About this file

This document contains questions and answers regarding a federal solicitation for maintenance dredging services at the Portsmouth Naval Shipyard in Kittery, Maine. The solicitation involves dredging Berth 6, with an option to dredge Berth 14 and another option to dredge Berth 12. Berth 6 dredging requires rock removal by mechanical means, while Berth 14 dredging also requires rock removal but the characteristics of the rock are unconfirmed. Dredging for all areas involves removal to design depths and overdredge allowances totaling approximately 15,550 cubic yards as specified in contract drawings. The Navy Facilities Engineering Command is the contracting agency.

N4008420B2546 – Berth 6 Mx Dredging, PNSY 11 Aug 2020

NAVFAC PWD-ME PPI 2 RESPONSES

1. Please confirm the areas in square footage listed on the revised plan sheet C101 is correct; the area for “Phase 2” is listed as 67,743 CY.

A. This was a typo and should be 67,743 SF like the other values in the “Area” column of the tables.

2. It also appears that the dredged volume of material has nearly doubled in the Berth 6 prism, without an apparent change in project’s vertical or horizontal limits. Please confirm volume of material to be removed and provide the survey data XYZ files for review.

A. The old drawings noted 7,184 CY to design depth and 8,366 of overdredge totaling 15,550 CY. Rev 1 of the drawings has 5,018 CY for Phase 1 with 3,348 CY of overdredge, and 2,166 CY for Phase 2 with 5,018 CY of overdredge totaling a combined 15,550 CY, so the volumes have not changed. Please note the bid form combines both the design dredge and the overdredge for a sum of CY pricing, but only design dredge depths are required which is about half of the total volume.

3. Please confirm that the rock material formerly listed in Berth 14 is loose, rocky material and not intact ledge requiring specialized removal, as discussed at the prebid jobsite visit and that the only rock requiring specialized equipment for removal is contained in “phase 1” of the Berth 6 dredge prism.

A. Unable to confirm characteristics of the rock at Berth 14. Only able to confirm it could not be removed with a clamshell bucket.

4. The revised bid sheet header reads: PNSY Maintenance Dredging, 00 22 13.00 20 attachment “Bid form (revised 10/12/2017)”. Please verify proper bid sheet was provided. Assuming the bid sheet provided is accurate, we also suggest a simpler format.

A. Bid form with correct revision date of 8-3-2020 will be uploaded with RFP

Amendment 2. Bid form recommendation is noted, however the bid form shall remain as provided. Bid form includes cost breakout and CLIN totals.

Solicitation document SF 1442) identifies CLIN totals.

*Note CLIN 0001 Total shall be inclusive of CLIN 0001A0 thru 0001BF

CLIN 0002 Total shall be inclusive of CLIN 0002A0 thru 0002AH CLIN 0003 Total shall be inclusive of CLIN 0003AA thru 0003AG
