Amendment 4
1. Since this is a small business set-aside procurement and PAI has already been awarded a contract, does the Government intend to reissue a pre-award notice required by FAR 15.503(a)(2) identifying the name and address of the apparent successful offeror if another firm is selected for award?
RESPONSE: All parts of FAR Part 15.503 will be followed.
2. The May 2 2018 Discussion Letter states that Amendment 3 is identified as Amendment 4 in www.fbo.gov. However we could not find an Amendment 4 mentioned on the FBO page and it in fact appears to be identified at www.fbo.gov correctly as Amendment 3. Please clarify the Discussion Letter statement.
RESPONSE: Amendment 3 is properly numbered as Amendment 3; the discussion letter was incorrect due to a numbering issue on the Government side of FBO that has since been corrected.
3. On the summary tab of the Price Proposal Spreadsheet, Rev 2 the total proposed price cells for the base period through option period 4 are all linked to cell C12 on the same summary tab. Recommend linking to the appropriate cell in each of the respective tabs. For example, the proposed price for the base period (cell b4 on the summary tab) should link to cell e12 from the base period tab.
RESPONSE: The Price Proposal Spreadsheet cells have been corrected and a revised Price Proposal Spreadsheet will be included with Amendment 4.
4. In the latest revised spreadsheet, the first column heading of CLIN 003 states “Labor Category.”
Recommend it be changed to “Ship Type” on all tabs.
RESPONSE: The Price Proposal Spreadsheet cells have been adjusted.
5. The CLIN 0003 Optional Inventories Quantity column in the base and option period tabs currently lists the quantity of the minimum number of ships to be inventoried in that period (i.e. duplicative of the level of effort required for CLIN 0002). This is very confusing, and we respectfully submit that to establish options for a la carte pricing by ship class this quantity should be changed to “1” each for CLIN X003 quantities across the Base Period and all Option Years. Or is it the Government’s intention to limit the quantity of optional ships to be inventoried – i.e. since there is currently a quantity of zero for the large ship inventory in CLIN 0003, does this mean that the Government is not soliciting a la carte pricing for the optional purchase of large ship inventories during the base period?
RESPONSE: As indicated in the solicitation, the Government does not intend to purchase large ship inventories during the base period.

6. Also the 52.212-4 Addendum (w) on page 69 of 96 of the RFP which is referenced in CLIN 0003 (the Option CLIN) confuses required shipboard inventories with optional inventories. Recommend deleting paragraph (3) and everything that follows from this addendum.
RESPONSE: Paragraph 3 of 52.212-4 Addendum (w) has been changed to clearly reflect the Price Proposal Spreadsheet CLIN X003 quantities. As reflected in changes contained in Amendment 0003 to paragraph 11.3 of the PWS, the base period requirement (CLIN 0002) is 3 ships (2 medium and 1 small). Base period (CLIN 0003) optional quantities have also been changed to reflect the same numbers (2 medium and 1 small) that can be exercised as detailed in 52.212-4 Addendum (w).

(w) From time to time, over the course of this contract, the Government may require additional shipboard inventories as described in the Performance Work Statement (PWS)(See paragraphs 3.8 and11.3). The Government has the unilateral right to exercise an additional shipboard inventory option if the following procedures are follows:
1) A notification is provided to the contractor 21 days prior to the start of the inventory,
2) A price is requested for estimated travel costs, and
3) It is within the 4 large ship inventories, 4 medium ship inventories, and 4 small ship optional inventories for the period of performance.
Additional optional inventories beyond the 12 optional inventories per year are within scope of the contract, but will be issued bilaterally.
Prices are established as follows: (To be filled in at time of contract award using awardee’s CLIN X003 pricing).
