SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

SUMMARY OF CHANGES

Amendment 0001:

Question 1. Section L, page 73, Paragraph 4.2: The page count (25) for Volume I, Technical Approach is not sufficient to provide “contractor’s training curriculum for confined space, respirator and fall protection programs shall be submitted as part of the contract quotation”.

Please consider excluding this documentation from the Volume I page count.

Answer 1. The training curriculum will not be included in the Volume I page count. Please see updated Section L paragraph 2.3.2 “Page Limitations” and paragraph 3.1 “Volume I – Technical Approach”.

Question 2. Section M, Factor 1, page 78, 3rd paragraph, 1st sentence states: “For each Task the Offeror’s technical approach will be evaluated based on the degree to which it clearly demonstrates knowledge and ability to perform all PWS task areas and related competencies”.

Section C.2.1.1 through C.2.1.5, pages 16-18 includes more than twenty-five “tasks”. Is it the Government’s intention that the Offerors’ develop a narrative approach for each of these tasks?

If so, we do not believe that 25 pages is sufficient.

Answer 2. The technical approach does not need to address each task specifically, rather it should address each of the requested trades.

Question 3. Section M, Factor 2, page 79, last paragraph,: “…..ensure effectiveness and efficiency in: (1) interfacing with PNSY personnel; (2) NAVSEA and other contractor and Government agencies and Navy field activities and (3) performance and coordination of work.”

Item (2) is not addressed in Section L (see page 73, Section 4.3, 2nd paragraph). Please advise.

Answer 3. Item (2) is addressed in Section L, Paragraph 4.3 “Volume II – Management Approach (Factor 2)”. The text is listed below:

“A majority of interactions during the performance of this contract are within PNSY and other NAVSEA offices. Apart from PNSY, contact may be with a variety of contractor and other Government agencies and Navy field activities. Offeror shall address the following areas: the adequacy of the Offeror’s corporate management and corporate resources including internal and external communication lines and the Offeror’s method of maintaining close liaison with the COR; the identification of the program manager and the program manager’s authority and ability to independently commit company resources to perform under the contract; how personnel will be transitions from tasks throughout the contract period; the Offeror’s start-up plan to full perform within two (2) weeks after contract award; and anything else the Offeror considers important in performing the PWS.”

Question 4. Section M, Factor 2, page79, last paragraph states: “The offeror’s approach for subcontract management will be evaluated for level of detail with emphasis on quality, on-time, which budget task completion, contractual arrangements, qualification requirements, selection process(es), contingency plans, subcontractor quality management plan and management interactions, including performance feedback.” This is not addressed in Section L. Please advise.

Answer 4. This is addresses in Section L, pg. 73 Section 4.3 Volume II Management Approach (Factor 2). The text is listed below:

Describe the ability of your proposed organizational structure and office systems to ensure effectiveness and efficiency in: (1) interfacing with PNSY and (2) performance and coordination of work. If teaming or subcontracting is contemplated, Offerors must provide a full description of:

-The proposed subcontractors or team members;

-The portions of the PWS that will be subcontracted or the planned division of tasks within the team;

-Discuss agreements/arrangement with its teammates and/or subcontractors and why such agreements will benefit the Government and aid the contractor in achieving the requirements and objectives of this effort and benefit the Government throughout the life of the contract;

-The extent (percentage) of subcontracting or the percentage division within the team;

-The management structure for coordinating and controlling subcontractors and/or team members;

-Subcontractor deliveries to the prime and payment tracking;

-Points of contact;

-The sole bearer of ultimate responsibility for performance

The Offeror shall provide their corporate structure and the functional relationship and responsibilities among organizational element that will participate in accomplishing the defined tasks. Within this factor, the Offeror shall address the following areas: manpower and performance controls and tracking procedures; any subcontracting that may be planned; if planned, when and how subcontract resources will be used and tasking management relative to;

project control procedures used to plan, track and control multiple tasking; factors considered in assigning an individual to the task and methods of handling changes in priorities and schedules;

policies and procedures that the Offeror will use in managing and directing the effort with emphasis on quality control efforts for early identification of problems and conflicts and means for resolving the same.

Question 5. Attachment 4 (Past Performance Report Form): If a CPARS has been submitted by our customer for the contract/order developed for Attachment 5 (Past Performance Information

Form), is it required that the customer submit an Attachment 4 when our performance has been previously documented?

Answer 5. Yes, it is required that offerors submit in accordance with the instructions in Section L, Section 4.4.

Question 6. If an offeror intends to send Attachment 4 (Past Performance Record Form) for a single past performance citation to more than one customer POC (i.e. for ordering vehicle), is it permissible to change the form to include the customer POC’s contact information on the form?

There is no place on the form for the customer POC completing and submitting the form to PNSY to provide contact information such as agency, code, title, telephone #, fax #, and e-mail address.

Answer 6. Yes, it is permissible to include the customer POCs contact information on the form.

The customer POC can also include it via email in their submission.

Question 7. Section B, pages 3 – 14; Item Numbers 000101, 000103, 000201, 000203, 000301, 000303, 000401, 000403, 000501, and 000503: each contains the word “laborer” in the description (e.g., 000101 last line “4,720 Day Shift Hours - EST Ten (10) Pipefitter Laborers/Shift Equivalents”). Please explain what is meant by “Pipefitter Laborers”, “Electrician Laborers”, etc.

Answer 7. Please see updated ELIN descriptions for all trades. The term Pipefitter is defined as a person that is capable and qualified to perform the tasks designated for a pipefitter in the PWS.

Question 8. Page 16 of 82, paragraph 1.4.2.2. It says "Night shift hours of work are 1500-2330 or 2300-0730". Attachment 1: Manning Tables provides hours for "PM" shift for each of the five trades. Since the 1500-2330 shift requires an additional 7.5 % differential to the base pay and the 2300-0730 shift requires a 10% differential, we are challenged to price this out. Does the Shipyard plan to work the 2300-0730 shift and, if so, which trades and how many hours for the

POP?

Answer 8. Typically the 1500-2330 shift is what is worked for the "PM" Shift; however, the shipyard would like the ability to utilize personnel on the 2300-0730 shift, if during the course of the period of performance shift coverage may be requested. Historically, less than 1% of the workforce has been utilized on the 2300-0730 shift.

Question 9. We identified that NAVSEA Tech Pub T9074-AR-GIB-010/278 has been added to the Trade Specific Technical of the Welder Shipyard Requirements table in paragraph2.1.5.2.1.4.4. This is a new addition from the solicitation/sources sought announcement. This spec is for Pipe Welding requirements. Is it the shipyards intent to solicit Certified Pipe Welders? The body of the solicitation indicates mainly structural welding.

Answer 9. There was never a solicitation/sources sought announcement for this RFQ. While the vast majority of TP 278 deals with pipe welding applications, there are numerous instances where structural welders can be assigned to machinery or pressure vessel welds controlled by 278, especially those welders holding bimetallic GTAW qualifications. We are not soliciting for Certified Pipe Welders.

Question 10. The DD254 (attachment 2 of Solicitation) does not have 10.b.check. Will the final version have “Restricted Data Access Required” checked so that we can request red badges for our personnel?

Answer 10. Yes, the final version of the DD254 will have 10.b. “Restricted Data Access Required” checked and a final version of the DD254 shall be a required submission at the time of award.

Question 11. PWS, paras 2.2.1, 2.2.2 and 2.2.3 requires submission of a copy of the contractor’s (Personal Fall Arrest System, Confined Space Entry, Respiratory Protection Device) training curriculum and training materials within their proposal, whereas Section L, para 4.2 requires submission of only their training curriculum for these three programs. Our submission of training materials for these three programs each exceed 25 pages in length, and total 212 pages combined.

a. Is submission of training materials required within the proposal, as indicated by the PWS?

b. If submission of training materials is required, request that the training materials be added to the list of page limitation exclusions in Section L, para 2.3.2 (page 65 of 85).

Answer 11. a) Yes, submission of training materials is required with the proposal.

b) Please see updated Section L paragraph 2.3.2 “Page Limitations” and paragraph

3.1 “Volume I – Technical Approach”.

Question 12. In Section C makes the following statement under 2.1.1 Electricians, “The contractor shall provide Non-Nuclear Electricians (Trade Skill EE/TE, Designator EW/T1) capable of performing the electrical tasks identified below in support of various submarine overhauls,” but in Attachment 1 – Manning Tables the only Electricians identified are “EE/EW.”

The Manning Table does not show that there will be a requirement for TE/T1 qualified Electricians. Will the offeror be required to provide TE/T1 Electricians since they are not found in the Manning Table? If TE/T1 Electricians are required, can a modified Manning Table please be provided?

Answer 12. Both trade skillsets TE/T1 and EE/EW shall be utilized interchangeably in accordance with scope of work requirements. A modified manning table will not be provided.

Question 13: On page 73 of 82, Section 4.2 Volume I – Technical Capability (Factor 1) it states “Included in the Corporate Capability section shall be a sample qualification/training record showing the minimum training, qualifications, and experience level, including required experience, the offeror would present as suitable to meet the requirements of the PWS” and later in the same section there is a note that states “All proposals must address the requirements above for each trade, regardless of category, in order to be considered responsive.” Does this mean that the Government would like to see a sample qualification/training record for each trade listed? If so, would the Government consider increasing the page limit or allowing the offeror to submit the sample qualification/training record as an attachment to Volume I excluded from the page limit?

Answer 13. Yes the Contractor shall be required to submit a sample qualification/training record for each trade listed. Exclusion from the page limit is acceptable.

Question 14. In training industry, terminology such as training curriculum and training plan differs in definition. Since a Training Plan is required for each trade, please provide a more detailed definition of what constitutes a training plan? The size of the required training plans will depend on how they are defined, thus there is the possibility that they may not fit into the 25 page limit for the Technical approach. Please consider making the training plans exempt from the page count.

Answer 14. A training plan is a well-organized and supervised method, including a detailed outline of courses and on the job experiences that provide a logical and objective progression of skill development in a particular trade area to become a capable, qualified craftsperson or journeypersons. Typically training plans include a hierarchy of specific requirements to become a helper, a worker, and a journeyman.

Training curriculum is a specific outline of a course or courses that result in a worker becoming qualified to a particular element of a training plan.

Please see updated Section L paragraph 2.3.2 “Page Limitations” and paragraph 3.1 “Volume I – Technical Approach”.

Any inconsistency, if unexplained, may raise a fundamental question of the Offeror’s understanding of the nature and scope of the work required and may adversely impact the evaluation of the Offeror’s proposal. The burden of proof as to price credibility rests with the Offeror. Unrealistically low prices may indicate an inability to understand requirements and a high-risk approach to contract performance. Offerors shall provide Section H and I Fill-ins, as applicable, in this Volume.

4.6.3 Organizational Conflict of Interest Mitigation Plan (if applicable)

Due to the nature and scope of the work encompassed by this solicitation, the Government requires that there be no conflict which would preclude the prime contractor from performing any portion of the Statement of Work, regardless of whether it intends to subcontract that portion. Due to the nature of the work outlined in Section C, the Government anticipates that organizational conflicts of interest (OCIs), including impaired objectivity OCIs, will arise for

Offerors that perform under other contracts within the cognizance of PNSY as prime contractor or subcontractor for touch labor that will be covered by this solicitation.

If any Offeror may have an OCI the Offeror must notify the Government and must submit an OCI mitigation plan with its proposal. Failure by an Offeror that has identified a potential OCI or an eliminated OCI to submit an OCI mitigation plan with its proposal shall be considered grounds for disqualification from award. The Government will not accept mitigation measures for impaired objectivity OCIs. For any OCI, the Government will not accept mitigation or elimination measures:

(1) That creates an additional burden on the Government to implement;

(2) That involve directed subcontractors or creating separate lines of reporting or any modification to the Government/prime contractor relationship; or

(3) That is deemed in the sole discretion of the contracting officer to provide insufficient organizational independence between the prime contractor or a subcontractor under this contract and a prime contractor or subcontractor for touch labor that will be covered by this solicitation.

This is not an exhaustive list of measures that will be considered inadequate to protect the Government. It is an illustrative list provided in an effort to ensure that all Offerors understand the Government’s expectations and intent to avoid OCIs. The Government reserves the right to determine whether or not any mitigation plan provided by an Offeror is sufficient to protect the Government. The Government also does not intend to accept any mitigation measures that involve additional oversight or commitment of resources by the Government, such as agency review of contractor deliverables, internal review of task assignments for OCI before issuance, or formalized monthly reviews of work performed and projected. All Offerors are directed to review and comply fully with the OCI clauses included in Sections C and L of this solicitation.
