Performance Work Statement (PWS) for MSC Crew OCONUS Lodging during Voyage

Repair and Ship Availabilities

Ref: (a) MSC CIVILIAN MARINE PERSONNEL INSTRUCTION 593

(b) MSC CIVILIAN MARINE PERSONNEL INSTRUCTION 4650

Purpose: To establish guidance for procuring lodging accommodations for Civil Service

Mariners (CIVMAR) assigned to Military Sealift Command (MSC) during overseas voyage repair and ship availabilities.

1. Requirements: USS EMORY S LAND AS-39 CIVMAR LODGING, GUAM

Twenty-nine (29) Single Occupancy rooms, 4DEC2023-29MAR2024, with checkout 30MAR2024 (117 nights/3,393 rooms)

Five (5) Single Occupancy rooms, 5-9DEC2023, with checkout 10DEC2023 (5 nights/25 rooms)

Total rooms: 3,418

Option 1: Twenty-Nine Single Occupancy rooms, Check in 30MAR2024--8APR2024 with checkout 9APR2024 (10 nights/290 rooms)

Option 2: Twenty-nine Single Occupancy rooms, Check in 9-18APR2024 with checkout 19APR2024 (10 nights/290 rooms)

Option 3: Twenty-nine Single Occupancy rooms, Check in 19-28APR2024 with checkout 29APR2024 (10 nights/290 rooms)

***Any cancellation of required services during the performance period shall be at no additional cost to the

U.S. Government if the U.S. Government provides cancellation notice to the contractor at least 72 hours prior to the date of services.

Acknowledging that availability and type of lodging varies by geographic location, the following are intended as guidelines for contracted lodging.

2. Minimum Hotel Requirement: Individual room with in-room sanitary facilities. Minimum apportionments include bed, bedding, and accompanying utilities such as heating/air conditioning, lighting, hot and cold water, linens and toiletries seven days a week. Sanitary facilities include in room toilet, sink and shower.

3. Dining Facilities: The hotel should have a full service restaurant serving three meals daily to include American style cuisine starting at 6:00 A.M. and concluding after supper service approximately 8:00 P.M., or provide a listing of restaurants within a kilometer radius (walking distance) that serve breakfast, lunch and supper to include American style cuisine. Meals will be at the personal expense of CIVMAR

4. Laundry: Onsite self-service washers, dryers and hotel provided laundry services shall be available for use, or a laundry facility must be available within half a kilometer radius (walking distance). Laundry will be at the personal expense of the CIVMAR.

5. The hotel must meet local Fleet Anti-Terrorism Force Protection requirements as defined by the Area/Regional Commander and/or local Security Office.

6. NAVSUP, in coordination with MSC, retains sole discretion to award the contract or select quarters, which will house CIVMARS.

The criteria below are important and should be considered where available.

a. Hotel Ratings. Hotel rating should be the equivalent of a AAA “3-Diamond” rated facility or higher; 4-Star, 4 ½ Star, and 5-Star equivalent ratings are acceptable. Use of the Defense

Travel System (DTS) as a guide for JTR and FEMA-approved hotels is acceptable.

b. Room Size. Preference for Western style accommodations with 200 sq. ft. or larger living space. See Section 6.e.(1) below for listing of room furnishings.

c. Hotel will accept personal credit cards and debit cards.

d. Safety and Health.

(1) Hotel facility security policies requires guests to verify their identity at check-in before being granted access to rooms.

(2) Hotel receptionist is available 24 hours per day.

(3) Rooms have operating smoke detectors. Exit signs are installed and operational on each floor. Hotel will have a sprinkler system installed and fire extinguishers on each floor. A fire evacuation plan is posted in each guest room.

(4) Each room has a safe for storing valuables and safe deposit boxes are acceptable as long as there is a secure method to safeguard valuables.

(5) Deadbolt door locks on doors and locks on the windows. Locks on all sliding doors.

(6) Room is free from mold, mildew, and foul odors.

(7) Hotel facility and guest rooms is free of pest infestations; including, but not limited to, vermin, ants, flies, mosquitoes, bed bugs, and cockroaches.

(8) Windows and/or sliding glass doors will have curtains, shades, or blinds.

(9) Hotel rooms shall include daily cleaning, changing of linen twice a week, and replenishment of toiletries. Extra blankets and pillows are available.

(10) Facility shall not be under construction or major renovation during the performance period.

(11) Rooms shall not be adjacent to any entertainment establishments e.g. restaurant bar, pub, discotheque, stadiums or playing fields.

(12) Elevators available (if more than one floor).

(13) Clock and telephone in each room. Local phone calls will be free.

(14) Hotel internet access shall be available in hotel rooms or in the hotel lobby or

CIVMARS shall have access to an on-site business center.

(15) Satellite or cable color television available in each room with at least one English speaking news channel available. Each room will have a functioning television with a working remote control.

e. Room Furnishings.

(1) Double bed with an innerspring mattress, bedside lighting, an illuminated work space/desk with desk chair, an upholstered lounge chair and bedside table, a dresser and full length mirror with a mirror in the bathroom, and ice container and glasses.

(2) Refrigerator for individual use within each room.

(3) Microwave for individual use with each room, as available.

f. Secure Storage Space. Hotel will offer secure luggage storage space for CIVMARS who temporarily move from the hotel or whose rooms are not ready upon arrival.

g. Distance from shipyard and parking. Hotel facility is within 15-mile radius of the shipyard, U.S.NAVY BASE GUAM

to the extent practicable, and hotel shall provide free parking, as available.

h. Dining.

(1) Hotel shall have ice machines and beverage machines available for use, if possible.

(2) At least one (1) restaurant within a kilometer radius of the hotel facility that is open for meals 24 hours per day or provides food delivery services.
