Instructions

Instructions
(Please note that the cells referenced below correspond to the Cost Type sheets. The Summary sheet is numbered slightly differently. )
Contractor:
1On Header Tab for each worksheet, insert the proposal number. The file name should be automatically populated.
2On Footer Tab for the worksheet, insert the firm's name after colon. Insert the RFP number after the colon, if it has not been filled-in.
3Worksheets should be prepared for the entire FIVE (5) YEAR ORDERING PERIOD. The Year 1 TAB is provided. The Offerors will be required to add Tabs for Years 2 through 5 for each subsequent year of the ordering period. The tabs should be labeled to match the Year (e.g. Year 1, Year 2, etc.). THE OFFEROR MUST ALSO PROVIDE A CUMULATIVE SUMMARY SHEET OF ALL YEARS (1-5) AND ADD THIS AS A SEPARATE TAB CALLED "SUMMARY".
4Every worksheet should have items 1 and 2 completed.
5The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait. DO NOT FORMAT FOR LEGAL SIZE PAPER.
6Within the work sheet any cell colored "blue" contains a formula that should not be edited.
7All dollar figures shall be carried out no further than two decimal places. Values with additional decimal places shall not be used within any calculations.
8In Cell B2, enter the period of performance calendar dates. (ex: 1 Jan 09 - 31 Dec 09). Enter the period of performance calendar dates for all option years in the corresponding cells for each period of performance. Type "SUMMARY" in the period of performance cell for that section of the spreadsheet.
9In column A, starting at row 5, the Government Labor Categories from the Historical Information should have been inserted. In column B, the Offeror can insert the title of the labor category it will be utilizing. If it is comparable to one of the Government Labor Categories, then it should appear opposite that category. However, if it is not comparable, utilize the "not comparable" row. The Offeror is not required to utilize the Government's labor categories. However, in evaluation, the Offeror's proposal will be compared to the Government Estimate in terms of hours and labor categories. This applies to the Prime Contractor's section and those sections for its subcontractors. If necessary, insert additional rows--but ensure integrity of formulas. Also, labor categories with more than one person providing service shall be listed multiple times for each person performing work. For example, if the offeror proposes four Senior Analysts, then the labor category Senior Analyst shall be listed four times along with their applicable rates and information.
10In column C, the Offeror should insert a "K" if the worker will be performing at the Contractor's facility or a "G" if it will be performing in Government spaces.
11In column D, for the contractor's own workforce, the field is colored "green" indicating no input. (This reflects that the contractor is proposing its own employees or contingency hires--it does not include any subcontractors.) No input is required by the Offeror in this column.
12In column E, for the individual subcontractor workforce, identify for the specific labor category individual whether they are full-time on this acquisition or part-time. Enter "F" for full-time or "P" for part-time.
13In column F, enter the name of the proposed individual for that position.
14In column G:
(a) enter the unburdened labor rate for each individual (e.g. rows 5-43)
(b) In Cell G45 the contractor should insert its fringe rate for full time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In Cell G46 the contractor should insert its fringe rate for part-time, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank. If no part-time employees are proposed this should also be left blank.
(d) In Cell G49, the contractor should insert its overhead rate for work performed at the contractor's facility.
(e) In Cell G50, the contractor should insert its overhead rate for work performed at the Client/Government's facility.
(f) In Cell G52, the contractor should insert its G&A rate being applied.
(g) In Cell G57, the contractor should insert the fixed fee rate applied to its cost.
15In column H:
(a) enter the hours associated with individual labor category for CLIN 0101 (e.g., rows 5-43).
(b) In Cell H45, the contractor should input the base its fringe rate for full time is being applied to, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(c) In Cell H46, the contractor should input the base its fringe rate for part time is being applied to, if it is not included in its overhead rate. If the fringe is included in the overhead rate, this cell should be left blank.
(d) In Cell H49, the contractor should insert the base its overhead rate is being applied to for work performed at the contractor's facility.
(e) In Cell H50, the contractor should insert the base its overhead rate is being applied to for work performed at the Client/Government's facility.
(f) In Cell H52, the contractor should insert the base its G&A rate is being applied to.
(g) In Cell H57, the contractor should insert the labor base its fixed fee rate is being applied to.
16Column H automatically calculated the total hours for all the CLINS.
17Column K is a summation of the costs.
18If there is not going to be any data entry in a row or group of rows, please just hide the rows. Do not delete. For example, if the contractor is only utilizing sixteen of the labor categories in rows 5-43, then the rows concerning the reamining nineteen categories would be hidden.
