Reference Detailed (Paragraph)
Reference Contractor Question Recommended Revision Government Response
1 Attachment 1 PWS para. 1.0, pg 3 It is stated on page 3 paragraph 1 of PWS there is "approximately 3,000 gallons."
Will all of this oil need to be removed from the vessel at one time? Is the total 3000 gallons in multiple tanks located at various locations in the vessel?
Q - Will all of this oil need to be removed from the vessel at one time?
A - The total approximate 3000 gallons will not be offloaded at once. It will be removed at multiple iterations and similarly reintroduced back to the vessel at multiple iterations. It is unknown exactly the amount of oil the vendor would see at any given time, but not expected to exceed 2000 gallons.
Q - Is the total 3000 gallons in multiple tanks located at various locations in the vessel?
A - The oil is distributed in various subsystems throughout the vessel.
2 Attachment 1 PWS para. 3.1.3.3, pg 4 It is stated on page 4 paragraph 3.1.3.3 of PWS "Provide single-pass filtration equipment capable of producing acceptable limits of 3.1.1 and 3.1.2."
Normally we would allow oil to filter in a continuous loop until particulate and water content levels reach acceptable limits. Would this be acceptable?
Q - Would this be acceptable?
A - Yes. Vendor would need to provide their own continuous loop for filtering oil.
We are unable to use the topside tanks (from paragraph 3.1.3.9) or vessel's piping as part of flushing loop. The vendor's filtration equipment can take contaminated oil from one of the 2,000 gallon holding/working oil tanks and supply sat oil after required filtration to the other 2,000 gallon tank.
3 Attachment 1 PWS para. 3.1.3.5, pg 4 It is stated on page 4 paragraph 3.1.3.5. of PWS "Maintain a minimum flow rate of 50 GPM." We have found that it is more efficient to run dehydration units at slower flow rates to remove a maximum amount of water in a single pass.
A separate filtration loop to remove particulate could be set up to maintain a 50 GPM flow rate and work in parallel with the dehydration unit, would this be considered as an option?
Q - Would this be considered as an option?
A - Yes. Proposed filtering parallel loops is acceptable.
4 Attachment 1 PWS para. 3.1.3.7, pg 4 It is stated on page 4 paragraph 3.1.3.7. of PWS "Ability to change filters without equipment shut-down."
This is not possible with standard dehydration units, however if 2 units were set up in parallel on site, one could be shut down to facilitate filter element changes or maintenance while the other continues to operate. Would this be an acceptable option?
Q - Would this be an acceptable option?
A - The Government requirement is continuous flow to clean the contaminated oil. If this requires separate units to accomplish then this is acceptable.
5 Attachment 1 PWS para. 3.1.3.9, pg 4 It is stated on page 4 paragraph 3.1.3.9. of PWS "Provide a minimum of two (2) 2,000 gallon (min.)." Most tanks available in this capacity range have a minimum width of 8 feet. Foot print specifications stated in
3.1.3.11 are "15 feet by 35 feet."
This would make it logistically impossible to place tanks side by side. Is there any leeway in the 15 foot width? Also could a combination of different size tanks be used as along they total 4000 gallons for example 4 each 1000 gallons tanks?
Q - Is there any leeway in the 15 foot width?
A - Yes. The Government will provide a footprint of 19' by 78' at an alternate location.
Q - Also could a combination of different size tanks be used as along they total 4000 gallons for example 4 each 1000 gallons tanks?
A - No. The logistics in connecting 4 separate tanks, within containments, with the additional hoses and fittings is not desirable.
6 Draft PWS Attachment A On Page 4 Attachment A of WPS Draft, there is a drawing showing a filtration circuit, however I noticed this was not included in attachment 1 of the final WPS.
Is this drawing still how you would like to see circuit set up?
Typically the way we would normally approach this would be to pump oil from the vessel into a process container first. Then, we would have it continuously circulate between that tank and the dehydration unit and/or filter unit until water removal and particulate requirements are satisfied before pumping into a clean tank. Would this be acceptable?
A - Draft PWS is obsolete, attachment A drawing is no longer being used.
Solicitation attachment 1 PWS is the only official scope of work. Please disregard all draft documents.
