1.0 SCOPE OF WORK:
Extend existing ASW piping, at the same height as the existing, from the end of the existing North side piping and around the Dry Dock 1 service tunnel to two new branch lines serving the balconies on the South side. These branch lines must be cored through the dry dock in locations indicated on the drawings. The service tunnel is a confined space and all work shall meet OSHA and EM 385-1-1 confined space requirements. The service tunnel has piping for high-pressure air, steam and other utilities and great care must used to not disturb or interrupt these utilities.
Assume that this work will happen while a boat is in dry dock. This means that work on the balcony area of the dry dock will be cramped with wiring and piping for various utilities serving the boat. Extra precautions must be taken to not disturb or interrupt these utilities.
The space surrounding this area is busy with construction from other projects. It should be assumed that not all the access hatches used for tunnel access will be available for the duration of the project. Access locations may have to change in support of shipyard operations.
The work includes the following and incidental related work:
WALL PENETRATION WORK
1.1. Drill two holes through the Dry Dock 1 service tunnel out to the balcony to accommodate the 6” piping. Keep holes as small as possible.
1.2. After piping is installed and tested provide non-shrink grout around the 6” branch pipe holes. Grout will serve to provide support for the 6” balcony isolation valve.
1.3. After piping is installed and tested provide polyurethane, closed cell, foam in place, caulking to seal around all penetrations not sealed with grout.

PIPING MATERIAL REQUIREMENTS
1.1. The basis of design piping is Aquatherm brand, blue pipe SDR-11 faser-composite PP-R pipe. This is the existing type of piping and this project shall be compatible with this type of piping.
1.2. Provide and install flanged rubber expansion joints as indicated on the drawings.
Expansion joints shall be capable of accommodating an expansion of a 75-degree temperature delta in the event that a steam leak in the tunnel occurs when the ASW system is off. Expansion joints shall meet the requirements of spec section 23 64 26, be compatible with piping manufacturer’s requirements and be rated for travelling the distance calculated for the temperatures stated above.
1.3. 10” valves shall be 316 stainless steel knife gate valves.
1.4. 6” valves shall be 316 stainless butterfly valves with stainless steel level locks for termination in the balcony.
1.5. All valves shall include 150# class flanges for servicing.
1.6. All mechanical and flanged joints should be made with stainless steel rings, fasteners and gaskets compatible with and per polypropylene-random (PP-R) pipe manufacturer’s requirements.
1.7. Provide and install cleanliness blank and small drain valve to cover the exposed side of the last gate valve.
1.8. Hangers and anchors shall be type 316 stainless steel.
PIPING INSTALLATION
1.1. Make final connection to the existing ASW piping after the new section has passed pressure testing and the system has been flushed. At a minimum provide a 2 week notice before the final connection so that the proper ASW outage and coordination can be requested by Code 984 and the Dry Dock operations personnel.
1.2. Extend the existing ASW piping, at the same height, around the Dry Dock service tunnel as indicated on the drawings.
1.3. All PP-R piping connections shall be fused connections completed by a mechanic qualified in accordance with the manufacturer of the piping manufacturer utilizing the tooling required by manufacturer. Butt welded type connections are preferred.
Electrically fused socket type connections shall also be accepted where necessary.
Heat fusion shall be in accordance with ASTM F 2389. The intent is to reduce the number of bolted mechanical joints to areas where required only, such as valve and expansion joint connections.
1.4. Maximum spacing between hangers for basis of design 10” piping is 8’. Support piping per manufacturer’s requirements.

1.5. Provide and install two, closely spaced, wall hanger supports and fixed hangers at each of the three branch piping Tee’s. Branch piping locations shall be considered fixed.
ASW PIPING TESTING AND ACCEPTANCE:
1.1. Hydrostatically test all piping installed under this contract. Perform testing per manufacturer’s instructions and per Spec Section 23 64 26.
1.2. After successfully meeting hydrostatic testing requirements, flush system as required to meet manufacturer’s recommendations.
2.0 BASIS OF BID:
The contractor shall provide a firm fixed price for each work item and reflect the value of the material, labor and equipment with a line item total by completing the attached proposal form.
3.0 GENERAL REQUIREMENTS:
All work performed by the General Contractor shall be in accordance with the requirements specified in herein and the project specifications and all local, State and Federal Codes.
The means and methods of work associated with this project shall be in accordance with the tasks specified on the enclosed contract documents and the following general requirements:
3.1. Division 01 - General Requirements Specification
All requirements of Division 01 apply to this project unless otherwise noted herein or other contract documents or if means and methods do not invoke the requirement (i.e.: no confined space, no hazardous waste, etc.). Refer to the Attachment 4 Submittal Register for additional items that do not apply which are not otherwise explicitly identified as such herein.
3.2. The Contractor shall coordinate all work to permit Navy/Facility Operations to be performed during the course of work. It is anticipated that the Contractor may need to work outside normal work hours and /or weekends to ensure Shipyard/Facility operations are not impacted by work performed by Contractor.
Additionally, some delays due to periodic work stoppages or changes in work sequence necessitated by the Shipyard/Facility operations should be anticipated and taken into account by the Contractor. The performance period and contract completion date specified by the Contract includes adequate float to cover any such delays that may result. Consequently, any delay claimed by the Contractor will not be entertained if they are related to such schedule impacts due to Shipyard/Facility operations.

3.3. All work shall be fully coordinated with the Contracting Officer’s Representative and PWD-ME and shall comply with all Work Restrictions specified in Specification Section 01 14 00.00 22.
3.4. Contractor shall provide all supervision, labor, materials, tools, equipment, and transportation necessary to perform tasks within this project.
3.5. The project is located in and adjacent to security islands. The Contractor is not allowed in these areas without continuous Government escorts. Areas are as indicated on the Plans.
3.6. The project is located in and adjacent to special requirement areas that require special Shipyard coordination and briefing. The Contractor shall coordinate work in these areas with Shipyard personnel. Areas are as indicated on the Plans.
Coordinate with CM/ET Construction Management Team.
3.7. Utility Locating Requirements:
The Contractor shall locate all utilities within the limits of ground penetrating work as specified in Specification Section 01 35 26.00 22.
The contractor shall provide the services of a qualified independent utility locating company/person(s) (Cannot be the Government’s Utility Locating Firm).
The utility locating company shall indicate the utility type, size, and depth of all utilities within the proposed area of excavation including, but not limited to, voice/data, electrical, gas, water, sanitary sewer, and storm drainage.
The Contractor shall be responsible for any damage to underground utilities which occur during excavation or ground penetrating work.
The contractor/excavator shall notify Dig Safe (1-888-344-7233) within 14 calendar days, but no more than 30 calendar days, prior to the start of excavation or ground penetrating activity. The contractor/excavator shall comply with the State of Maine “Dig Safe” law (Title 23, MSRA 3360-A). If there are any questions regarding the Dig Safe process or underground utilities, contact the Contracting Officer Representative.
3.8. Utilities Within and Under Concrete Slabs, Bituminous Asphalt and Other Impervious Surfaces:
Utilities located within and under concrete slabs or pier structures, bridges, parking areas, and the like, are extremely difficult to identify. Whenever contract work involves chipping, saw cutting, or core drilling through concrete, bituminous asphalt or other impervious surfaces, the Contractor shall provide the services of a third party, independent, private locating company to locate any utilities within the limits of work. The third party, independent, private locating company shall locate utility depth by use of Ground Penetrating Radar (GPR), X-
Page: 5 of 11 ray, bore scope, or ultrasound prior to the start of demolition and construction.
Outages to isolate utility systems must be used in circumstances where utilities are unable to be positively identified. The use of historical drawings does not alleviate the contractor from meeting this requirement.
3.9. The Contractor shall ensure work is conducted and completed in such a manner to allow access for emergency response vehicles throughout the construction period.
3.10. Contractor Laydown Space:
No designated laydown space has been allocated. The location of this project is in a very busy area of construction. It is possible to allocate short-term laydown space once the project is underway. This is to be coordinated with the Construction Manager at the time of construction.
3.11. The Contractor shall dispose of all removed materials in accordance with the Shipyard/Facility, local, State and Federal regulations.
3.12. Concrete Work
Special attention must be paid to any/all concrete work in/around Dry Docks.
Controls must be provided to ensure that concrete material (i.e., concrete debris, dust, concrete sawing waste water, wash water, curing water, and storm water in contact with curing concrete) does not enter the closed drainage systems of any Shipyard dry dock. Also, elsewhere onsite, concrete material (as stated above) should be prevented from entering any drainage structure.
3.13. For any work on or in a dry dock or pumpwell
All work completed within the dry docks and pumpwells shall have a Flooding Mitigation Strategy Plan. The process for development of this plan shall start with a meeting to determine any locations of possible flooding. The plan shall cover all penetrations through structures which may be sources of flooding of the pumpwell, the dry dock, or an associated structure. Flooding sources considered include the Piscataqua River as well as surface rain water. The plan shall identify the source of flooding, provide a strategy for mitigating flooding from that source and details on when that mitigation will be in place (e.g. pipe that is currently open to the river will have double valve protection when not actively being worked). Provide product data sheets with the plan. The plan shall also include an inspection program to verify proper installation and maintenance of all mitigation strategies. The plan shall be submitted and approved by the government.
3.14. For any work working inside of or within 10 feet of the coping of the dry dock and its associated structures

Personnel working inside of or within 10 feet of the coping of the dry dock and its associated structures shall have Shipyard 6010 training. Associated structures include pumpwells, service tunnels, altar pits, etc. This training will be provided, at the Shipyard, to the contractor at no cost and is approximately 4 hours in duration. Coordinate training schedule with the Contracting Officer.
Personnel that complete 6010 training can serve as an escort for up to 5 additional contractor personnel or subcontractors. The escort must be within 10 feet or audio range, whichever is closer, and is responsible for the safety of the personnel they are escorting in an emergency situation.
3.15. Access to Unclassified Information
Access to U.S. Navy technical information manuals, documents, drawings, plans, specifications, and other information (e.g., photos, presentations, renderings, papers, etc.) is government propriety and restricted to an official need-to-know basis. Handle, control, and safeguard to prevent oral, visual, and documentary disclosure to the public, to foreign sources, and to personnel not having an official need-to-know.
4.0 PERIOD OF PERFORMANCE:
PERIOD OF PERFORMANCE: 160 Calendar Days
ESTIMATED TIME ON SITE: 60 Days
The Contractor shall mobilize and commence work as soon as reasonably feasible from date of contract award but not more than 3 weeks after award
5.0 NOTIFICATION OF COMMENCEMENT:
The Contractor shall arrange and hold a pre-construction conference with all interested parties prior to start of work. All prerequisite submittals as listed herein in the “Submittals” paragraph shall be submitted at this pre-construction conference. The Contractor shall confirm the construction start date with the Contracting Officer Representative at least 48 hours prior to start date. Preparing and sending minutes of all meetings to the attendees are the responsibility of the Contractor.
6.0 DESIGN: NOT APPLICABLE
7.0 WINTER CONSTRUCTION CONDITIONS:
This Task Order will require construction operations during winter weather. The Contractor shall include all materials, labor, equipment, and supervision required to perform the above work in cold weather conditions.

8.0 HAZARDOUS MATERIALS:
The following hazardous materials are either known or assumed to be present within the work area based upon recent tests coordinated by PWD-ME or from review of record documents. The Contractor shall provide means and methods of work in conformance with all applicable local, State, Federal, and Shipyard Regulations pertaining to working within or near these materials.
8.1. Concrete Dust/Silica: Any creation of dust from concrete work will require concrete dust/silica controls such as wet drilling.
9.0 CODE/REGULATORY REQUIREMENTS:
All work performed by the General Contractor shall be in accordance with the requirements specified in the Project Specifications and all local, State and Federal Codes.
10.0 ENVIRONMENTAL PROTECTION REQUIREMENTS:
10.1. The Contractor shall prepare and submit an Environmental Protection Plan in accordance with the requirements specified in Specification Section 01 57 19.00 22.
10.2. The Contractor shall ensure compliance with the requirements related to Concrete Wash Water specified in Specification Section 01 57 19.00 22.
10.3. Construction debris and spoils from coring holes shall be controlled and disposed of per environmental plan. Special attention must be paid to any/all concrete work in/around Dry Docks. Controls must be provided to ensure that concrete material (i.e., concrete debris, dust, concrete sawing waste water, wash water, curing water, and storm water in contact with curing concrete) does not enter the closed drainage systems of any Shipyard dry dock. Also, elsewhere onsite, concrete material should be prevented from entering any drainage structure.
11.0 CULTURAL AND NATURAL RESOURCE REQUIREMENTS:
The Contractor shall include the following in their means, methods, and scheduling of work:
11.1. If excavation is required, or if the penetration through the tunnel into the balcony enlarges beyond eight inches, notify CRM and as consultation will be necessary.
Any modifications to the proposed action must be reviewed and approved by PWD-ME ENV prior to implementation.
12.0 SITE SUPERVISION:

The Project Site Superintendent for this project shall meet the qualifications specified in Specification Section 01 30 00.00 22.
The Project Superintendent shall be on site during working hours. The Superintendent may perform the duties of the Quality Control Manager. The Superintendent may not perform the duties of the Site Safety and Health Officer (SSHO).
Approval of the on-site Project Superintendent by the Contracting Officer is required prior to start of construction. Provide resumes for the proposed on-site Project Superintendent describing their experience with references and qualifications to the Contracting Officer for approval. The Contracting Officer reserves the right to interview the proposed on-site Project Superintendent at any time in order to verify the submitted qualifications.
13.0 SAFETY:
The Contractor shall provide a competent Site Safety and Health Officer (SSHO) in accordance with the requirements specified in Specification Section 01 35 26.00 22. The SSHO may not perform the duties of the Site Superintendent. The SSHO may not perform the duties of the QC Manager.
The Contractor shall be responsible for maintaining a work site compliant with EM 385-1-1 Safety and Health Requirements Manual (Latest Edition), including latest errata and changes) and all other OSHA regulations associated with the completion of the work.
14.0 QUALITY CONTROL:
The Contractor shall implement a Quality Control Program in accordance with the requirements specified in Specification Section 01 45 00.10 22. Provide a Site QC Manager in accordance with Section 01 45 00.10 22 to manage to implement and manage the QC Program.
The QC Manager may not perform the duties of the SSHO. The QC Manager may perform the duties of the Site Superintendent.
15.0 MEASUREMENTS:
Contractor shall verify all measurements in the field prior to starting work. Coordinate with the Contracting Officer Representative when scheduling visits to the site prior to construction activities.
16.0 CLEANUP:
Contractor shall clean up the job site daily, and shall use his or her own equipment to clean the work area to the satisfaction of the Contracting Officer Representative. Upon completion of project work, contractor shall clean the work area free of equipment, tools, Page: 9 of 11 materials, trash, debris and dust. Upon site stabilization as defined by State and Federal erosion and sediment control laws, all temporary erosion and sediment controls shall be removed and disposed of in accordance with State and Federal disposal regulations.
17.0 SUBMITTALS
Provide submittals as defined herein and in the contract documents including, but not limited to, the following in accordance with Specification Section 01 33 00 Submittal Procedures:
For any projects that are awarded with a contract value of greater than $250,000, the Contractor shall utilize NAVFAC’s Electronic Construction & Facility Support Contract Management System (eCMS).
See Section 01 31 23.13 22 for eCMS requirements. The eCMS can be accessed at http://wl001.uat.navfac.us/cmicuat/SdMenu/. The administrator will provide a user name and password to log in.

18.0 AVAILABILITY AND USE OF UTILITY SERVICES
The following utilities will be made available to the Contractor without charge:

19.0 ORDER OF PRECEDENCE:
In the event of conflict or inconsistency between any of the requirements included in the scope of work outlined herein conflict with the attached Div 1 Specs or the Div 1 Specs included in the original IDIQ Contract, the task order requirements will take precedence.
20.0 FACILITY TURNOVER PLANNING MEETINGS (NAVFAC Red Zone - NRZ)
The Contractor shall meet with the Government to identify strategies to ensure the project is carried to expeditious closure and turnover to the Client in accordance with Specification Section 01 30 00.00 22. Start the turnover process at the Pre Construction Conference meeting and convene at the Facility Turnover Meetings once the project has reached approximately 75 percent completion or three to six months prior to Beneficial Occupancy Date (BOD), whichever comes first.

21.0 OPERATION & MAINTENANCE MANUALS
The Contractor shall submit O&M Manuals in accordance with Specification Section 01 78
00.00 22. Contractor shall provide three (3) hard copies and two (2) electronic copies on CD’s of the operation and maintenance manuals. Data shall be submitted for final approval no later than 30 calendar days prior to project completion. Operation and Maintenance Manuals shall be consistent with manufacturer’s standard brochures, schematics, printed instructions, general operating procedures, and safety precautions.
For this Project the following Data Packages are required for the following equipment:
1. Piping Data Package No. 1
2. Valves Data Package No. 1
3. Expansion Fittings Data Package No. 1

24.0 WARRANTY MANAGEMENT PLAN
The Contractor shall submit a warranty management plan in accordance with Specification Section 01 78 00.00 22 at least 30 days before the planned pre-warranty conference, submit the warranty management plan for Government approval.
25.0 AS-BUILTS/ RECORD DRAWINGS
The Contractor shall provide as-built drawings for the project. The as-built drawings shall be two (2) sets of hard copy paper contract drawings by red-line process described in Specification Section 01 78 00.00 22 to reflect the current as-built conditions during the prosecution of the project. The Contractor shall keep the working as-built drawings current and shall keep at least one set available on the jobsite for review at all times. Changes from the contract plans which are made in the work or additional information which might be uncovered in the course of construction must be accurately and neatly recorded as they occur by means of details and notes. Within 20 working days of substantial completion of all phases of work, the red line as-builts shall be incorporated into the provided project drawing PDF Project Drawing Set files using Adobe software, thus creating the PDF Project As-Built Drawing Set. Submit the PDF Project As-Built Drawing Set and the original the red line as-builts for approval by the DM/CM and CAD department. Upon approval of these submittals, provide the final PDF As-Built Drawing Set file on CD as well as two (2) full size hard copies of the completed PDF Project As-Built Drawing Set.

28.0 TRAINING
Prior to acceptance of the facility by the Contracting Officer for Beneficial Occupancy/ Placed in Service Date, the Contractor must provide a comprehensive project-specific Government personnel training program for the systems and equipment of the facility specified in the technical specifications of this Contract. The trainees must include the Facilities Management Specialist, maintenance staff, and applicable building occupants.
Coordinate, schedule, and ensure that training is completed. Instructors shall be well-versed in the particular systems that they are presenting. For each training session; submit dates start and finish times, and locations; outline of the information to be presented; names and qualifications of the presenters; and list of texts and other materials required to support training.
Training for this project shall include the following:
1. System overview and valve operation.
2. Preventative maintenance of the system.
