1. Warehouse.
1. Storage requirements. RFP 1.1 states 90,000sf of storage space is required to stage aircraft work platforms and support equipment. Paragraph 2.3.2.2 breaks this down into:
i. 25,000 sf of High Bay storage
1. Please define the types and quantities of materials stored. i.e. plastics, flammables, etc. and general quantities to help define life safety and fire protection requirements. Types of
Hazardous Material include Acids, Flammables, Corrosives, and Oxidizers which will need to be stored separately. As to the quantities of materials to be stored, the Government is still determining quantities at this time based on number of aircraft. Most of the requirement for this storage area will be tooling, fixtures, and crated support equipment. At this time, anticipated hazardous materials include, for example, Synthetic Rubber Sealants, Paints:
Epoxy Primers, and Polyurethane Enamels, Epoxy adhesives, Cleaning compounds (glass cleaner, industrial multi-purpose, plastic polishes, general purpose detergents, Isopropyl
Alcohol, Acetone), Lubricants: (synthetic and petroleum based oils, anti-seize, and grease).
The Government anticipates no more hazmat storage than what could be contained within 5-
10 hazmat cabinets. We also anticipate only normal ventilation as necessary and do not anticipate special ventilation or fire protection (other than normal wet pipe) requirements for the hazardous materials area. If a further review of workload requirement presents additional requirements, then we would intend to address that via a future modification. Typical hazardous materials cabinets would be no larger than 43”x34” and can hold up to 90 gallons.
2. Are storage racks to be provided by the government or the proposer? Navy will be responsible.
Will the government provide a tentative rack layout so fire suppression, power and lighting can be determined? Yes. Since a rack layout is dependent on the configuration of the building, this will be done at the time of tenant improvements or via a later modification request.
3. Are any cranes or lifting devices required to be provided by the proposer? No
4. Is a receiving area included in this area? Yes. Assuming that this will be integral to the facility (i.e. dock/doors on the side of building) and not any external ramp/dock space.
Industry standards typically have truck receiving doors on the exterior walls with dock levelers, and sometimes also provide a “drive-in” door to received material deliveries. If the property has several (more than 2) truck doors, and at least one drive in door, (min. size
7’5”w x 10’H, up to 12’w x 14’h), that will provide FRC East with the required widths to move storage material in/out of the property. FRCE would then create an internal receiving area for forklift/material handling traffic. Alternatively, if the property has an external receiving area with docks/ramps, then an associated area large enough to support unloading of trucks via forklifts at those ramps would be required. If not, is that an additional sf requirement? It is not.
5. Is the proposed material handling equipment to be electric or propane? At this time, FRCE will use DS (Diesel-Sealed) or LPS (Liquid Propane Sealed) material handling equipment.
The Lessor should identify in their proposal where a future equipment charging station could be located if the Government switches to electric material handling equipment.
Will forklift or manlift charging stations be required in the storage facility? If used, charging stations would be preferred under shelter, but not inside the building. If required at a future point, the Government will request a tenant improvement modification to ensure charging stations are designed and installed per OSHA standards.
6. Are eyewash and emergency showers required? Yes
7. Are there any bay size or column location restrictions? Yes, columns cannot interfere in the material handling equipment or storage rack system. Bay/column span should follow general industry standard for storage warehouse functionality. Column spacing any tighter than a
10’x10’ grouping is considered incompatible.
ii. 3,400 sf of offices and testing lab.
1. Please define the function of lab in order to determine special life safety and HVAC requirements. Lab will used to test small quantities of hydraulic oil and fuel from aircraft and perform other testing requirements. Heating, ventilation, and cooling required.
Industrial sinks need to be connected to a hazardous waste collection system, fume/ventilation hoods, power outlets to accommodate benchtop laboratory equipment consisting of, but not limited to, calorimeter, oxygen purity testers, xray for Critical Safety Item of first articles, flashpoint tester for fuel, Navy Oil
Analysis Program (NOAP) lab set up (with oil testers with vented hoods and spectroil machine), metal cutters/saws, hardness testers, polishing equipment, microscopes, etc). Some of this equipment requires oxygen and nitrogen sources required in testing lab so a location for a bottle storage/manifold is desired.
2. Is the lab associated with the warehouse or GSE facility? Lab is associated with GSE
Facility
iii. Is a loading dock required? Yes
How many truck spaces are required? One
What type of trucks will be used to deliver materials to be stored? As large as 18-wheel tractor trailers
(standard 53’ trucks). Please define requirements for dock levelers and other accessories. Automated dock levelers are preferred over manual style.
· Accommodating Vehicles: Loading docks must accommodate various sizes and types of vehicles used to deliver or pick up materials from the building. If the bed height of vans and trucks varies more than 18 inches, at least one loading berth should be equipped with a dock leveler. Typical docks are built 55 inches above grade level to accommodate most trucks.
· Lighting: Each truck position should be equipped with adjustable lighting fixtures for the illumination of the interior of trailers.
· Edge Guards and Bumpers: Loading docks should be protected with edge guards and dock bumpers.
· Exterior Doors: Easy access overhead coiling doors are preferred for loading docks. These doors should be able to close completely and lock after business hours. At least one well lit personnel door should be provided in addition to the overhead doors.
· Loading Dock: Warehouse space types are typically designed with one electro-hydraulic dock leveler per every five truck bays
· Flooring: Resilient flooring should be used in offices adjacent to utilitarian spaces such as loading docks.
· Storm Water Management: The truck's approach to the dock should be at grade or sloped away from the loading dock to prevent the collection of storm water near the dock.
· Weather Protection for Users and Goods: Open loading docks should be covered at least four feet beyond the edge of the platform over the loading berth to protect users and goods being loaded and unloaded. In very hot and cold climates, dock seals should be used at each loading bay.
Alternatively, consideration could be given to enclosing the entire loading bay.
iv. Staffing. 15 people are indicated for the break room. How many people will be working in the building during a single shift? Approximately 15
2. GSE Facility
1. 5,000 sf maintenance shop- 25’ ceiling, compressed air, 14’ wide overhead door(s)
i. Is general shop lighting sufficient? Yes, so long as general shop lighting is approximately 30 footcandles.
ii. Define power requirements for maintenance equipment. 120V/208V/480V
NOTE: Existing maintenance equipment consists of multiple input voltages consisting of: 480V, 3ph;
208V, 3ph; 120V, 1ph electrical distribution. The shop also utilizes 100 psi compressed air. Estimate
200-225 kVA Transformer @ 480V, 3ph Secondary for main distribution (with transformers to step-down the power to 120/208V) to be adequate to supply the facility power requirements and the equipment required for the shop.
· Power requirements will be based on the bidder’s permanent solution, but needs to satisfy the following, at a minimum: The Government owns maintenance and support equipment that consists of multiple input voltages consisting of: 480V, 3ph; 208V, 3ph; 120V, 1ph electrical distribution. The Government also requires 20-30 quick-disconnect service points with 100 psi compressed air connection points. At this time, the estimated requirement is for service from a 200-225 kVA Transformer @ 480V, 3ph Secondary for main distribution (with transformers to stepdown the power to 120/208V) to be adequate to supply the facility power requirements and the equipment required for the Government’s long-term requirements.
NOTE: 14’ wide x 18’ high overhead door is required to allow access for oversized GSE.
2. 52,600 sf GSE covered storage. – can be subdivided to approx. 42,600 covered storage and 10,000 SF enclosed storage space as noted below.
i. Is this the area proposed to store aircraft work platforms? Yes, as well as an initial staging area to inspect, modify, and assembly existing or new aircraft work platforms/stands then moved to final location.
ii. What other support equipment will be stored in this area? Jacks, tugs, hydraulic generators, electrical generators, frequency convertor carts, miscellaneous stands, dollys, parts wagons/trailers, preservation carts, forklifts, pallet jacks, lifts, etc.
iii. What is the clear height for the storage area? 20’
iv. Is general lighting required? Yes
v. Are convenience power outlets required? Permanent storage requirement is that a standard 120v 4-gang outlet be provided every 50 LF (either on columns or interior/exterior walls) in warehousing area, or to match current requirements of NC Building Code.
vi. Does the client have any ventilation requirements or preferences? For covered storage, the lessor shall ensure that outdoor airflow rates can be achieved in accordance with applicable NC Building
Code.
vii. What is the required height of the 14’ wide overhead roll-up door? 14’ wide x 18’ high overhead door is required for the GSE Maintenance Shop (not GSE covered storage) to allow access for oversized GSE.
viii. Are there any bay size or column location restrictions? While there are no specific dimension requirements, aisles are needed to access stored equipment; rectangle shaped configuration perhaps might better assist accessing stored GSE. Bay/column span should follow general industry standard for storage warehouse functionality. Column spacing any tighter than a 10’x10’ grouping is considered incompatible.
Function Clarification: Note that enclosed 10,000 GSE Storage space is also required with area for open metal shelves (Navy provided) to be able to storage small GSE items such as test sets. 120V power outlets are needed approximately every 20’, 10’ wide x 12’ high overhead roll up door, with clear height of 14’
3. 2,000 sf hazardous waste collection area- fence with concrete pad - Yes. NOTE: :Fence should be 7’ height minimum chain link fence.
i. Is a cover required in this area? Yes, a weather covering with a minimum of 20’ clear height from ground/finish elevation.
ii. Are power and lighting required? Yes as well as 100 psi compressed air and water (need power for drum scales – 208V, 3 phase, 60 amps)
iii. Can we use a containment pit in lieu of berms? The Government is unable to determine whether a
“containment pit” would be sufficient and would need more information about the proposed pit to make a better determination. FRC East views containment berms as necessary, with 6”x6” berm edge. A ramp into/out of the berm capable of supporting a 6K lbs forklift is also required.
4. 2,000 sf recycling storage area- covered, concrete pad, fencing.
i. Are power and light required? General overhead lighting is adequate.
5. Are eyewash and emergency showers required in any part of the building? Yes, eyewash and emergency showers are required for the hazardous waste collection area, GSE maintenance, and laboratory areas.
Additionally, the eyewash and emergency showers must be within 10 feet of point of use of hazardous materials. FRCE and the lessor can further define those usage points upon selection and proposal of structures/buildings and the layout design during tenant improvement discussions. At this time a minimum of
3 eye wash showers combinations and 3 additional eye wash stations should be included in the overall long term requirement for bidding purposes.
OSHA requirements for emergency eyewashes and showers, found at 29 CFR 1910.151(c), specify that "where the eyes or body of any person may be exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body shall be provided within the work area for immediate emergency use. As the standard states, an eyewash and/or safety shower would be required where an employee's eyes or body could be exposed to injurious corrosive materials. If none of the materials used in this work area is an injurious corrosive [chemical] (as indicated by the Safety Data Sheet (SDS) for each product), then an emergency eyewash or shower would not be required pursuant to 1910.151(c).
OSHA interprets the phrase "within the work area" to require that eye/face wash units and emergency deluge showers both be located within 10 feet of unimpeded travel distance from the corrosive material hazard.
6. Truck scale
i. Is the proposer responsible for providing the truck scale? Yes, or at a minimum, access to one prior to leaving the Global Trans Park. This requirement may be contingent upon how the hazwaste contract is established between FRCE and the proposer.
ii. What size scale is required? Scale that can be measure up to 80,000 lbs.
iii. Is radon detection required? No
iv. Is there a requirement for a small staff building or will the scale controls be contained in the GSE office? FRC East prefers the scales controls to be within the GSE office area, with a window to have line of sight to the truck scales. Depending on the lessor’s proposal on the location and contract around the operation of said truck scales, this could also be supported via an approximately sized
10’x10’ small building.
v. Is there a traffic pattern required to help locate the truck scale? Access to a road for entry and exit and access to drive on and off truck scales for 18-wheel tractor-trailer is sufficient.
7. Staffing and offices. There is no mention of staffing. Are offices and a breakroom required? Yes, Included in the above-mentioned requirement for 2000 SF (joint use) office space for approximately 15 personnel.
How many people will be working in the building during a single shift? Approximately 15 personnel in building during a single shift.
8. Space relationships. Define any workflow or room adjacencies required.
1 private office needs to be located within the GSE Maintenance Shop
Common areas such as open office, breakroom and restrooms can be centrally located
