About this file

This justification and approval document outlines work items requiring original equipment manufacturer support for the upcoming regular overhaul and dry docking of the USNS John Lenthall. Work will include annual inspections and repairs to critical navigation systems such as the radar, gyrocompass, electronic chart display and information system, as well as machinery like the main reduction gear, auxiliary boilers, central freshwater coolers, oily water separator, and stern tube seals. Original equipment manufacturers or their authorized vendors must perform the work to maintain safety, equipment reliability, and compliance with regulatory certification requirements. The Navy determined this work requires specialized expertise only available from the original manufacturers and their approved representatives.

The related federal contract opportunity synopsis announces a solicitation for the regular overhaul and dry docking of the USNS John Lenthall scheduled from February to April 2020. Services will include hull repairs, tank painting, engine work, flight deck tasks, and underway replenishment system repairs. The solicitation is designated for small businesses and will be posted to FBO.gov on October 3, 2019. The Military Sealift Command is the contracting agency with an estimated contract value for the 60-day overhaul.

This Justification is covering only the portion of the acquisition, which an Original Equipment Manufacturer (OEM) Authorized Facility/Manufacturer/Representative is required and the approval level requirements will then only apply to that portion.

3. Description of Supplies/Services: MSC requires OEM authorized technical field service representatives and OEM parts to accomplish the requirements of WI 201, 202, 401, 451, 452, 453, 455, 503, 504, 505, 506, 508, 651, 653, 906, and 908. For this 60 Day ROH/DD, the estimated dollar value of the sixteen (16) WIs is , which will be funded utilizing fiscal year (FY) 20 Navy Working Capital Funds

(NWCF).

4. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C 2304 (c)(1), Only

One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1(a).
