About this file

This document contains an amendment to a solicitation and responses to questions regarding a federal contract opportunity. The opportunity involves extending an existing anti-submarine warfare piping system at Portsmouth Naval Shipyard by running piping around a dry dock service tunnel and installing two branch lines to service balconies on the south side. The piping will be fused polypropylene SDR-11 pipe compatible with the existing system. Valves, hangers, and expansion joints made of 316 stainless steel will also be provided. The amendment changes the bid opening time and provides responses to questions on technical specifications and the scope of work, clarifying piping and fitting types, valve and expansion joint requirements, and testing and training needs.

SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 1 RFI RESPONSES

TECHNICAL SPECIFICATIONS, ATTACHMENT 3:

1.3 SUBMITTALS:

1. There are many items in this section which are not a requirement for the project, nor are being supplied, are we to ignore those which do not apply?

Items not referenced in the scope of work or drawings can be ignored.

2. In particular:

“Proposed water treatment plan including a layout, control scheme, a list of existing make-up water conditions including the items listed in paragraph WATER ANALYSIS", a list of chemicals, the proportion of chemicals to be added, the final treated water conditions, and a description of environmental concerns for handling the chemicals.”

Water treatment plan and associated sections are not required.

3. SD-06 Does this apply?

“One-Year Inspection Report For Cooling Water; G

At the completion of one year of service, in bound 8-1/2 by 11 inch booklets. In the report, identify the condition of each cooling tower and condenser. Include a comparison of the condition of the cooling tower and condenser with the manufacturer's recommended operating conditions. Identify all actions taken by the Contractor and manufacturer to correct deficiencies during the first year of service.”

This section is not required.

4. SD-08, manufacturer’s instructions, are we to provide training?

This section is not required.

2.2 POLYPROPYLENE PIPING

5. 2.2.1 Pipe: “Polypropylene pipe shall be Schedule 40”

Is this a correct statement or is the pipe to be SDR 11?

Refer to piping material requirements in the Scope of Work document:

“The basis of design piping is Aquatherm brand, blue pipe SDR-11 faser composite PP-R pipe. This is the existing type of piping and this project shall be compatible with this type of piping.”

6. 2.2.2 Fitting:

Fittings shall meet ASTM F2389 and NSF/ANSI 14 and shall be NSF listed for the service intended. Plastic pipe, fittings, and solvent cement shall bear the NSF seal "NSF- PW." Polypropylene fittings shall conform to dimensional requirements of Schedule 40. Polypropylene piping that will be exposed to UV light shall be provided with a Factory applied UV resistant coating.

a. Are the fittings to be sch. 40 or SDR 7.9?

b. Solvent welded or Fusion bonded as per section 3.2.2?

Fittings are to be SDR 11. Joints shall be fusion bonded. Reference SOW Section 1 under Piping Installation section 1.3 for more detail.

7. 2.3.1 Gate Valves:

The specification is calling for OS & Y valves, with bronze trim, is this correct or are we wo utilize knife gate valves? Please provide appropriate specification.

Valves shall be 150# class, 316 stainless steel knife gate valves.

8. 2.3.3 Butterfly Valves:

Are the valves to be lug or wafer style, the specification allows for both. Existing valves have gear operators, the specification calls for lever type on smaller than 8”.

Butterfly valves shall be 150# class, lug style, 316 stainless steel with gear operators.

9. 2.4.2 Expansion Joints:

We do not believe this specification section supports the type of expansion joints for this system, please review and advise.

See below for expansion joint requirements.

10. 3.1.1 Functional Requirements:

States that the piping to be pitched at a rate of 1” in 40’, please advise if this requirement applies.

Yes, the intent is to be able to drain the piping at the end of the line.

SCOPE OF WORK:

11. 1.2 Expansion joints:

Indicates that the joints shall comply with Spec Section 23 64 26, this section does not call out a requirement for rubber expansion joints that we found. This section also indicates that these joints shall be sized for expansion based on a 75 degree delta in the event of a steam leak indicating calculations are required, SOW section 6.0 Design states NOT APPLICABLE, please advise on basis of design for expansion joints.

Basis of design for the expansion joints are Metraflex DSEE1000 with the root ring primed and protected with epoxy paint to prevent corrosion. Expansion joints shall be capable of allowing at least 2.375” compressive axial movement.

12. 1.6 The existing system does not utilize stainless steel rings, are epoxy coated acceptable?

Yes that is acceptable as long as epoxy is compatible with pipe material.

13. 1.7 hangers and anchors, we do not know of a roller support as depicted on the drawings as being available in 316 stainless, is galvanized acceptable on the roller assembly?

Yes that is acceptable.

14. 28.0 Training; is training required for the piping system installed?

Training is required as described in this section.
