SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The following have been added by full text:

AMENDMENT 1 - Q&A

Questions and answers on N39340-14-R-1406

1) Reference Section B -- What are items 0001-0004 on Section B? Items 9001-9004 seem to correspond to Exhibits A-D, but it is not clear what the prices for 0001-0004 correspond with. Given that Contract Task Orders will be issued under this contract, it is not clear what is to be entered for 0001-0004.

Answer 1) Items 0001 – 0004 are Contract Line Item Numbers (CLINs). The CLINs represent the basic period and each option period of the contract. CLINs correspond to Exhibit Line Item Numbers (ELINs) Items 9001 – 9004.

Each issued contract task order will reflect the CLIN for that ordering period. Nothing is to be entered for CLINs 0001 – 0004 in Solicitation Section B.

2) Reference Section B, Section G.1, Section G2.c -- Section B indicates that this is a FFP price effort, and

G.1 states that the contract Type is IDIQ with fixed priced line items, and Section G2.c states that CTOs will be Firm Fixed Price. Are the labor rates for each labor category to be entered on Section B?

Answer 2) The Contract Type for this Firm Fixed Price (FFP) It is an Indefinite Delivery, Indefinite Quantity (IDIQ) where FFP Contract Task Orders (CTOs) will be placed. Fully burdened labor rates are to be entered in Exhibits A, B, C and D of the revised ELIN sheets. Additionally, the total of each Exhibit Line Item Numbers 9001

– 9004 entered in Section B of the solicitation.

3) Reference L.5 (2) Factor 2 Past Performance – Do the CPARS evaluations and PPQs count towards the total 15 page limit in Factor 2?

Answer 3) Solicitation Amendment 1 removes the page limitation for both Past Performance and Safety. A 30 page limitation remains only for Factor 1, Management Approach. See Solicitation Section L, Amendment 1.

4) Reference Attachment B, Summary of Price – Do the prices entered on the Summary of Price correspond to the prices calculated on Exhibits A-D?

Answer 4) YES

5) Reference RFP Section L.4 paragraph 4, it states “Technical proposals shall be limited to 30 pages.” The Table under L.4 provides the Volume/Tab, Factor, Page Numbers and Title for the Volumes submitted.

This table states that Management Approach (30 pages), Past Performance (15 pages) and Safety (10 pages) are all in Volume I. They add up to 55 pages (30+15+10), which is over the technical volume limit.

Please clarify.

Answer 5) Technical proposals now refer only to Factor 1, Management Approach. See Section L, Amendment 1.

The technical proposal, past performance, and safety shall still submitted in Volume 1.

6) Reference G.3.3.5 (vii). This contract will be subject to oversight by both DCAA and DCMA. In accordance with standards accepted and approved by both agencies, standard cost recovery procedures include the application of G&A expenses to travel expenses incurred. Please consider the adverse impact this disallowance would have on the Contractor’s cost structure, as well as the resulting cost impact to other vendors and government agencies. We respectfully request modification of RFP Section G.3.3.5 (vii) to include the allowable application of G&A to travel expenses incurred on behalf of the Government in support of this contract.

Answer 6) Section G.3.3.5 (vii) has been revised to include the allowable application of G&A to travel. Profit is not allowed on travel. Additionally, section G.4 is revised to allow G&A on materials, but not allow profit on materials. DCMA will not be appointed the ACO for this award.

7) Other than Attachment B and Exhibits A, B, C, and D, is there any additional cost or price supporting data/documentation required by the government?

Answer 7) No

8) Where, in the structure of Exhibit C, would the Government instruct the Contractor to include costs for subcontract labor effort in its proposal?

Answer 8) If labor is to be subcontracted, the fully burdened rate of that subcontracted labor, including any prime contractor additional burden, must be reflected in the ELIN schedule. Also Section B and Exhibits A - D have been renumbered. ELINs 9001 to 9004 and now correspond to each respective Exhibit. NOTE: This answer applies to each Exhibit A, B, C, and D.

9) Reference Section B and Exhibits A-D. CLIN 9001 references Exhibit A, however Exhibit A references CLIN 9000. CLIN 9002 references Exhibit B and Exhibit B references CLIN 9001. CLIN 9003 references Exhibit C and Exhibit C references CLIN 9002. The correlation between Schedule B and the Exhibits seems to be confused. Please clarify.

Answer 9) The Exhibits A-D have been corrected to have proper CLINs 9001-9004 correspond to each exhibit.

See revised ELINs with Amendment 1.

10) Will this contract be IDIQ with fixed price labor rates and cost reimbursable travel and ODC?

Answer 10) This contract will be IDIQ with fully burdened fixed price labor rates. See revised section G in Amendment 1. Cost reimbursement aspects of travel and ODCs have been removed. See also Q/A #6.

11) Will the Government consider the performance risk associated with low-cost bidders being unable to provide the unusually high technical expertise required of this contract, especially considering the specified requirements of the four key positions

Answer 11) Performance risk will be based on Section M, Factor 2, Past Performance. The Government will assess both relevancy and overall performance confidence.

The summary shall describe both the Quality Control (QC) process (practices, resources, and activities) and Quality Assurance (QA) process that will be used to ensure full compliance with all performance objectives and standards. Describe methods to document, measure, control, and improve the quality processes including training employees in the quality process.

b. Management Plan- Submit a management plan describing the following:

1. For the Key Personnel positions listed in Part 5.0 of the Performance Work Statement (PWS) [Senior Program Manager; Blast Effects and Consequences Engineer; Senior Statistician/Analyst; and Analysis and Testing Engineer], summarize their experience.

Also provide a resume for the proposed individual that will fill the position. Each resume shall not exceed three (3) pages in length. Resumes will not count towards the total page limit.

2. Provide a narrative that explains how you will organize the management, supervisory, and workforce personnel to accomplish the requirements of this contract, including an organization chart indicating all positions. The organization chart should include the lines of authority and communication.

(2) Factor 2, Past Performance

Offerors may submit materials on up to five projects/contracts total for the contractor and proposed subcontractor(s) that demonstrate the offeror’s ability to successfully deliver products and services that are similar to the work described in the performance work statement specifically as related to explosives safety, risk-based siting analysis, blast effects and consequence modeling, and statistical modeling. For each project/contract, there are two submittal requirements: (1) past performance evaluation forms; and (2) a narrative statement.

a. Past Performance Evaluation Forms.

For each project/contract, the offeror must submit a completed Contractor Performance Assessment Reporting System (CPARS) evaluation or a Past Performance Questionnaire (PPQ). If a completed CPARS evaluation is available on the CPARS website for the contract/project, the offeror must submit the CPARS evaluation for the project/contract. If there is not a completed CPARS evaluation for the project/contract, a PPQ must be submitted. A PPQ form is included as an attachment to the solicitation. Offerors must submit the PPQ form to the client for completion. Offerors should take care to ensure correct phone numbers and email addresses are provided for the client point of contact on the PPQs. Offerors should follow-up with clients/references to ensure timely submittal of the questionnaires. If the offeror is unable to obtain a completed PPQ from a client for a project/contract before proposal closing date, the offeror should complete and submit with the proposal the first page of the PPQ which will provide contract/project and client information. If the client requests, questionnaires may be submitted directly to the Government's point of contact, Mr. Richard S. Epstein, via email at Richard.S.Epstein@navy.mil prior to proposal closing date. An offeror should not submit a PPQ when a completed CPARS evaluation is available.

The Government will only consider recent past performance. Recent is defined as projects/contracts completed no more than five years from the posting date of this RFP. In other words, projects/contracts which were completed more than five years before the posting of this RFP will not be evaluated.

The requirement to submit these forms cannot be satisfied by directing the Government to consider forms or information submitted on other procurements. The Government may utilize previously submitted PPQ information or any other information available in the past performance evaluation.

b. Narrative Statement

Offerors must submit a statement for each project/contract submitted that provides an overview of each project/contract and how the project/contract is relevant to the work described in the performance work statement of this solicitation. The statement for each project/contract may not exceed one page.

(3) Factor 3, Safety

EMR and DART Rates shall not be submitted for subcontractors.)

(1) Experience Modification Rate (EMR): For the three previous complete calendar years, submit your EMR (which compares your company’s annual losses in insurance claims against its policy premiums over a three year period). If you have no EMR, affirmatively state so, and explain why. Any extenuating circumstances that affected the EMR and upward or downward trends should be addressed as part of this element. Lower EMRs will be given greater weight in the evaluation.

(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate: For the three previous complete calendar years, submit your OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate, as defined by the U.S. Department of Labor, Occupational Safety and Health Administration. If you cannot submit an OSHA DART Rate, affirmatively state so, and explain why. Any extenuating circumstances that affected the OSHA DART Rate data and upward or downward trends should be addressed as part of this element. Lower OSHA DART Rates will be given greater weight in the evaluation.

(3) Technical Approach for Safety: Describe the plan that the Offeror will implement to evaluate safety performance of potential subcontractors, as a part of the selection process for all levels of subcontractors. Also, describe any innovative methods that the Offeror will employ to ensure and monitor safe work practices at all subcontractor levels. The Safety Narrative shall be limited to two pages.
