USNS GRASP (T-ARS 51)

REQUEST FOR SPECIFICATION CLARIFICATION

SPECIFICATION ITEM NO.: RFP Section F-1 and Work Item 0013

PARAGRAPH / SECTION NO: All

TITLE: Schedule

QUESTION:

We have a serious concerns regarding the 29 calendar day Period of Performance (PoP) for the USNS GRASP under RFP N32205-17-R-4402. Our initial scheduling data reveals the following:

To begin with, at least 7 days are ‘lost’ at the end of the avail due to the mandated milestone lead times contained in Work Item 0013 (Project Planning & Monitoring) para 7.1.7. This leaves a PoP of 22 days, of which one of those is the day of arrival.

NOTE: Some of this work affects habitability (excluding Galley & Mess areas) and this duration of non-production days increases to 9 days.

Work item 0104, Fan Room Renewals seems to require that the three fan rooms in question are to be gutted, the decks replaced, possibly some bulkhead/overhead/framing (the actual steel to be replaced is not stated nor is the exact location, making this even more difficult to plan).

QUESTION: Is the contractor to replace a quantity of 20 ft2 of steel in each fan room (as ¶7.1.5 states), or the entire deck (as ¶3.1 seems to imply)?

These compartments are to have new WTDs (with frames(?)) installed (¶7.1.4), then to be preserved top to bottom (¶7.1.7), reassembled, and new insulation installed (¶7.1.8) before closing out. Two of the fan room decks are in the overhead of the Galley; one is the overhead of the Crew’s Mess. Both of these compartments will required a significant effort to prepare for the work, and then recover afterwards. All of this in time to meet the ‘Galley and Mess Area Turnover’ date that is effectively 7 days prior to redelivery.

Even with working 2 shifts and overtime this structural work will require 29 days to accomplishand with the restrictions and unknowns as to interferences and locations moves the availabily to require at least 45 days to complete and meet all the designated milestone. We recommend you increase the availability to 45 days or find a time frame that will allow the ship to be in the shipyard for 45 days or de-scope the item.

ANSWER:

WI 0104: The estimated steel renewal for all three (3) fan rooms combined is 20 sq. ft. of BHD, overhead, deck and frame. Steel renewals were estimated due to the insulation covering the majority of BHD, framing and overhead. If it is determined that no steel renewal is required after insulation is removed, the estimated square footage of steel renewals will be descoped per RFP. Visual inspection of the Fan Room’s exposed steel on decks and BHDs indicates minimal steel replacement. There is some rust scaling that will be further inspected after surface prep. Information given in Section 3.1 is to provide an estimated size of each room utilizing deck square footage. The three (3) fan rooms are to have each WT door and frame replaced.

USNS GRASP MTA (RFP N32205-17-R-4402) POP is to remain at 29 calendar days.
