the quoter’s ability to coordinate tasks (e.g., concurrent performance requirements).
A Past Performance Data Sheet Exhibit (1) is requested to be submitted for each contract to be considered as past performance. Quoters shall provide a detailed explanation demonstrating the similarity of the contracts to the requirements of this solicitation; a detailed description of the work performed for the contract; and the role performed, including whether the quoter acted as a prime contractor or a subcontractor. Quoters are responsible for the accuracy of all data provided.
Past performance information regarding predecessor companies and subcontractors that will perform major or critical aspects of the requirement may be provided as past performance submissions.
For each of the contracts the quoter describes in a Performance Data Sheet Exhibit (1), the quoter is requested to provide a Past Performance Questionnaire Exhibit (2) to a reference at the organization that awarded the contract. It is requested that the reference, not the quoter, email or fax the completed Past Performance Questionnaire Exhibit (2) BEFORE THE DUE DATE FOR PROPOSALS directly to Ms. Brandy Thomas, Military Sealift Command, 914 Charles Morris Court SE, Washington Navy Yard DC 20398-5540, e-mail: brandy.thomas1@navy.mil; Fax Number: (202) 685-5965. In addition, large businesses shall address historical compliance with the requirements of FAR Part 52.219-9 (Small Business Subcontracting Plan) and DFARS 252.219-7003 (Small Business Subcontracting Plan, DOD Requirements.) in the Performance Data Sheet Exhibit (1).

Quoters shall fill in the hours and rate for each corresponding labor category for the base year and for each option period.
The hours provided in Attachment 3 Rate Table will consist of the work and all deliverables to be performed under Section 3.1 of the PWS. The hours to be provided are for evaluation only and shall be based on a realistic reflection of the work to be ordered under the eventual IDIQ-type contract. Quoters are reminded that the rates proposed in the spreadsheet will become contractually binding upon issuance of a contract resulting from a quotation and will become the contract’s established labor rates for task orders to be issued against the IDIQ-type contract once it is awarded.
The Price Worksheet can be downloaded at www.msc.navy.mil under Contracts. Select Requests for Proposal/Quotation and search for N62387-15-T-8025.

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
a) The Government will award a single contract from this solicitation to the responsible Quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The Government will determine which quote will be the most advantageous to the Government utilizing Lowest Price, Technically Acceptable source selection procedures, to include acceptable past performance. In selecting the lowest-priced Quoter with an acceptable rating for all non-price factors, the following factors will be considered:
Factor 1: Technical Subfactor 1: Key Personnel Subfactor 2: Task Approach Factor 2: Past Performance Factor 3: Price
The technical and past performance factors will be evaluated on an acceptable/unacceptable basis. Technical tradeoffs will not be made and no additional credit will be given for exceeding the minimum requirements of the solicitation. Award will be made to the Quoter with the lowest evaluated price proposal whose quote conforms fully to the solicitation requirements and meets the acceptability standards for all non-price factors. In order to be eligible for award, a quote must receive an acceptable rating in every non-price factor and subfactor.
After receipt of quotes, the Government may, with or without notice, negotiate with and, if desired, seek quote revisions from as many or as few Quoters as it, in its discretion, deems appropriate. The Government reserves the right to award on initial quotes.
Technical
Proposals will be evaluated to determine if the offeror meets the minimum requirements of the Contract with respect to Key Personnel and Task Approach as described in the PWS and FAR 52.212-1 Addendum. Any offer that does not meet the minimum requirements shall be evaluated as Unacceptable.
Past Performance
The past performance evaluation will assess the Quoter’s probability of meeting the solicitation requirements. To develop an overall rating, the Government’s evaluation will take into account relevant information submitted by each Quoter as part of its quote and the Government’s assessment and evaluation of other sources of information.
Other sources of information for past performance may include, but are not limited to, Past Performance Information Retrieval System (PPIRS) reports, the Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Report System (ESRS), other databases, questionnaires and interviews.
(1) The Government will consider the recency and relevancy of past performance information compared to the requirements detailed in the PWS, the source of the information, the context of the data and general trends in the Quoter’s performance and any associated risk.
(2) The Government will consider the extent of the Quoter’s ability to perform a previous contract successfully in the areas of; (a) quality of product or services; (b) timeliness or scheduling of supplies/deliveries; (c) business relations/customer satisfaction; (d) key personnel and staffing (including subcontractors); and (e) cost controls
(COST CONTRACTS ONLY).
(3) The Government will consider the company itself, predecessor companies, key personnel who have relevant experience and subcontractors who will perform major or critical aspects of the requirement.
(4) For all Quoters, the Government will consider historical compliance with the requirements of FAR Part 52.219-8 (Utilization of Small Business Concerns).
The Government reserves the right to consider Past Performance Questionnaires received after the due date for receipt of quotes. The Government reserves the right to contact references for verification or additional information and the right to consider other relevant past performance information. The Government may call customers, whether or not provided by the Quoter, to inquire about the Quoter’s past performance. The Government does not assume the duty to search for data to cure the problems it finds with the information provided by the Quoter. The burden of providing thorough and complete past performance information remains with the Quoter.
In accordance with FAR 15.305(a) (2) (iv), a Quoter without a record of relevant past performance or for whom information on past performance is not available, will not be evaluated favorably or unfavorably on past performance.
Price
To determine the lowest priced offeror, the Government will use the Total Evaluated Price, which consists of the sum of the total prices proposed for the work and all deliverables to be performed under Section 3.1 of the PWS in the base period and each option period, as identified in Attachment (3). Price analysis techniques will be used to determine price reasonableness. Materially unbalanced offers may not be considered for award. In order to be considered for award, the proposed price must be determined to be fair and reasonable.
