SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0003

1. Section 01500, paragraph 3.3.2a (page 305 of 415 in Volume 1 of 3). The temporary construction spec section indicates that utilities are to be reimbursed to the government at the prevailing rates. No rate is specified. Does that mean the government does not require reimbursement for utilities? If we are responsible to pay then what is the rate and what has the utility cost been over the past two years?

GOVERNMENT RESPONSE: UTILITY CONSUMPTION WILL BE PROVIDED/PAID FOR BY THE

OWENER. GOVERNMENT DOES NOT REQUIRE REIMBURSEMENT FROM CONTRACTOR FOR

UTILITY CONSUMPTION.

2. Please confirm if utility consumption charges for this project will be provided / paid for by the owner or by the contractor.

GOVERNMENT RESPONSE: UTILITY CONSUMPTION WILL BE PROVIDED/PAID FOR BY THE

OWNER.

3. What is the standoff distance and category for the blast window? There was no clarification in the drawings or specifications. The window manufacturers require this information for accurate pricing and to meet required performance specs. Reference Specification 08 56 54.

GOVERNMENT RESPONSE: SEE RESPONSE AMENDMENT 0002 RESPONSE TO #1.

4. Please provide clarification on performance requirements with the blast loads. The static design load seems small on this project which would indicate a large standoff or a small charge weight of explosion. However, the dynamic pressure is significantly higher. The pressures in the specifications are significantly above industry standard (i.e. 509psi, 389psi, ect.) indicating a small standoff distance, seemingly contradictory of the static design approach. Reference Specification 08 56 54, para 1.5, page 2.

GOVERNMENT RESPONSE: SEE AMENDMENT 0002 RESPONSE TO #2.

5. The overview states “See attached Room Data Sheets for 3 rooms requiring AV Equipment” but I don’t see the referenced attachments. Can you please provide?

GOVERNMENT RESPONSE: DELETE REFERENCED ATTACHMENTS. NO LONGER APPLIES.

6. Please indicate scope areas or quantities for masonry cleaning and restoration. Specification 04 01 20.70.

GOVERNMENT RESPONSE: SEE SPECIFICATION 04 00.00-IDENTIFYING MASONARY TYPES AND

FAILURES; CONTRACTOR TO MEET REQUIREMENTS DEFINED IN SPECIFICATION AND

PROVIDE UNIT MASONRY CLEANING AND RESTORATION AS APPLICABLE.

7. Please provide specification for benches as shown on Lockers 223 and 224 drawing AI302.

GOVERNMENT RESPONSE: BENCHES ARE IN FF&E PACKAGE.

8. On drawing sheet IN601 all restrooms are noted to have WB1 (wall base-millwork Mandalay). However, on sheet IN501 detail A4 notes the use of metal trim strip between the wall and floor tile. Please confirm the use of the WB1 is required in the bathrooms.

GOVERNMENT RESPONSE: WB1 IS INCORRECT. RESTROOMS BASES SHOULD UTILITIZE 1N501

DETAIL A4.

9. On drawing sheet IN602 the Stair/Elevator Finish schedule the row for the elevator finish is left blank.

Please confirm if the elevator floor is terrazzo and will need restored as well.

GOVERNMENT RESPONSE: ELEVATOR FLOOR TO BE LINOLEUM (SAME AS THE LOBBY) AND

TO BE INCLUDED IN THE FINISH SCHEDULE.

10. On sheet IN601 the finish legend for the basement Room B118 restroom notes to refer to sheet AI401 for a tile patter. AI401 does not have a tile pattern detail shown. Please confirm if we are to use the tile pattern shown on IN501 for restroom B118 or if another pattern will be provided for restroom B118.

GOVERNMENT RESPONSE: YES USE WALL PATTERN SHOWN ON IN501 ELEVATION B1.

11. Please provide a size and attachment detail (wedge anchored or welded to embed plates) for the elevator sill angles, none are shown on the structural drawings.

GOVERNMENT RESPONSE: SILL ANGLE: L4X4X3/8 CONT. WITH ½” DIA. ADHESIVE ANCHORS

WITH 4.5” EMBEDMENT AT 24” OC. (3 ANCHORS MINIMUM). VERIFY WITH ELEVATOR

MANUFACTURER.

12. Are wall railings required opposite of stair at D & B Locker room? None is indicated but it typically required by code.

GOVERNMENT RESPONSE: WALL RAILINGS ARE NOT REQUIRED.

13. Please clarify/confirm the scope of work for the Furniture and Furniture Installation (specification section 12 50 00.13 10) and System Furniture (specification section 12 59 00). The specification calls for purchase and install furniture (12 50 00.13 10 Part 1 General). The Furniture and Signage plans (IF Drawings) are labeled for reference only. Under Amendment 0001 revised price schedule has Option 0003 that requests a HAR for the FF&E Package. FF&E Notes on the revised pricing schedule also state that FF&E package will be priced during the post award phase. Please confirm that the specification section 12 50 00.13 10 and 12 59 00 are for reference only and no purchase/install or handling of the FF&E package is required under the base bid.

GOVERNMENT RESPONSE: CONFIRMED

14. Define “or better” as it relates to General Note 5 on C-001. We assume this should be removed and intent is for all damage items will be replaced at the Contractors Expense (to match existing).

GOVERNMENT RESPONSE: CONFIRMED DELETE/IGNORE THE “or better” wording.

15. Please clarify General Notes 4 on sheet A‐001. Please confirm would need to be licensed in the

District of Columbia, not the State of Nevada.

GOVERNMENT RESPONSE: CONFIRMED; LICENSE REQUIRED IN THE DISTRICT OF

COLUMBIA.

16. Provide further information for “Frosted Glass Film” as called for on A-604. Is product to be completely opaque? Is the color of frosting to be white?

GOVERNMENT RESPONSE: COLOR TO BE A FROSTED WHITE AND 50% OPACITY.

17. Confirm that interior glass in doors and interior storefront system is to be clear glass Type I, Class 1, quality q4 (a) with thickness per spec 08 81 00‐2.2.1. A‐605 calls for glass out as “GL” which is not listed in the specifications.

GOVERNMENT RESPONSE: CONFIRMED. THERE ARE ONLY TWO TYPES OF INTERIOR GLASS:

NORMAL AND FIRE-RATED.

18. Ref keynote 8.12 on A-202 (below) What is the glass type that should assume is to be used for restoration of the existing historic arched windows?

GOVERNMENT RESPONSE: SEE SPECIFICATION 08 81 00 – GLAZING, SECTION 3.3 FOR

GLAZING CONTROL TOWER WINDOWS INFORMATION. IF REPLACED, WINDOW GLASS IS

REQUIRED TO BE LAMINATED WITH A MINIMUM ¼’ TOTAL THICKNESS. IF REPLACED

CASEMENT WINDOW ARE TO SWING OUTWARD.

19. Confirm all windows are to have a minimum STC rating of 42. Spec 08 52 13 lists this requirement in section 1.11.6 Sound Attenuation (below) but has “(optional)” at the end of the sentence.

GOVERNMENT RESPONSE: GOVERNMENT RESPONSE: CONFIRMED: ALL WINDOWS TO

RECEIVE MINIMUM STC RATINS OF 42.

20. Structural (below left, S‐302) and Architectural (below right, A‐502) details differ on the Mechanical screen wall. Structural plans show a 3” dimension from bottom of panel to top of existing stone coping, a 5’‐0” screen and the panel finishing flush with the framing. Architectural plans have the bottom of the panel flush, panel height of 5’‐6” and the panel finishing 3” above framing. Which governs?

GOVERNMENT RESPONSE: USE 5’-6” PANLES EXTENDING 3” ABOVE AND BELOW THE STEEL

FRAMING AS SHOWN ON THE ARCHITECTURAL DRAWINGS.

21. Ref A‐502, A‐202 and spec 10 82 00. The drawings dictate the mechanical screen wall panel to be 1‐1/2’ thick and prefinished white. The specs reference a perforated pattern. Per A‐202, the screen wall appears to be solid panel. Provide further detailing for the panel required for the mechanical screen wall.

GOVERNMENT RESPONSE: COMPLY WITH SPECIFICATION SECTION 10 82 00; THE

MECHANICAL SCREENS WILL BE REQUIRED TO BE REVIEWED AND APPROVED BY THE

NATIONAL CAPITOAL PLANNING COMMISSION.

22. Which detail governs for the new stairs at Access 2 – A1/C-501 or A2/A-401? C-501 appears to be standard detail. A-401 does not address the foundation required for the stairs. Note: does not see where the Structural plans address this area.

GOVERNMENT RESPONSE: PROVIDE THICKENED SLAB SIMILAR TO ADJACENT RAMP

CONSTRUCTION. THE STEPS COULD BE INCORPORATED INTO A THICKENED SLAB-ON-GRADE

– SIMILAR TO THE RAMP CONSTRUCTION SHOWN ON A-401, WITHOUT THE NEED FOR THE

DEEP FOUNDATION WALLS SHOWN AT DETAIL A1/C-501.

23. Is stockpiled material to be stabilized within 15 days (Erosion Control Construction Sequence Note 7) or 48 hours (Temporary/construction Erosion Control Measures note 6)? Refer sheet C-001.

GOVERNMENT RESPONSE: STOCKPILED MATERIAL SHALL BE STABILIZED WITHIN 48

HOURS. THE CONSTRUCTION SEQUENCE WILL BE UPDATED TO REFLECT THIS AS WELL.

24. Is there a specially designated location for Concrete truck wash-out or is a location to be determined at our discretion?

GOVERNMENT RESPONSE: THERE WILL BE NO SPECIALLY DESIGNATED LOCATION FOR

CONCRETE TRUCK WASHOUT ON THE SITE.

25. Provide quantities for the GFRP strengthening, shotcrete and concrete repair. Structural drawings do not provide these quantities, which could lead to great discrepancies between bidders.

GOVERNMENT RESPONSE: CONCRETE REPAIR QUANTITIES ARE PRESENTED IN GENERAL

NOTE CR-2 ON DRAWINGS S-002. THE GFRP AND SHOTCRETE QUANTITIES CAN BE FIGURED

FROM THE STRUCTURAL PLANS (S-111 THRU, DETAIL B1 AND B2/S-304 AND THE

GOVERNMENT RESPONSE: CONTRACTOR PRICE FOR FULL REPLACEMENT TO PROVIDE AN

ACROSS THE BOARD ALLOWANCE/QUANTITY.

27. What stairs are to receive new handrails per note on A-501? Floor plans (A-121) only call for Stair 2 to have new glass handrails. Was this call-out on A-121 meant to be “Typical”?

GOVERNMENT RESPONSE: ALL EXISTING STAIRS TO RECEIVE NEW GLASS GUARDRAILS PER

NOTE: ON A-501

28. Ref Keynote 12.03 on AI121- “Blackout shades, see 500 series details.” Confirm this note refers to Detail A-4 on AI501. Provide direction if there are other “series 500 details” that are to be included.

GOVERNMENT RESPONSE: CONFIRMED A4 AND C3 DETAILS ON SHEET AI501 SHOULD BE

USED.

29. Keynote 8.12/Drawing A-203 indicates window restoration of historic arched windows at all towers but no specification section was given for this work. Please provide a specification section for this work.

GOVERNMENT RESPONSE: SEE SPECIFICATION 08 81 00 – GLAZING, SECTION 3.3 FOR

GLAZING CONTROL TOWER WINDOWS INFORMATION.

30. Sheet VD101 shows the repair area at the new water line that connects in I Street. The repair area is limited to patching at the water line trench and does not require milling and overlaying any section of the driveway or I street. Please confirm this repair area is correct as shown.

GOVERNMENT RESPONSE: CONFIRMED. THE REPAIR AREA IS CORRECT AS SHOWN.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
