Question 1
Giving the complexity of this solicitation for which we must prepare a concept design to be able to properly evaluate the costs, we ask that the solicitation due date be extended by 2 weeks. In fact, to be able to provide a more precise cost estimate of the new water storage tanks and for the systems that require minimum sizing, as well as a structural analysis, several days to analyze the situation are needed.
Answer 1
Per issuance of this amendment, the proposal due date has been extended
Question 2
Considering that a design phase must be completed over a 10-month time period, approximately 6 months are required for fabricating and delivering the Storage Tanks from USA to Djibouti, additional months are needed to remove and install the tanks and then subsequent testing and commissioning activities must be executed, 392 days is not considered to be a sufficient amount of time to properly execute this contract. Therefore, it is requested that the current POP be extended to 24 months for a total of 720 days.
Answer 2
The period of performance remains unchanged
Question 3
On provided layout (see below), point no. 4 of NEW WORK KEYNOTES, it is mentioned the Provision of new VALVES, FITTINGS & APPURTENANCES.
To our consideration is not clear the scope of provision as we cannot understand what to provide in means of equipment (type, size, quantities, etc.)
Please provide a detailed breakdown of the equipment mentioned under point no.4
Answer 3
This is a design build project. The contractor (KTR) is responsible for the investigation and verification of pipe size, length, material type, valves, fittings, and other appurtenances. The KTR must conduct a site visit and investigation prior to submitting a bid proposal in order to assess the site, existing conditions, extend of work involved, and associated complexities.
Question 4
Under NEW WORK KEYNOTES is mentioned to be provided from the Contractor: “PROVIDE TESTING AND
COMMISSIONING TO THE COMPLETE WATER DITRIBUTION SYSTEM”. Please make clear the battery limits of the equipment to be TESTED & COMMISSIONED. “COMPLETE” means all the new equipment? or in conjunction with the existing one? and up to which level?

Question 17
For Contract CLIN002 Option 1 work is mentioned: “Price for all work including labor, materials, supplies and supervision, associated with replacement of deteriorated stainless-steel pipe and rerouting of reverse osmosis membrane pipe to UV device / equipment”. From the Technical information sent to us we are able only to understand that only discharge pipes for RO No4 & RO No2 are corroded plus the portion of header pipe connected to U/V
Treatment device (see below marked drawing).
The queries raised are the following:
Is it required the complete replacement of discharge pipes for RO No1,2,3 and 4, plus the header pipe connected to U/V treatment device?
If yes please provide distances between the RO Equipment and U/V treatment device as without Site Survey it is impossible to define the exact materials and welds needed to accommodate this scope of work.
