DEFINITIONS AND ACRONYMS
DEFINITION/ACRONYM DESCRIPTION
Air Operations (Air Ops) The department responsible for all ground and air traffic on the airfield side of Naval
Air Station.
Air Snow King Person or persons designated by the Government to act as the overall responsible party for all airfield snow and ice operations. The Air Snow King has no authority to change, alter, or modify the contract.
Bare Pavement Free of frozen precipitation down to the surface of the pavement. Bare pavement does not mean completely dry and may still have frozen and/or liquid precipitation in the holes, pores, divots, seams and cracks.
Clear Free of debris, as defined below.
DOT U.S. Department of Transportation Debris Includes, but is not limited to, paper, cans, bottles, limbs and branches, pine straw and pinecones, leaves, sand, soil, aggregates, grass, metals, and other similar items.
End of Cleanup Defined as when the Contractor has met all performance objectives.
End of Precipitation The end of the hour during which the Contractor and the KO or designated representative mutually agree the precipitation has ended EPA Environmental Protection Agency FAA Federal Aviation Administration Finished Street, Road, or Parking Lot
A paved or improved area in which the following conditions are met:
Clear, Dry Area – The entire area of responsibility is as close as possible to clear and dry. Not more than one inch of snow shall remain on the area, including hard packed snow.
Full Width – Snow is from the full width of the paved and improved area of the streets, roads, or parking lots. The snow is removed to at least the outer edge of the entire area of responsibility, so that the outer edge is exposed, unless otherwise specified.
Obstructions – Where obstructions such as utility poles, sign posts, fire hydrants, and trees exist between or in the midst of the streets, roads or parking area: snow shall be cleared around these objects down to the required finished depth (by hand if necessary) so that streets, roads, or parking areas are blocked with snow.
Foreign Object Debris
(FOD)
Any foreign object external to an aircraft that can cause damage. Examples include nuts, bolts, safety wire, baggage tags, misplaced tools, sand, rocks, asphalt chunks, birds, snakes and, rodents. Any item(s) on a runway that may be picked up by any aircraft and potentially cause damage to any part of the aircraft.
Ice (Taken from FAA AC 150/5200-30C)
The solid form of water consisting of a characteristic hexagonal symmetry of water molecules. The density of pure ice is 57 lb/ft3 (913 kg/m3), which is 9 percent less dense than water. Compacted snow becomes ice when the air passages become discontinuous at a density of about 50 lb/ft3 (800 kg/m3).
Initiation of Work The Contractor shall initiate work as required to maintain streets, roads, and parking lots within the performance standard for snow removal and sanding.
NAS Naval Air Station New Storm Any precipitation occurring after the “End of Precipitation” defined above.
Passage The movement of persons or vehicles across paved surfaces.

Primary Runway (Taken from FAA AC 150/5200-30C)
A runway expected to be used under the existing atmospheric and storm event conditions where most of the takeoff and landing operations will take place.
Response Verbal or written acknowledgement of a Government order by the Contractor.
Secondary Runway (Taken from FAA AC 150/5200-30C)
A runway that supports a primary runway. Takeoff and landing operations on such a runway are generally less frequent than on a primary runway.
Snow (on the ground).

A porous, permeable aggregate of ice grains, which can be predominately single crystals or close groupings of several crystals.
Snow Event Any occurrence of frozen precipitation that results in visible accumulation of snow or ice on paved or impervious surfaces used as travel ways for vehicles and pedestrians.
Precipitation occurring after a four (4) hour pause will be considered a separate event.
Snow King Person or persons designated by the Government to act as the overall responsible party for all snow and ice operations. The Snow King has no authority to change, alter, or modify the contract.
Twenty-Four (24) Hour Lot
Parking Lots that have to be cleared during designated shift changes or maintained during the course of an intense storm.

Known 'Best Practices' for AIRFIELD SAFETY - Airport Personnel (Published by FAA) (Edited to include only those items relevant to pavement clearance)
1. Eliminate distractions in the operational area.
2. Eliminate confusing call signs for vehicles operating in the airport operations area.
3. Use two vehicles for runway inspections to reduce “Time-on-Runway”.
4. Use high visibility vehicles to increase conspicuity for pilots, controllers and other drivers operating on the
AOA (airport operations area).
5. All vehicle lights (high beams, flashers, beacons, and strobes) should be turned on when crossing or operating on runways, taxiways or the AOA.
6. Vehicle flashers and beacons help ATC, aircrews and other vehicle operators see vehicles in the AOA – especially during periods of reduced visibility and at night.
7. Use current diagrams in all AOA access vehicles.
8. Carry a current airport diagram with all AOA personnel badges.
9. Obtain and use airport diagrams. Use the FAA runway safety website to find airport diagrams for all airports.
10. The airport authority is encouraged to share its driver’s training program. (Even FAA employees are required to take training if they are on the airfield.)
11. Utilize CD-based pilot and driver’s education training materials and electronic programs.
12. All AOA access authorized personnel, including taxi-qualified mechanics, should complete a driver’s training program – to include recurrent training.
13. Require and schedule FAA employee driver’s training and recurrent training/testing.
14. Offer training and awareness education to local contractors working on the airport, and monitor them.
15. Ensure drivers know where to look for traffic when a pilot isn’t talking to the tower or broadcasting on
CTAF.
16. AOA access authorized personnel should have an awareness and understanding of the “uniqueness of helicopter operations”.
17. Conduct “Clearing Turns” prior to entering ANY runway.
18. Place signs and marking placards in all AOA access vehicles.
19. Know who has access to the airfield.
20. Enforce a “No Tailgating” policy to ensure vehicles remain within proximity until gate is closed and secure to prevent unauthorized “Tailgating”.
21. Keep the runway a runway, no racing.
22. Enforce maximum use of existing service roads; stay off of the runway as much as possible.
23. Use tunable radios.
24. Enforce a policy of “No Cell Phone” use for personnel while operating on the airfield.
25. Prevent potential obstructions.
26. Issue NOTAMS for snow removal operations and mowing operations.
27. Attend and conduct safety seminars and programs on RUNWAY SAFETY.
28. Improve safety by teaching, advocating, stressing and understanding situational awareness.
29. Cite specific airport RUNWAY SAFETY web pages.
30. Realize that every airport is unique and presents its own set of RUNWAY SAFETY challenges.
31. Stay alert; stay alive.
32. Declare war on errors; make it everyone’s responsibility.
33. Always think SAFETY FIRST.

COMMON OUTOUT LEVEL STANDARDS FOR STREET SWEEPING
COL 1:
Roads – Prior to sweeping, primary and mission critical roads are free of visible sand, soil, aggregates, grass, leaves, debris, and other foreign matter with a few allowable deviations. Secondary roads are free of visible sand, soil, aggregates, grass, leaves, debris, and other foreign matter with several allowable deviations.
Piers – Prior to sweeping, piers are free of visible sand, soil, aggregates, grass, leaves, debris, and other foreign matter with a few allowable deviations.
Parking Lots – Prior to sweeping, parking lots are free of visible sand, soil, aggregates, grass, leaves, debris, and other foreign matter with several allowable deviations.
Airfields – Airfields are swept on a regularly scheduled basis and as needed in accordance with the sweeping plan developed by the FOD prevention program manager and Airfield Manager.
COL 2:

Parking Lots – Prior to sweeping, parking lots are free of visible sand, soil, aggregates, grass, leaves, debris, and other foreign matter with many allowable deviations.

COL 3:

Airfields – Airfields are swept on a regularly scheduled basis and as needed in accordance with the sweeping plan developed by the FOD prevention program manager and Airfield Manager.
COL 4:
Roads – No sweeping unless required for operational or regulatory compliance
Piers – No sweeping unless required for operational or regulatory compliance
Parking Lots – No sweeping unless required for operational or regulatory compliance
Airfields – Airfields are swept on a regularly scheduled basis and as needed in accordance with the sweeping plan developed by the FOD prevention program manager and Airfield Manager.
Note: Regulatory requirements shall be followed when they are in conflict with COL 1-4 standards.

COL 1-4:
Mission Critical Roads, Piers, Parking Lots, Sidewalks and Airfields – Pre-treatment (e.g. brine, sand, salt) may begin prior to the snow event. Snow removal operations commence immediately and continue until complete.
Non-Mission Critical Roads, Piers, Parking Lots, Sidewalks and Airfields – Non-Mission Critical areas will be subdivided into those receiving recurring services and those receiving unscheduled services to maintain health, safety or sanitation as approved by the Region Commander or their designee. Recurring service areas may begin pretreatment (e.g. brine, sand, salt) prior to the snow event. Snow removal operations commence when mission critical areas are completed and snow removal operations continue until complete.

If the snow event occurs during normal working hours between 5:30 AM and 6:30 PM, the Contractor shall have all priority 1 locations cleared within 3 hours of arrival at the Carderock site.
b) All priority 2 locations shall be continuously monitored and maintained after all priority 1 locations have been initially cleared at the start of any snow event.
c) All priority 3 locations shall be continuously monitored and maintained after all priority 1 and 2 locations have been cleared at the start of any snow event.

Section II: Priority Performance Criteria
1. Priority One: The Contractor shall monitor, clear and treat all roads, building entrances, walking paths, steps and ramps from edge to edge every sixty minutes, twenty four hours a day (including weekends and holidays).
2. Priority Two: The Contractor shall monitor, clear and treat all roads, building entrances, walking paths, steps and ramps from edge to edge no later than 6:00 a.m. and continuing until 7:00 p.m., Monday-Friday, every sixty minutes. All priority two areas shall receive snow removal and treatment maintenance in accordance “Priority Three” performance criteria listed below outside the days and hours specified above.
3. Priority Three: The Contractor shall clear and treat all roads, building entrances, walking paths, steps and ramps from edge to edge to prevent accumulation over three inches between 6:00 a.m. and 7:00 p.m., Monday-Friday. All priority three areas shall be completely cleared and treated no later than four hours after snow cessation. All priority three areas shall receive snow removal and treatment maintenance in accordance “Priority Four” performance criteria listed below outside the hours specified above.
4. Priority Four: All priority four areas shall be completely cleared and treated no later than twelve hours after snow cessation.
Section III: General Performance Criteria
Snow/Ice Event Response Requirements The Contractor shall arrive on base and standby to commence removal operations no later than two hours prior to anticipated storm start time or as directed by the Project Officer in person, by email, or by telephone/beeper. Once started, the Contractor shall remove snow accumulation continuously per priorities listed above until the removal is satisfactorily completed.
Annual Snow Removal Plan The Contractor shall prepare Ice and Snow Removal Plans for removing ice and snow. The Contractor shall perform rehearsal briefings for the Project Officer prior to October 15 each year. The Contractor shall accompany the Project Officer to drive and walk through each campus while briefing the Project Officer on how snow and ice will be removed for the various removal events to demonstrate the thoroughness of the Removal Plans. The Contractor shall also check the amount of ice and snow removal supplies and status of ice and snow removal equipment with the Project Officer to confirm supplies are adequate and equipment in in good state of repair and prepared for meeting snow removal requirements.
General Requirements The Contractor shall clear snow away from and not push snow against or in catch basin drains, gutters, storm drains, fire hydrants or emergency call boxes. Snow shall be directed off of pavement areas so as not to damage adjacent turf, nearby trees, or shrubs.
Crosswalks The Contractor shall clear the windows of snow (created by plows) at sidewalk-to-street intersections between the hand work sections and the mechanically removed sections and shall clear sidewalk-to-street handicap ramps to be fully accessible and totally cleared of snow.
Removal of Snow on Parking Garages Contractor shall inspect top decks of all parking garages to determine best locations for piling snow during clearing operations as to maximize the number of available parking spaces while also ensuring that snow piles will not exceed four feet in height. Garage decks will be treated with deicing materials consistent with operation and maintenance manuals for each structure (to be provided by the contractor officer). When sand is used for treatment, contractor shall remove sand using a street vacuum as needed throughout the season.
Crushed Stone (Gravel) Parking Areas The Contractor shall plow gravel parking lots. The Contractor shall not plow temporary gravel surface parking areas with plow blades directly on the gravel surface. The Contractor shall not use plows with skid plates.
Operators shall "FLOAT" their blades, buckets or baskets 1-2 Inches over the stone surface to protect the buried geoweb fabric. A remaining layer of 2-3 inches of snow shall be acceptable. All other parking clearing and treating techniques and requirements shall prevail.
New Sidewalks Contractor shall use special deicing materials for all sidewalks constructed less than two years prior to snow events to prevent damage. List of new sidewalks will be provided to the contractor by the contracting officer.
Vehicle Entrance/Exit Gates The Contractor shall remove snow and ice to ground level around the base’s five (5) vehicle entrance points and out to connecting roads prior to designated opening times. The Contractor shall contact base security to open gates during non-working hours when gates are closed or to remove barricades blocking overflow lanes to enable the Contractor to remove snow and treat these areas prior to opening and receiving vehicle traffic.
Electronic Pedestrian Entrance/Exit Gates The Contractor shall remove snow and ice the full width of walk paths leading to and exiting from four (4) pedestrian electronic security turnstile gates. Three turnstiles are located at Gate 2 and one turnstile is located at Gate 1.
Enclosed/Fenced Storage Areas The Contractor shall remove snow and ice from fence gates to allow uninterrupted deliveries and entry/exit to enclosed fenced areas housing nitrogen, oxygen, and fuel storage tanks. If requested by the Project Officer, the Contractor shall also remove snow from inside enclosed/ fenced storage areas.
Flagpoles The Contractor shall remove snow and ice from the sidewalks leading to, and around, the flagpole in front of Building 1.
Fenced-in Generators and Power Facilities The Contractor shall remove snow and ice from the walks leading to the gates to the fenced-in generators and power facilities so that the gates shall swing fully open. The Contractor shall clear snow from inside enclosures if needed for operations.
Security Barricades The Contractor shall carefully plow over the pop-up security barricades embedded in the pavement at the five (5) vehicle entrance gates as well as the pop-up bollard-style barriers located and the entrance/exits to Wood Road to preclude damage. Operators shall have their plows angled as they cross over the barricades to prevent the blade from falling into the gap between the frame and barricade. The Contractor shall contact base security to have a patrol officer lower barriers as needed to clear all snow within required timelines and before open to vehicles.
Temporary Office Trailers and Facilities The Contractor shall remove ice and snow from temporary facilities. There will be some amount of individual or groupings of office trailers or other temporary facilities requiring ice and snow removal from wooden steps, stoops, handicap ramps, short approach walks, and close-by use areas. Trailer Numbers and locations will vary.
Construction contractor office or storage trailer areas within construction limit fencing shall not be maintained.
There are other trailers and trailer groupings that belong to and are maintained by contractors. The other contractors will remove snow and ice from their own trailers.
Pre-treat Roads and Sidewalks Prior to Snow Event The Contractor shall apply a deicing compound and/or salt to all roads as well as sidewalks constructed more than one year prior to snow events as requested by the designated Project Officer.
Follow-up Ice Removal Immediately following snow and ice removal, the Contractor shall evenly apply a deicing compound and/or sand/salt abrasive to the full surface area immediately following snow and ice removal. Only sand or special deicing chemicals shall be used on sidewalks constructed more than two years prior to the snow event. Contractor shall apply the amount of compound product per manufacturer recommendations. The Contractor shall check all sidewalks and roads on base to ensure that icy patches are treated prior to departure. The Contractor shall return to base as needed to treat re-freeze as needed. Contractor shall address refreeze by applying de-icing chemicals prior to 0500 each day, as needed for each event.
Post Storm Clean-up The Contractor shall perform post storm clean-up when required by the Project Officer to mechanically sweep and/or vacuum accumulations of sand and salt off base sidewalks. Machine and brooms shall not exceed sixty inches (60") in width. Handicap ramps may need additional hand sweeping to remove accumulations. The Contractor shall angle brooms toward lawn areas to protect cars and other property from damage. Building entrances, steps and isolated walk sections may require hand sweeping. Operators shall be aware of pedestrians on streets and sidewalks and shall slow or stop plow machines to give pedestrians the right-of-way.

Contractor shall ensure that deicing material is placed a plastic 5-gallon bucket just inside the doorway of each location and shall ensure that each bucket has a plastic scoop for spreading deicing material. Contractor shall monitor deicing material at each location filling each bucket as needed to ensure buckets remain no less than half-filled throughout the season. All deicing material used for this application should be designed such that it will not damage the surface of new concrete sidewalks, stairs and ramps.
