About this file
This document contains questions and answers regarding solicitation number N3220523R4039 from the Military Sealift Command for a dry cargo voyage charter. The solicitation requires a single float-on/float-off vessel capable of carrying two U.S. Navy Cyclone Class Patrol Craft along with related cargo such as rigid hull inflatable boats and ISO containers. The boats and containers must be transported together on the same vessel and cannot be separated onto multiple vessels. While the boats will have straps to secure them to their trailers, no designed lifting points or cargo slings are provided, though past successful movements have used belly slings under the trailers to lift the boat and trailer together as a single unit.

01 February 2023
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.

ANSWER: Drydocking drawing DWG NO. 085-8517600 Rev - and LAR PC-1405, Patrol Craft (PC) Heavy Lift Blocking Arrangement Requirements contain all technical requirements to properly block a Patrol Craft for heavy lift and shall be followed. Alternate plans are not allowed.
2. Can the Ridged Hull Inflatable Boats (RHIB) and the ISO containers be transported separately, via a second cargo vessel, from the U.S. Navy Cyclone Class Patrol Crafts?
ANSWER: No, the RHIBs and the ISO containers cannot be transported separately from the U.S. Navy Cyclone Class Patrol Crafts, via a second cargo vessel. Per Part I, DRYVOY Box 1, the requirement is for one, U.S or foreign flag, Float-On/Float-Off (FLO/FLO) vessel capable of carrying two, U.S. Navy Cyclone Class Patrol Craft and related cargo.
3. Concerning the RHIB craft & trailers, are there installed lifting points indicated or provided?
If not, do you have any drawings with lifting points indicated? In addition, is there any specified rigging required?
ANSWER: There are no designed lifting points for the RHIBs and no cargo slings will be provided with the cargo. Trailers and boats will be strapped together. Past movements have been successful using two correctly sized belly slings under trailer to lift RHIB/trailer as a unit.
