Evaluators Explanation of Why Offeror’s Proposal is Unacceptable (if applicable):
The offeror’s proposal demonstrates that the contractor meets the Minotaur Crewman Simulator Student Station requirements identified in paragraphs 3.2.1 General Mechanical/Electrical, 3.2.2 Student Station Specifics and 3.2.5 Specifications of SOW 14EE07.
3.2.1 General Mechanical/Electrical
The USCG MS-ORT system is physically/functionally compatible with the facilities hosting the HC-144B OFT.
___ Acceptable
___ Unacceptable
The Student Station operates on standard 115VAC 60 Hertz, 15 amp service.
___ Acceptable
The Student Station and Student Chairs fits and operates as shown in Figure F.
___ Acceptable
The Student Station, with minimal disassembly, fits through a standard door frame measuring 3feet, 3/8inch wide.
___ Acceptable
The Student Station is movable for the purpose of repositioning the unit for routine installation and maintenance activities.
___ Acceptable
The Student Station primary components such as Display Monitors, Touch Screens, UPS, PDU, Eswitch, cables etc. are securely mounted/attached within the unit framework
___ Acceptable
The Student Station primary components such as Display Monitors, Touch Screens, UPS, PDU, Eswitch, cables etc. are easily removed/replaced during maintenance activity.
___ Acceptable
3.2.2 Student Station Specifics
The Student Station replicates the overall look and feel of the HC-130J MSO 1 and MSO 2 Crew Station as shown in Figure A.
___ Acceptable
The Student Station replicates/is similar the MSO Crew Station Upper Console for mounting and support of the actual COTS MSO Displays as shown in Figure G, and the Touchscreen Displays as shown in Figure E.
___ Acceptable
The MSO Crew Station Upper Console features the same/similar display angles as found in the actual aircraft as shown in Figure C.
___ Acceptable
The Upper Console has side cowlings similar to that found on the aircraft.
___ Acceptable
The Upper Console has a rear covering to enclose the equipment.
___ Acceptable
The Student Station has readily opened doors or removable panels enabling routine maintenance on the equipment mounted on, into and within the Student Station.
___ Acceptable
The Student Station supports bulkhead connector, cable pass-through, or ventilation infrastructure required by the equipment mounted inside.
___ Acceptable
The Student Station has a replica (similar) MSO Crew Station Desktop for mounting of the actual COTS keyboards (2), actual COTS trackball assemblies (2) (Figure H), and the Universal Hand Control Unit (UHCU) (Figure I).
___ Acceptable
The MSO Crew Station Desktop replicates the same recesses for the keyboard and trackball as found in the actual aircraft. See Figure A for an example.
___ Acceptable
To support the other versions of MSO stations on the Student Station, two (2) “Laptop Display” units shall be accommodated on the desktop. Refer to Figures D and J. The Contractor proposed a method wherein the Student Station can quickly be converted from physically representing a HC-130J MSO Station with no laptop displays being mounted between the top of the keyboard, and that replicating the other MSO Station with the two laptops located within a sloped “trough” built into the desktop. Since this laptop unit is only being used as a display, and no touchscreen or bezel buttons are required for the trainees to operate, it may not be necessary to use the actual aircraft unit. A similar sized display screen may be substituted if shown to be suitable.
___ Acceptable
The Student Station shall host Communications Microphone/Headsets (2) and Communications PTT/Footswitch (2) for the MSO trainees to interface with the Simulated Intercom and Radio equipment.
___ Acceptable
The Student Station Desktop provides a hook to hang up the Headsets when headsets are not in use.
___ Acceptable
The Student Station shall use the actual Universal Hand Control Unit (UHCU) for the MSO trainees to operate the simulated FLIR unit
___ Acceptable
The Student Station Desktop shall feature a government furnished bracket to hang up the UHCU when not in use.
___ Acceptable
Mounting for Student Station Microphone/Headset cable receptacles (2), Communications PTT/Footswitch (2) cable receptacles, and the UHCU cable receptacle shall be provided in a position that replicates the general location found in the actual aircraft. Refer to Figure A.
___ Acceptable
The Student Station shall have chairs similar in design and dimension to that shown in Figure C. A roll around base is acceptable, and mounting rails such as that found on aircraft are not required
___ Acceptable
The Student Station shall have a MSO Crew Station Lower Console for mounting and support of the Upper Console and Desktop. Refer to Figure D for the general idea of how the Lower Console should be designed to accommodate MSO 1 and 2.
___ Acceptable
The front, left and right sides of the Lower Console shall be a solid wall to function as a kick panel/cowl.
___ Acceptable
The Lower Console shall provide readily opened doors or removable panels enabling routine maintenance activities to occur to the equipment mounted inside the Student Station
___ Acceptable
The Lower Console shall support any bulkhead connector, cable pass-through, or ventilation infrastructure required by the equipment mounted inside.
___ Acceptable
The Lower Console shall provide an internally mounted shelf for mounting and support of the following components: an Uninterruptable Power Supply (UPS); an Power Distribution Unit(s) (network controlled); an Ethernet Switch; and any other equipment determined as required to support the simulated equipment used on the Student Station
___ Acceptable
The Student Station UPS shall of sufficient size to enable graceful shutdown of the MS-ORT Computer Systems in the event of total loss of power
___ Acceptable
The Student Station UPS shall be selected to protect the Student Station electrical components from damage due to electrical transients, voltage spikes, and brownouts
___ Acceptable
The Student Station Ethernet Switch shall be a Government approved, Managed Switch
___ Acceptable
The Power Distribution Unit(s) shall be selected to enable computer/network control of the power outlets supplying the individual 115VAC powered components located within the Student Station
___ Acceptable
A physically protected switch and power indicator shall be provided to apply and monitor general power to the Student Station. The Contractor shall recommend a location for these components.
