NAVFAC PWD-ME PPI RESPONSES
1. Please provide geotechnical data and locus data regarding the expected hard material to be removed from berth 6A and berth 14. Hard material is not delineated from soft material anywhere on the provided drawings. In order to develop a competitive bid and work plan, the bidder must know exact locations, elevations, and elevation profiles of hard material requiring mechanical fracturing and removal.
A. Historic Boring Logs. There is a boring location plan and logs for each borings.
Some of these borings are taken in the water in the dredge area, while others were taken at the edge of the berth. Interpolation between boring locations was used to estimate quantity of rock. Area of rock removal is shown on sheet C101 Keynote 1.
Rock/hard material is only required to be removed in this area. Based on available information rock is expected from STA 1+00 to 2+50. Table below shows some of the borings in that area taken from the attached as built plans:

2. Please clarify the dredge depths in Berth 6 dredging. There appears to be material above removal grade at station 0+00 adjacent to the bulkhead, but it is not present in the provided elevation drawings. Per the elevation drawings, it appears the toe of project slope begins at Sta. 1+00, with no material requiring removal from 0+00 through the side slope adjacent to 1+00. Further to this, bidder requests that bathymetric multibeam survey plans be provided, showing existing conditions in feet and tenths of feet below MLLW on a 3x3 average basis.
A. There is no removal of material at STA 0+00. The dredge depth is -38ft MLLW and the toe of the slope begins at STA 1+00 and continues at a 3:1 slope until daylight.
The station number for daylighting will depend on if the contractor chooses to over dredge within the allowable 2ft or not, but is expected to daylight around STA 0+65.
No dredging is required between STA 0+00 and the daylight location. Bathymetric plans are attached.
3. Please clarify the purpose of providing the bidder with the as-builts dated 2/5/82. It appears to entirely focus on landside construction, while the subject solicitation is solely dredging subaqueous material.
A. The as-builts contain in water borings in the dredge footprint and are provided for geotechnical information.
4. Bidder suggests the bid items be revised to provide separate bid items for the removal of soft material and the removal of hard material. The removal process for hard material is orders of magnitude more difficult and costly than the removal of soft materials. The
Government will receive more competitive bids were the bidders able to set prices for each type of material to be removed.
A. The bid form is set up in such a way to allow bidders to set prices for each type of material to be removed. CLIN 0001AD asks for a cost per CY of typical dredge material and includes overdredge in the volume (8,106CY), while CLIN 0001AE asks for a cost per CY of rock removal (260CY). Disposal costs are also separated between typical dredge material and rock.
