Line items are only useful if industry knows the amount of inventory and the average time specified in days is provided with an explanation of the current FTE# supporting that inventory. For example, Large ships on average are completed within 21 days - is this 4 FTEs, 5.5 FTES, etc. completing this in the 21 day estimate? There is one key personnel listed for Afloat Inventory is this one person completing all this inventory? Industry does not have enough information to provide a clear and concise bid. Request more information for assessing workload and/or provide a staffing baseline/LOE. | The key person for afloat inventory is for managing the afloat inventory team not to complete the entire inventory. The table in 11.3 should be combined with the tables in 15.1 and 15.2 to establish your proposed price for afloat inventories. |

PWS 3.3.6 states, "Provide transportation in support of MSC warehouse operations…" - this is a very vague statement and does not assist industry in assessing the need for items such as equipment and vehicles. With no information regarding the type of material being transported, industry has no way to assess the proper amount or type of material required for performance tasks. Please provide more information regarding the transportation tasks/activities, locations transportation is required, and the type of material being transported. | 1. | Questions and Answers | The government’s response on line item #69 was that they would NOT reimburse tolls on company owned (contractor) vehicles while delivering MSC material, but did not address reimbursing tolls for the rental vehicles. The rental vehicles will be billed back to the government as ODC, so tolls should be too. Sometimes, there is simply no way around paying a toll while delivering MSC material to various locations around Hampton Roads and this cost should be billable. Request the Government allow EZ Passes for rental vehicles be covered under the ODC CLIN. | ||
