ATTACHMENT E

DESCRIPTION/SPECIFICATIONS/PERFORMANCE WORK STATEMENT (PWS)

E-1 Vessel Requirements

E-1.a. Vessel Characteristics.

E-1.a.i.Request one U.S. flagged, self-sustaining roll-on/roll-off (RO/RO) vessel: a ship with a bow thruster and twin screw propulsion; a single screw ship with stern thruster and bow thruster; or a twin screw propulsion tug and RO/RO barge. The term “vessel” shall apply to all three configurations. To the extent that a particular configuration has specific requirements, those will be addressed individually. All vessel types shall have a minimum of 1,400 shaft horse power.

E-1..ii. This vessel shall provide logistics support to the Navy’s Atlantic Undersea Test and Evaluation Center (AUTEC), located at Andros Island, Bahamas with service from its detachment located at Port Canaveral, Florida. The vessel must be manned sufficiently as to allow operation 24-hours per day, 7 days per week. Expected operational tempo for this service is one round-trip per week. For any and all vessel non-availabilities during this contract, whether for a scheduled yard period or in the event of any unscheduled maintenance or repair issues, a suitable replacement vessel shall be made available to cover the required normal vessel transportation schedule so that there is no loss of service. This replacement vessel shall satisfy all stated operational requirements. Vessel substitutions shall be approved by MSC prior to service.

E-1.a.iii. The vessel shall be capable of 8 knots when fully laden during moderate weather conditions (Sea-State 4) with an operational range of 1,000 nautical miles without re-fueling.

E-1.a.iv. Vessel shall be capable of unassisted berthing when fully laden during sustained winds up to 15 knots and gusts up to 20 knots. For underwater clearance of keel and hull, the vessel’s maximum laden draft shall be 12 feet. All docking and undocking assistance costs are for the owners account. There are no assist vessels located in the vicinity of the AUTEC facility. Due to dock length and channel composition for Andros Island, the AUTEC facility vessel cannot exceed 200 feet in length or 50 feet in beam. There may be additional port restriction not listed in this PWS.

E-1.a.v. Vessel freeboard shall not exceed 8 feet 6 inches, due to the height of the seawall and ramp located at the Andros Island facility.

E-1.a.vi. Vessel shall have a minimum of 5,000 square feet of clear, unobstructed, usable, and open deck space for cargo.

E-1.a.vii. Vessel shall have a minimum bulwark of 3 feet on the port and starboard sides and a minimum bulwark of 5 feet on the bow.

E-1.a.viii. Vessel shall be outfitted with adequate lighting to support cargo operations during the night.

E-1.b Ballasting Requirement: Under extreme loading or tidal conditions, ballasting and/or deballasting of vessel may be required. The vessel shall have ballasting capability and capability to both introduce and de-water water into appropriate voids or ballast tanks through either a fixed or portable pump system.

E-1.c Tug and Barge Tow Line Requirement: If the vessel being used for this service is a tug and barge, it shall have a minimum of 1,500 feet of 1” tow wire or 700 feet of 8” polypropylene line for towing. An emergency tow hawser line shall be rigged on the barge in the event tow line parts. If tow wire is utilized, a shock line is required. The barge shall be fitted with a two-point chain bridle to permit more controlled towing. Single-point bridles are not acceptable.

E-1.d Ramp Characteristics: The vessel shall have a self-deployable bow or stern ramp with a minimum width of 12 feet, a minimum length of 35 feet, and an unrestricted vertical clearance. The ramp’s incline shall not exceed 15 degrees, and it must have a working range capability of no less than 15 degrees above and below centerline (as viewed from the ramp hinges). The ramp shall have a safe working load of 60 long tons. The self-deploying ramp must not take more than ten minutes to deploy or secure. The ramp must have hinged ramp feet that aid in reducing height clearance problems for low-clearance vehicles. A side ramp is not allowed due to the dock configurations at the scheduled ports of call. Portable ramps requiring crane or forklift support are not acceptable.

E-1.e. Cargo Requirement: Vessel shall be capable of the safe carriage of a minimum of 500 tons (LT) of a mix of the following: bulk; break-bulk; or containerized cargo. The Contractor shall provide 50 suitable 20’ TEU Dry Sea Containers on individual operational chassis that are fully maintained and certified for sea transit. The Contractor shall provide three TEU containers certified in accordance with Container Safety Convention (CSC) and IMDG Specifications to carry up to HAZMAT Class 1.4 explosives. These three TEUs must be attached to chassis certified to Federal Highway Administration (FHWA) specifications for transportation on U.S. roads.

E-1.f. Lashing Requirement: The Government may direct removal of welded D-rings and pad eyes at no cost to the Government for safety of operations, if deemed they will endanger loading equipment or efficiency of operations. Operator shall provide necessary tie-down pad eyes on vessel. Pad eyes shall be installed to withstand a 9,000 lb pull. Any and all maintenance on pad eyes and related tie-down equipment shall be the sole responsibility of the Contractor with no cost to the Government. The MSC Representative will inspect pad eyes for compliance. Contractor shall be responsible for removal and reinstallation of D-rings and pad eyes.

Lashing gear shall be maintained and replaced by the Contractor when deemed no longer serviceable by an MSC representative or cargo agency. The following gear is required: one-hundred 20 ft. lengths of 1/2” galvanized chain with grab hooks on each end; two-hundred 20 ft. lengths of 3/8” inch galvanized chain with grab hooks on each end; twenty-five 1-1/2” shackles with screw pins; two-hundred 3/8” chain binders; and 40 container twist locks for stacking TEU containers. All lashings shall be patent lashings. Contractor shall provide, and maintain on the vessel, 20 heavy-duty canvas (or similar material) 20’x20’ tarpaulins.

E-1.g. Refrigerated Container Requirement: The Contractor shall supply and maintain in good order three operational 40’ refrigerated containers on the vessel for carriage of refrigerated cargo at all times. Temperatures for the refrigerated containers shall be maintained at the following to levels: chill from 38 to 42 degrees Fahrenheit and freeze from -20 to 0 degrees Fahrenheit. The Contractor shall monitor refrigerated containers at least every six hours and be able to make repairs while underway, if necessary. The Contractor shall have all refrigerated containers within the operating parameters upon arrival for loading each week. The Contractor shall maintain all the refrigerated containers in a sanitary, odor-free manner in accordance with applicable rules and regulations (see NAVSUP Publication 486 available at http://navybmr.com/study%20material%203/NAVSUP%20P-486.pdf. All refrigerated containers shall be subject to inspection by a Government representative. The Contractor shall keep all chill and freeze containers at optimum operating temperatures as the food product is being transported. Temperature recorders must show no loss of required temperatures for more than four successive hours. In the event any freeze or chill food losses occur while under the control of the carrier (using NAVSUP Publication 486/2016 ), the Contractor must be prepared to reimburse the Government for those losses via the Transportation Discrepancy Report (TDR).

E-1.h. Explosive and Hazardous Materials: Vessel must have capability to transport Explosive and Hazardous cargo up to HAZMAT Class 1.4. Vessel Contractor shall obtain an EPA permit for the carriage of Hazardous Waste, e.g., OTTO Fuel, PCB Oil Residue, etc. Vessel crew shall have HAZMAT training in accordance with USCG Code of Federal Regulations (CFR) requirements for hazardous label cargos.

E-1.i. Classified Materials/Security: In order to transport Classified Materials, Vessel must have at least one crew member with secret security clearance for signature service and to ensure proper handling of all Classified Materials during all transport. This crew member must obtain and maintain a secret security clearance per the National Agency Check and a secret clearance granted by Defense Industrial Security Clearance Office (DISCO) for the duration of this contract period. Storage of classified materials while onboard must be in accordance with DOD INST 5220.22M, SECNAV INST 5510.36. This shall be obtained no later than the first option period or the option period may not be exercised.

E-1.j. Port Canaveral Air Force Base and AUTEC Access: The ports of call include U.S. DoD installations. Access to any particular base is given by the base commander. A copy of Port Canaveral Air Force Base access procedures and restriction of personnel is included in attachment Q. Contractor shall read, acknowledge, and comply with base restrictions at all times and shall acknowledge that these restrictions are subject to change and beyond the control of MSC.

E-1.k Electronics/ Navigational/ Surveillance Equipment: Vessel shall be capable of all requirements at time of delivery. For AUTEC Site 1 Marine Operations and AUTEC Operations, Contractor shall maintain radio surveillance on VHF Channels 16 and 18A and HF Channel 2716 at all times. VHF communications between ship and AUTEC Operations shall be established and maintained immediately once vessel is within communication and hailing distance. Vessel shall be able to establish and maintain telephone communications between the Bahamas and stateside vessel operations. Vessel shall have on-board email capability and be able to provide the AUTEC Harbormaster, MSC, or other parties one positional update (via email) every 4 hours while vessel is underway.
