About this file
This is an amendment to a request for proposals issued by the Military Sealift Command for a dry cargo voyage charter. The amendment provides additional requirements for cargo grounding, independent marine surveyor reports during loading and offloading documenting a statement of facts and ensuring operations follow the Navy towing manual, pre-load and discharge conferences attended by the contractor and surveyor for the contractor to brief their process and confirm roles, potential post-award virtual meetings to discuss the vessel's transport manual, and a letter from the vessel's load master to the surveyor prior to loading and discharge operations confirming readiness and obtaining the surveyor's concurrence. Offerors must explain their capability to meet these additional requirements as well as acknowledge other pre-existing terms.
