The Navy successfully assigns Supply Corps Officers in the grade of O-5 and O-6 to run similar or larger operations world wide with much lesser requirements. Based on the RFP requirements, the vast majority of the Navy Supply Corps Officers are not qualified to run this program. USAJobs.Gov is the source for Government employment, similar positions for Department of the Navy open positions running similar operations do not require all of the minimum requirements in this RFP. Additionally, in almost every position posted on USAJobs.Gov the Government allows trade offs between education and experience and vice versa. Senior Navy Supply Corps Officers who successfully performed this managerial duty while on active serive with the highest Fitness Report are not qualified as the PM under this RFP. Will the Government consider properly aligning the positions to the Navy's corresponding active duty/reserve requirements to fill the position and the requirements set forth by the Department of the Navy in USAJobs.Gov? | The current requirement is less restrictive than previous solicitations. The resume is not drafted for a particular person but based on past experience is the minimum requirements that the government feel is necessary for a successful applicant. The government has reviewed past solicitations and there has been no shortage of personnel who have met past more stringent qualifications. The government agrees that Supply Corps officers are good candidates that meet or exceed the minimum requirements, however program management qualification and certification is internationally recognized as an ISO standard qualification and MSC is an ISO organization and continues to expand its ISO certifications. |

| FAR 52.212-1 Addendum | Request the Government delete the requirement for Letters of Intent for all key personnel except the PM. Unless the Government provides all bidders with a list of the incumbent personnel and contact information, Key Personnel who are currently on the contract and have institutional knowledge will not be offered contingent employment by anyone except the incumbent. It would be unethical and possibly illegal to make an employment offer, have a signed letter of intent from an individual then revoke it upon contract award to hire the incumbent work force. Leaving this requirement in the RFP will cause the Government to loose all institutional knowledge across the contract. This is a typical process amongst service contracts and a risk the Government accepts. This is also why we requested resumes for all key personnel as a mitigation factor. |

Since this is a Firm Fixed Price contract, in order to price this accurately the vendor needs to know the labor categories and location of existing employees on the existing contract.
