SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
THE PURPOSE OF AMENDMENT 0007 IS TO PROVIDE RESPONSES TO RFI
P-130 RFIs
RFI Response 1 Page 6 of 42 asks for the previous three complete calendar years, and then identifies that as 2010, 2011, and 2012? Would NAVFAC prefer 2011, 2012, and 2013?
Please provide data for 2011,2012, and 2013
2 Given the requirement for a 100 item schedule, would an 11 x 17 sheet size rather than 8 ½ x 11 sheet size be permitted?
The use of 11x17 sheet size for the schedule is acceptable.
Offerors should fold the 11x17 sheet in half to fit within the required submssion format
3 Could you please provide foundation drawings, loading information, and/or record drawings for existing buildings #’s 1, 2, 3, 4, 5, 6, 7, 8, 9, 9A, 54, 55, building 1 stem, and the pedestrian connector?
A DVD of exsiting drawings will be provided to all Offerors.
The DVD will be made available for pick-up at the Washington Navy Yard. Please contact Karl Shuler @ karl.schuler@navy.mil to arrange pick-up. The DVD can also be mailed. NAVFAC is not able to guarantee the delivery date if DVD is not picked up in person.
4 Could you please provide foundation drawings, loading information, and/or record drawings for existing utility tunnel #’s 5, 6, 9, nurses tunnel # 1, warehouse tunnel # 8, material handling tunnel, and tunnel (to be demolished) between buildings # 9 and 4?
A DVD of exsiting drawings will be provided to all Offerors.
The DVD will be made available for pick-up at the Washington Navy Yard. Please contact Karl Shuler @ karl.schuler@navy.mil or (202) 685-9442 to arrange pick-up.
The DVD can also be mailed. NAVFAC is not able to guarantee the delivery date if DVD is not picked up in person.
Existing building loads must be estimated or calculated by the Design-Build Engineer of Record.
5 Could you please provide information on any abandoned portions of previous structures and utilities in the project area?
All known conditions of existing utilities are indicated in the drawings provided in the RFP.
6 Have condition assessments been performed for any of the existing structures? Could you please provide them?
No condition assessments have been performed that evaluate the structural conditions of existing foundation walls, elevated slabs and caissons.
7 What are the allowable deflection tolerances for buildings to be underpinned and buildings, exiting tunnels, and existing utilities located adjacent to / near the work?
Settlement of existing structures must be minimized to the greatest extent possible, especially for those structures supporting brick facades. Tolerances for allowable deflections have not been explicitly developed and are to be determined by the Deisgn-Build Engineer
8 The RFP drawings indicate Jack & Bore methods are to be used for trenchless utility construction in several locations. However, the geotechnical report discusses Horizontal Directional Drilling as the method for trenchless utility construction. Which method is to be used? Can alternate methods be considered?
The Design-Build contractor is empowered to select the best means and methods of construction for trenchless utility construction based upon their own Geotechnical investigation
9 Will alternate alignments for the storm drain, sanitary sewer, and utility tunnel be considered?
Under a Design-build contract the Designer of Record is ultimately responsible for the provision of a design that meets the requirements of the DD1391, the solicitation and the awarded contract. Under this arragement, the DOR is empowered to provide the government with alternatives to the information provided in Part 6 of the RFP. However, due to the extreme constraints and site conditions of P-130 the alignments, the utility pathways and overall design approach have been developed by AE#1 to greater detail than what is typically seen in RFP bridging documents, with the intent of mimizing design risk to the government. Any alternative alignments will be subject to review and approval by the government.
10 Is there a Project Labor Agreement (PLA) for this work?
There is no PLA for this project
11 Have there been discussions with local and state agencies, as well as SHPO, NCPC, and WSSC for the required permits?
Due the fact that P-130 consists primarily of subsurface utility construction work that will not have any affect on the historic structures located at NMMC, there is currently no intent to engage NCPC or SHPO directly under the awarded contract.
There is currently a Master Plan based upon the P-114 Building C Recapitalization project on file with NCPC and SHPO but its status should have minimal to no impact on P- 130.
WSSC has not been engaged regarding P-130 as of the time of this solicitation.
12 Has Washington Gas been notified about the work, and has a contact at Washington Gas been identified with whom the contractor can work?
Washington Gas has not been engaged regarding P-130 as of the time of this solicitation.
13 Are there any records available for Radon testing?
There are no current records on Radon testing at the NMMC.
The following UFC which are referenced in the RFP delineate the requirements for addressing Radon on the project.
UFC 3-101-01 Part 2-5.1 Radon: "Evaluate and mitigate Radon per the appropriate Service and Installation regulations."
UFC 3-101-01 Part 2-5.1.1.1 Army and Navy: " Check the Environmental Protection Agency’s (EPA's) Map of Radon Zones (by state), EPA 402-R-93-071 (available from http://www.epa.gov), to determine the radon priority area."
UFC 3-101-01 Part 2-5.1.1.2: "Also check the results of the Navy radon survey by contacting the NAVFAC Facility Engineering Command (FEC) Air Pollution Engineer."
14 Is there a Master plan for future projects that can be shared?
There is a Master Plan which includes some of the future projects at NMMC. The Master Plan will be provided to the successful Offeror.
15 Is there a schedule indicating when the “to be demolished” buildings will be demolished?
The demolition of Buildings 2,4,6,7 and 8 is part of the scope of the P-114 Building C Recapitalization project, which is currently on hold. As of the time of this solicitation, dates for the commencement have yet to be determined.
16 Will the structures that we will be working adjacent to, and or underpinning, be in use at the time of the work? What accommodations will necessary (work hours, noise, vibrations, egress)?
Excerpt from Part 3- Chapter 2 - 2.6 'Minimize Site and Hospital Disturbance' : All existing buildings at NSA Bethesda, including the hospital, will remain occupied and operational during the construction phase of P130.
Excerpt from Part 3 - Chapter 6 - A2010 'Tunnel Excavation':
Excavation methods shall minimize noise and vibration effects in and around the surrounding structures, and such methods shall be employed by the contractor to perform excavation work at times and locations coordinated with NAVFAC construction personnel. Blasting is explicitly prohibited as an excavation method.
Also reference UFC 3-450-01, Noise and Vibration Control, 15 May 2003
17 Given the complexity of the work and the interaction with the foundations of numerous existing structures, for which information is not yet available, can the proposal due date be extended?
Amendment 6 extended the proposal due date until 05 December 2014
18 Please provide hazardous materials report for the existing crawlspace under Building 1.
Response will be issued via separate amendment
19 Please provide as-built documents for the foundation locations of Building 1 and the building connectors off of Building 8 and Building 4.
The perimeter of all buildings show at grade line have been surveyed in and are shown on the existing conditions maps.
Structures below grade must be based on historic record.
20 Please advise which systems (if any) routed in the new utility tunnel are to receive PVC jacketing over the insulation. (RFP Part 3/Chapter 6/ SR D20 - Page 3 & Section G30 page 22 part 4)
None of the plumbing system i.e. medical gases, compressed air or water piping requires PVC jacketing over the insulation.
21 Is the new utility tunnel to be sloped toward the floor drains or sump pits? (PART 3 - CHAPTER 6 / ESR D20 - Page 3 D202005)
The new utility tunnel shall be sloped toward a series of sump pits which shall discharge into the Sanitary Sewer conveyance system
22 Section D202005 notes refer to Drawing MP-101 for proposed drain locations. No drains are shown on the drawing. Please confirm quantity of drains required.
Drains are not shown because of the scale of drawing MP-101 but there are references to "Note 3" at various locations in the tunnel which calls for drains.
23 Drawing M-501 detail A1 references 4" FSP. Please define FSP it is not referenced anywhere else in the Drawings.
FSP on drawing M501 stands for Fire Stand Pipe
24 There are two differing specifications regarding the bid bond amount. Please confirm which is correct, as we can list only one on the face of the bid bond.
(1) FAR 52.228-1 Bid Guarantee (SEP 1996)
(c) The amount of the bid guarantee shall be _____20___ percent of the bid price or $___3,000,000.00_____, whichever is less. (Cited from pdf page 23 of 78 of the Solicitation).
-or-
(2) 5252.228-9302 Bid Guarantee BID GUARANTEE (JAN 1996) Security shall be in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the bid submitted, but in no case to exceed $3,000,000. (Cited from pdf page 48 of 78 of the Solicitation).
Both referenced clauses are in agreement on bonding requirements
25 The Performance Guarantee (10%) reads like a warranty obligation. There is a one year General warranty which normally is in the amount of the Contract Value. Is the Performance Guarantee security tied to the one year general warranty or is it this tied to a separate obligation? Is their a bond form provided or can we use our standard warranty bond form?
Clause 5252.228-9306 details requirements for performance bonds
26 We understand that shutdowns of equipment must be done after hours with previous coordination with the hospital, but what about the removal and installation of the medium voltage feeders. Are we permitted to work in manholes during normal business hours to perform the scope of removal and installation of the cables?
Excerpt from Part 3- Chapter 2 - 2.6: 'Minimize Site and Hospital Disturbance' : any down time required for systems switch over shall be minimized.
Provide minimum 30-days notice for all utility outage request." Coordinate with hospital as required.
27 Drawings TD-101 indicate 3 areas were the all existing communications cables must be relocated so that the new tunnel can be built. There’s no information on the drawings for existing conditions, point of origin, point of termination, quantity or size of cables to be relocated. Please provide these or issue assumptions to base bid on.
Please refer to RFP Part 6.5 Communications Survey in support of P-130 Design Build.
28 There are MHs that are identified as being located along the existing pathway that do not appear on the site drawings. For instance, per HDR’s report, MH-597 feeds cables through MH-5507, through MH-5007 and through MH-RD607. Except for MH- 597, none of these MHs are shown on the drawings. That’s approximately 26 cables of varying types for which lengths cannot be estimated. Please provide as-built locations and pathways lengths for these.
References to these man holes can be found in RFP Part 6.5 Communications Survey in support of P-130 Design Build.
29 HDR reports that the Service Provider (Verizon) has 6,300 pair of copper and 96 strands of fiber through MH-404, through a crawl space in trough through buildings 1, 2 & 8 to 2-B32. It is unclear whether we will be responsible for re-routing/replacing any of these cables. Please confirm the re-routing and replacement of this copper and fiber is in the scope of the P-130 contract and if Verizon will have to be contracted to perform associated scope?
Please refer to BOD 2-6 E.3.B Incoming Verizon Feeds "All Local Exchange Carrier cables on the LEC side of the D-marc are the property of the LEC and legally cannot be touched by anyone other than the owner. Any rerouting of existing LEC copper or fiber optic cable must be coordinated and done by the LEC. It will be the responsibility of the design building contractor to coordinate and pay for any work associated with the LEC as a result of the P-130 project."
30 The HDR refers to a “mountain of cables in the troughs doing nothing but clogging up the system.” It is unclear whether we are responsible for removing the “mountain”.
HDR’s report only shows us removing one
(1) each 12-, 24- and 36-strand SM. Please confirm the re-routing and replacement of this copper and fiber beyond the above reference strands is not in the scope of the P-130 contract?
Contractor is not responsible for clearing existing communications cables out of troughs. The contractor is responsible for rerouting and reconnection of communications cables which will be affected by the construction associated with this project as stated.
31 We are to “minimize down time” when we cut the existing cables, then splice and test the new replacements. Can fiber splicing, cut over and testing be performed during normal working hours?
Excerpt from Part 3- Chapter 2 - 2.6: 'Minimize Site and Hospital Disturbance' : any down time required for systems switch over shall be minimized.
Provide minimum 30-days notice for all utility outage request." Coordinate with hospital as required.
32 In the Part 3 Chapter 2 Page 3 – 2.0 Project Objectives, Paragraph 2.3.3 indicates that Energy Efficiency shall be in accordance with UFC 1-200-02. As there is only new distribution piping being installed for this project and no new mechanical equipment (chillers, boilers or pumps) what is the expectation for an energy compliance analysis?
An energy compliance analysis (ECA) as outlined in UFC 1- 200-02 Section 2-4.3 is not required for this project.
Building-level energy consumption calculations are not applicable, as the project is not a building. Energy conservation measures cannot be applied, therefore a LCCA as described in UFC 1-200-02 in concert with the ECA is not applicable.
33 Part 3 Chapter 6 ESR D30 Page 11 Item #3 indicates “the DDC will collect the data from utility grade advanced metering devices for water and electric”. In what systems and where in this project will these advanced metering devices need to be located?
Design Build Contractor to coordinate with NSA Bethesda for final locations and systems.
34 Part 3 Chapter 6 ESR G30 Page 11 indicates “two 8” CHS/R mains will continue North in the tunnel to the basement of Building 3 where they will connect to the existing heat exchanger for the Building 3/5 chilled water system. Drawing Pages MP-101 and MP- 101-H indicate the CHS/R piping connecting to existing chilled water piping in the basement of Building 5? Please clarify.
The new pipes connect to the existing piping upstream of the heat exchanger so that the heat exchanger can remain on line until the chilled water is switched over to the new system.
This work is in the basement Mechanical space of Buildings 3 & 5
35 Drawing CG-101H Civil Grading and Drainage Plan is missing from the posted set, drawing CG-111H was provided twice.

Specifically, caissons are indicated to be potentially socketed into rock under the tunnel.
Caissson specifications are not believed available for the existing building (constructed in the 1940s).
41 Section 01 57 19.00 20-3.14 Page 26 Dust Control and various other sections describe requirements to “Keep dust down at all times”…”Sprinkle or treat, with water or dust suppressants, the soil at the site, haul roads, and other areas disturbed by operations”. As the drawings do not indicate mechanical outside air intake louvers on any of the existing buildings should there be consideration for the protection of mechanical air intakes? Please
Yes the protection of air intake structures is very important.
The current plan does not provide specific means or methods and will be D/B contractor's responsibility to coordinate with NSA Bethesda.
clarify.
42 Will work areas be cleared, particularly mechanical and electrical rooms that require scheduled tie-ins for the relocated services?
The Government will clear all Work Areas of all items, trash and debris etc. , not related to the Defined Features of Work.
43 Work hours. Per the RFP, work hours can be scheduled 30 days in advance for additional hours. If scheduled in advance, are there any times that work cannot be performed?
At the time of solicitation, there are no work times that are not permitted. There may be unforseen circumstances and conditions that could prevent work from being performed at
NMMC.
44 Where is the access to crawl space under Building 1 Stem?
Access to the building one stem crawlspace is made through a stairwell from the lowest floor level at the NW corner of the stem, which enters into an electrical space. From this space, access to the stem crawlspace is availabe.
45 What are the penalties for any unplanned service interruptions?
Excerpt from Part 3- Chapter 2 - 2.6: 'Minimize Site and Hospital Disturbance' : any down time required for systems switch over shall be minimized.
Provide minimum 30-days notice for all utility outage request." Coordinate with hospital as required.
46 RFP Part 3 chapter 2 - 2.3.1: The first paragraph and last paragraph contradict.
The first paragraph appears to be written specifically for this project. Should the last paragraph be deleted?
The last two paragraphs of RFP Part 3 Chapter 2-2.3.1 are not applicable. They are shown below in bold italics.
[The Contractor must also provide an Energy Compliance Analysis (ECA) which will demonstrate compliance with all energy related requirements in UFC 1-200-02. UFC 1-200-02 defines Government priorities for sustainable design.
