SUMMARY OF CHANGES
SECTION A - SOLICITATION/CONTRACT FORM
The following have been modified:
OFFEROR QUESTIONS AND ANSWERS
Question #1: In reference to SOW sub-paragraph 3.2.2: For both UF-9 & UF-11, is the contractor to reuse old fasteners or replace with new? If new, can the government please provide an approx. count and type of fastener they’d like us to use?
Answer #1: Yes, the government requires the contractor to reuse the existing fasteners. This answer does not constitute a change to the solicitation.
Question #2: Can both utility floats be accomplished during the first period of performance? It would be more cost effective to save money and time to do so. The government would save on dry-docking cost, tug cost, and set-up and break-down of man-hours and material.
Answer #2: No, due to the availability of the utility floats, only one craft will be available at a time. Dates of availability shall remain as set in the SOW. This answer does not constitute a change to the solicitation.
Question #3: In the General Requirements section of Table 1, there is an exception stating that resume’s shall not be counted against the page limit. Will the government consider employee certification copies the same as resume’s and not be counted against the page limit?
Answer #3: Employee certifications shall not count against the page limitation for volume I. The note below Table 1 has been revised to include employee certifications. This answer does constitute a change to the solicitation, and is reflected in the summary of changes of this amendment.
SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
SUBMISSION REQUIREMENTS
1.0 INTRODUCTION:
This solicitation will result in the award of a Firm-Fixed price, single award contract. This will be through a best value lowest price technically acceptable (LPTA) source selection process as described in FAR 15.101- 2.
2.0 INSTRUCTIONS AND SPECIFIC INFORMATION FOR PREPARATION OF PROPOSAL:
Comprehensive responses to this Request for Proposal (RFP) are required to enable the Government to evaluate the Offeror’s understanding of the requirements, and capability and approaches to accomplish the stated requirements. The Offeror shall submit all information required by this RFP. Failure to comply with the material terms and conditions of the RFP shall result in the Offeror being removed from consideration for award. Offerors are advised that information contained on additional pages in excess of the identified page limitation requirements will not be evaluated. The Offeror’s proposal shall be based on the requirements contained in this RFP (including those documents, exhibits, and other attachments to the RFP identified in Section J).
The solicitation will be made available only through the internet at: http://www.fbo.gov/.
Offerors are hereby notified that from time to time, the government may post additional information to the website relating to this solicitation (e.g. responses to questions, amendments, etc). It is the offeror’s responsibility to check the website for any such information.
NOTE:
Ship checks will be conducted at 8:30 A.M. – 11:30 A.M. PST on 24 May 2017 at Naval Base Kitsap, WA; Bremerton. Prospective offerors shall notify Sean Carney at (360) 476-4087 or email at sean.r.carney@navy.mil by 1:00 P.M. on 17 May 2017 in order to reserve time and submit the names of employees and subcontractors who will attend. Pre-registration is mandatory to meet security and access requirements prior to arrival at Naval Base Kitsap Bangor.
Ship Checks: Per OSHA 29 CFR 1915 Occupational Safety and Health Standards for Shipyard
Employment, Section 1915.158(a)(1), Contractor personnel attending ship-checks shall wear United States Coast Guard-approved Type I, II, III OR V Personal Floatation Devices (PFDs) i.e. life preservers, life jackets, or work vests while on floats, barges, and finger piers.
Offerors may electronically submit written questions requesting clarification of solicitation requirements by sending an email to Nick Crowell, nicholas.a.crowell@navy.mil and Gary Binder, gary.binder@navy.mil (please ensure that the email submission is addressed to both Nicholas Crowell and Gary Binder). All such questions should be received in writing by 14:00 PST on 31 May 2017 to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. Only questions transmitted electronically will receive a response. The Navy will continue to accept questions up to the closing date and time of the solicitation; however, time may not permit responses to be issued prior to proposal receipt. Questions received after the time set forth above will not result in an extension to the proposal due date. It is the Government’s intention that questions and responses will be distributed electronically to all Offerors. Each question shall include the following 1) document name, 2) document date, 3) specific page, 4) paragraph, 5) clause or 6) other definitive citation requiring clarification. See attachment J-3.
Offerors shall not presume the Government has knowledge outside of information provided in the proposal.
Additionally, offerors are advised that statements such as: “the offeror understands”, “the Offeror has a long history of outstanding support”, “standard procedures shall be used”, “well known techniques shall be employed”, or any paraphrasing of the solicitation, shall be considered inadequate to demonstrate experience, knowledge of, or compliance with solicitation requirements. Offerors are encouraged to provide specific, concise and verifiable information to validate all assertions. In evaluating an offeror’s technical proposal, the Government may consider information (other than price) provided with the offeror’s pricing proposal. Similarly, in evaluating an offeror’s price proposal, the Government may consider information provided with the offeror’s technical proposal. Any inconsistency, whether real or apparent, between projected performance and price, must be explained in detail by the offeror. The burden of demonstrating technical merit and realism rests with the offeror.
