Questions and Answers for Frequently Asked Questions
1. Question: What is the lead time for information regarding the number of personnel for housing and transportation?
Answer: Anywhere from no notice to 2-3 weeks notice is provided.
2. Question: Will we be transporting a higher number of personnel than the lodging number of personnel?
Answer: No, only CIVMARS authorized to stay under contract are authorized to be transported under the contract. Some CIVMARS have POVs, and therefore not all CIVMARS who require lodging will require contracted transportation.
3. Question: Will all transportation time lines be the same? In other words, will the Saturday, Sunday and holiday transportation meet the same time schedule as the M-F need?
Answer: Normally, weekday transportation times remain the same. Occasionally, CIVMARS are released early, i.e. holiday, weather related, etc., and those times would be communicated via the POC to the contractor with as much notice as possible. Transportation Saturday, Sunday, and holidays to be determined, if required at all.
4. Question: Will you please provide a daily representation of the number of personnel requiring services for the latest 1 year period? According to the CLIN, transportation is to be priced by the day, not by the number of personnel to be transported. As you can imagine, it cost less to transport the daily average of 120 than the 250 estimated max. For this reason, we respectfully request that the transportation CLIN's be changed to somehow accommodate the fluctuating numbers or we need more information on the transportation needs please. Without a yearly transportation/lodging history by date and in accordance with the estimated number of lodging room nights, the math says over 5 buses at 48 each but your daily average is 120 which is 3 vehicles. If we figure 5 instead of 3 we are overcharging the government or pricing ourselves out of competition. Any additional information you can provide in regards to the transportation would be most helpful. – As of 1 November 2017, Daily numbers for the past year will not be provided. However, an average of hotel rooms used per month over the past year is provided:
Nov 2017 average 190 hotel rooms
Dec 2017 average 146 hotel rooms
Jan 2018 average 185 hotel rooms
Feb 2018 average 213 hotel rooms
Mar 2018 average 189 hotel rooms
Apr 2018 average 188 hotel rooms
May 2018 average 185 hotel rooms
Jun 2018 average 171 hotel rooms
Jul 2018 average 145 hotel rooms
Aug 2018 average 151 hotel rooms
Sep 2018 average 189 hotel rooms
Oct 2018 average 193 hotel rooms
5. Question: Can you please provide an estimate of the number Mariners that arrive on a daily basis that do not have advance reservations?
Answer: The answer to this question is unknown by MSC personnel, as there is no data collection
6. Question: What if say on a Friday we have a large group check out of the primary facility dropping the 51% to say 40% and we have no incoming CIVMAR's on Saturday and the #1 back-up ends up with say 55% of the total in-house group for that night or weekend, will we be in breach of contract knowing we can't move CIVMAR's from the #1 back up to the primary? - Answer: MSC understands that the scenario described could happen due to a large number of checkouts on a given day. As soon as the number at the primary hotel falls under 51%, all attempts to house new incoming CIVMARS at the primary hotel to increase to 51% or higher should be made.
7. Question: Can you please advise us how many days of the previous year your Command has consumed less than 150 rooms per evening?

8. Question: Can an offeror proposed more than two secondary hotels to fulfill this requirement?
Answer: Two secondary hotels is the minimum requirement as long as the primary hotel houses 51% of the CIVMARS.
9. If a secondary hotel has a sister property located next, would accessing their facilities for the washer and dryer be acceptable to meet the 3 washers/dryers requirement.
Answer: Each hotel (Primary and each overflow property) must meet the requirements set in the RFQ. There is no sharing of facilities.
10. Is there a way to bid on the transportation opportunity directly?
Answer: No. This is for both lodging and transportation.
11. Will you tell us if this is a new need or an existing one and if existing can you provide the current contract information such as the current contract holder, lodging locations and award amount please?
Answer: This is a new requirement. The prior contract holder information can only be obtained via FOIA request.
12. Will the past performance evaluation assess the past performance of the contractor’s subcontracted hotel that has previously contracted with MSC to provide lodging services?
Answer: The Government will consider the company itself, predecessor companies, key personnel who have relevant experience and subcontractors who will perform major or critical aspects of the requirement.
13. Can an Offeror submit more than 2 overflow hotels for this requirement?
Answer: Yes, but each overflow hotel property must meet the same requirements as the primary hotel.
14. What is the room night rate on the incumbent contract for these requirements?
Answer: This specific information cannot be provided. To provide more specific information, you will need to submit a FOIA Request.
