6.0.c
Section 6.0.c states that “for aircraft operations to which 14 CFR Part 135 and 133 apply, aircraft shall have an FAA Standard Category airworthiness certificate.” Section 6.0.d references the use of former military aircraft under this contract. Since former military aircraft are operated as “Restricted Category” aircraft, an FAA Standard Category airworthiness requirement as set out in 6.0.c would exclude former military aircraft. Is it the Government’s intent that former military aircraft operated as Restricted Category aircraft are allowed for use under this contract, including for use in movement of passengers and internal cargo?
The incumbent flies an H-3 variant. The Government does not intend for the offeror to use a former military aircraft. The offeror may propose their recommended aircraft to fulfill the requirements of this contract.

9.0.c
Section 9.0.c states “Flight operations may be scheduled for any time, 24 hours a day, seven days a week. The typical schedule for conducting flight operations is Monday through Friday, dawn to dusk, (approximate times are from 0600 to 2000, PMRF Barking Sands local time). The Government shall give 12 hours advance notice (not to include emergent tasking) of a requirement for flying outside the typical operating time. The weekly schedule issued by the SO will identify when operations are required outside of the typical period or are of longer duration than 14 hours per day. Night sustainment flights (if required) shall be coordinated through the weekly scheduling conference.” To achieve a 24/7 level of readiness, the contractor will have to require air crews be scheduled for duty. This will require assignment of two flight crews to each aircraft to accommodate 24/7 availability. Is it the Government’s intention for the contractor to staff two (2) crews per one (1) aircraft to accommodate the 24/7 availability?
The offeror shall propose the required crews to support the minimum 2 aircraft requirement. The weekly schedule provided by the Government Scheduling Officer (SO) will identify operations Monday through Friday, dawn to dusk, (approximate times are from 0600 to 2000, PMRF Barking Sands local time). The Government SO will give at least 12 hours advance notice of a requirement for flying outside the typical operating time.
