Please clarify the Delivery Information of CLIN 003. As stated in Section F, CLIN 003 delivery date is 37 mths ADC. However, the delivery schedule provided on pages 80-81 of the Solicitation shows the last unit in CLIN 003 (Production Unit 4 back –up) is to deliver 1355 Days after award.

37 months is when the first Unit is due and 1355 day is when the last Unit is due.

Please clarify the delivery schedule for Preliminary Design Review (PDR) verse the CDRL A002 deliverable. Page 80 shows PDR 240 days after award. However, CDRL A002 first submission date is 270 days after start of contract. Please confirm that the CDRL submission is to be after the PDR event.

The PDR on page 80 is for the Event not the required document for PDR portion of CDRL 001, the event is scheduled 30 before so that after the presentation, the vendor can update based on comment and questions during the PDR. Note a read ahead of the PDR material prior to the event is extremely helpful and can shorten the length of the PDR event Please clarify the delivery schedule for Critical Design Review (CDR) verse the CDRL A003 deliverable. Page 80 shows CDR 300 days after award. However, CDRL A003 first submission date is 330 days after start of contract. Please confirm that the CDRL submission is to be after the CDR event.

The CDR on page 80 is for the Event not the required document for CDR portion of CDRL 001, the event is scheduled 30 before so that after the presentation, the vendor can update based on comment and questions during the CDR. Is the motor expected to stop and be restarted when a switchover event occurs? Section

4.12.3 does not specify the status of the motor

There is no requirement for the motor to stop and be restarted when a switchover event occurs. This was left open to allow all option in design of the switchover event

Are there any timing requirements to perform a switchover from MAIN to BACKUP?

Section 5.2.5.20 does not cover switchover times and section 4.12.3 does not specify switchover times.

There is no requirement for switchover times, I would expect it to be as fast as possible (less than 15 seconds). This was left open to allow all option in design of the switchover event.

Is the motor controller allowed to have parallel physical connections from DCI and External Controls, using connectors J1-J4, to the Main and Backup drives? It is not clear in section

4.4.2 and section 4.10.1.4 does not specify.

Yes, parallel physical connections from DCI and External Controls, using connectors J1-J4 is acceptable.

Switchover from Main to Backup is initiated under the following conditions only:

a. When either DCI or External Controls issue a manual Cabinet-selection command.

Defined in

b. When Main drive is operating and issues a self-protective command (overvoltage, over temperature) Section 4.10.1.4 does not include criteria to initiate a switchover from MAIN to BACKUP or if the switchover should be manual or automatic. Please clarify the criteria and method of switchover.

Switchover initiation will be automatic/software initiated, based on DCI/External control signals or self-protective command.

Please clarify if the emergency stop is to disable both the Main and Backup or if the emergency stop is to initiate a switchover.

Emergency stop shall disable both the Main and Backup, but if one of the unit is out of commission, the circuit should still allow the other to be operated and to be shut down using the Emergency stop.

What is the operating output voltage? Paragraph 4.9.2 calls for 0-528 VAC while paragraph

4.9.3 calls for 40-440 VAC. Please clarify.

The design requirement is that 0-528 VAC output voltage, but the nominal output voltage is 40 to 440 VAC.

Request an update to the Delivery Schedule provided on pages 80 and 81 of the Solicitation in light of Amendment 0001 which extended the proposal due date to 7/21/14.

Please clarify the planned contract award date in relation to the Estimated Dates provided see revised table in (section L of the solicitation) Solicitation updated (Amendment 02)

1. Item 4.10.1.6 of the SPUD procurement spec (pg 26) has the following requirements:

“The Drive Control Interface (DCI) consists of all drive dedicated indicators and dedicated controls and shall be integrated into the system controller GUI, similar to the existing DCI controller GUI identified in Variable Speed Motor Controller For Advanced Secondary Propulsion System Technical Manual S9238-AG-MMO-010 Change 1 preliminary.” Can PSNS provide this revision of the Technical Manual?

yes a copy can be provided to offerors who provide an address to receive a CD.

1. The existing Contract Data Requirements List does not specify any SS-473 documentation as a deliverable. Is the expected deliverable documentation limited to CDRLs A001-A006? If not, DRS requests that a detailed list of deliverables and due dates be developed to identify which specific SS-473 Section 3 documentation is requested by the Buyer.

CDRLs A002 specifies that PRELIMINARY DESIGN REVIEW shall include all item identified in DI-SESS-81757A paragraph 2.1 Section 1 – Alternative System Review (ASR) through paragraph 2.7 Section 7 – Software Design Review (SDR).

CDRLs A003 specifies that CRITICAL DESIGN REVIEW shall include all item identified in DI- SESS-81757A paragraph 2.7 Section 8 – Hardware Critical Design Review (HCDR) through paragraph 2.10 Section 12 – Physical Configuration Audit (PCA) CDRLs A004 specifies that TECHNICAL DATA PACKAGE shall include all item identified in DI- SESS-80776A paragraph 2.b and 2.c and in DWG 851687, plus all test procedures, a list of critical spare parts and Equipment Technical Manual.

c. In Figure 2 on sheet 18, the cooling input/output are shown to be within a 3”x x12” area in the lower rear corner.

Can this are be increased to 4” x 12” to accommodate expected pipe entrance space?

As long as this does not require any change to the existing cooling pipe runs that connect to the controller.

Page 18 of the Procurement Specifiaction was updated. See Attachment 3

d. In paragraph 4.13.3.1 on sheet 33, Creepage and Clearance appears to be per MIL-E-917.

Since the IGBT’s don’t meet MIL-E-917 and they typically comprise over ½ of the electrical connections in the cabinet, DRS requests that PSNS allow use the IEC/EN 50178 specification as used on Navy programs DDG1000 IFTP/Compact Power/ESM/AMDR. DRS recommends the use of EN50178, ref e., as the relevant standard for creepage and clearance within the power conversion modules. EN50178 is an accepted European standard that provides clear definitions related to power conversion equipment, allows sufficient tailoring to address the intended environment, and properly applying this specification ensures appropriate safety margin is employed.

Please clarify if EN50178 is an acceptable specification for creepage and clearance distances within the power conversion modules

PSNS Must have EN50178 to review In paragraph 4.7.11, please clarify that the cooling system materials selection only applies to the hard piping and not the flex hoses, if used.

Cooling System Materials applies to hard piping

In paragraph 4.7.12, please confirm that if flexible hoses are used internally per paragraph
