1.0 INTRODUCTION
1.1 Naval Test Wing Atlantic (NTWL), an echelon four command of the Naval Air Systems Command (NAVAIR), is the cognizant authority on active test and evaluation (T&E) and a participant in all phases of the weapon system life cycle process for fixed and rotary wing aircraft. The primary source of assignment of test articles to NTWL and its test squadrons is by a major program office for the development, procurement and sustainment of Navy, Marine, or Joint Force use systems. However, other sources of assignment include Department of Defense (DoD) components, foreign national defense and commercial entities, non-DoD US Government agencies engaged in flight operations, and commercial aviation flight activities. The scope and complexity of these test articles are not limited to full scale air vehicle systems. NTWL provides full system spectrum test capability from complete aircraft to sub-system components, as well as expendable weapon, sensor, and deception articles and flight worthy software designed to operate and configure the system and its components.
1.2 Research Development Test and Evaluation (RDT&E) operations bear risk in every aspect when considering the objectives of a development program where cost and schedule demands may supersede those of performance; however, safe and efficient flight operation is the highest priority at this command. NTWL is the resource manager charged with reducing the risks associated with flight and ground operations.

AVIATION PROGRAM TEAM (APT). Responsible for performing the FAR SubPart 42.302(a) (56) CAS mission. APTs consist of the Government Flight Representative (GFR) and alternates, Government Ground Representatives (GGR), Contract Safety Specialist/Contract Safety Manager (CSS/CSM) and where appropriate, the Government Quality Assurance Representative/Specialist (GQAR/QAS).
BENCH CHECK. A workshop inspection to determine the condition, completeness, or working order of an end item or component.
CALIBRATION. A comparison between two instruments, one of which is a standard of known accuracy, to detect, correlate or adjust any variation in the accuracy of the instrument being compared.
CAD/PAD. Explosive Cartridge Actuated Devices / Propulsion Actuated Devices. Contractor must comply with the applicable requirements of DOD Manual 4146.26M, COMNAVAIRFORINST 8023.3 series, and NAVSEA OP6.
COLLATERAL DUTY INSPECTOR (CDI). CDIs are Contractor personnel, assigned from within the Aircraft Maintenance Department, who have been given a secondary or collateral duty assignment to inspect the work accomplishments of other personnel within the Contractor assigned production sections.
COLLATERAL DUTY QUALITY ASSURANCE REPRESENTATIVE (CDQAR). CDQARs function in the same capacity as QARs and must meet the same minimum qualification requirements as their QA division counterparts. CDQARs are assigned to work centers or production divisions because of temporary shortages of skills.
CONTRACTOR ACQUIRED PROPERTY (CAP). Property procured or otherwise provided by the Contractor in the performance of a contract, title to which is vested in the Government. The CAP must be incident to support of a Contract Line Item Number (CLIN) subject to the approval of the COR. Office equipment and supplies are not authorized unless they are specifically stated as CAP requirements in individual line items.
CONTRACTOR ACQUIRED SERVICES (CAS). Non-tangibles or in some cases, subcontracts constitute CAS and include such things as short term truck rental charges, repairs, overhauls, telephone services, small service contracts for office equipment, overnight delivery service charges, training or physicals. The CAS must be incidental in support of a Contract Line Item Number (CLIN) and is subject to the approval of the COR.
CONTRACTOR FURNISHED PROPERTY (CFP). All property authorized to be used by the Contractor in the performance of a contract other than Government Furnished Property (GFP) and CAP.
DEPOT LEVEL MAINTENANCE (DLM). Maintenance which is performed by designated maintenance activities on material requiring major rework or a complete rebuild of parts, assemblies, subassemblies, and end items, including the manufacture, modification, testing and reclamation of parts as required. Limited Depot Level Maintenance is authorized at NTWL squadrons provided skilled artisans and required tools are available and permission received from the cognizant authority.
DIRECT LABOR (AKA Touch Labor) Maintenance man-hours directly related to aircraft inspection, troubleshooting and repairing aircraft discrepancies i.e., on-equipment repairs less ALSS items of aviator equipment.
END ITEM. The specific aircraft or item of equipment for which this work specification is written.
EXAMINATION. Determines the conformance of an end item or component to specified requirements by simple physical (i.e., visual, auditory, tactile, or other means) manipulation, gauging, or measurement without the use of special laboratory appliances or procedures.
GOVERNMENT PROPERTY (GP). All property owned by the Government, or acquired by the Government, under the terms of a contract. GP includes both GFP and CAP.
GOVERNMENT FLIGHT REPRESENTATIVE (GFR). That military officer or Government civilian in aviation service to whom an approving authority has delegated responsibility for approval of Contractor's Aircraft Ground and Flight Operations Procedures, flight crewmembers and or flights.
GOVERNMENT GROUND REPRESENTATIVE (GGR) / QUALITY ASSURANCE REPRESENTATIVE (QAR). An active duty military / Government civil servant individuals that has completed Defense Contract Management Agency (DCMA) / Defense Acquisition University (DAU) training requirements. GGR’s and QARs are designated in writing by the Squadron Commander. GGR’s and QAR’s exercise surveillance on the work accomplished by the Contractor to ensure all tasks are completed in accordance with applicable directives.
INSPECTION. The examination and testing of an end item or component to determine whether it conforms to specified requirements.
INTERMEDIATE LEVEL MAINTENANCE. That maintenance which is the responsibility of and is performed by designated maintenance activities for direct support of the using organization. Its phases normally consist of calibration, repair, or replacement of damaged or unserviceable parts, components, or assemblies; the emergency manufacture of non-available parts; and provision of technical assistance to using activities. Intermediate maintenance is authorized at NTWL squadrons provided the skilled artisans and required tools are available and permission received from the cognizant authority.
INVESTMENT ITEMS. These are non-consumable items with an Expendability-Recovery-Reparability Category. The Contractor shall notify the Contracting Officer via the COR upon loss, destruction of, or damage to Government property provided under this contract, with the exception of low value property.
LOW-VALUE PROPERTY. Property that has negligible monetary value if the property was lost, damaged or destroyed.
MODIFICATION. The physical alteration of an end item or component to change its designed capability or characteristics.
OPERATIONAL CHECK. A functional test of an end item or component in its installed environment to assure installation and operation in accordance with specified requirements.
ORGANIZATIONAL LEVEL MAINTENANCE. The type of work performed by the operating unit on a day-to-day basis in support of its own operations. Maintenance performed at this level includes minor adjustments in preparation for flight, scheduled and conditional inspections of aircraft and equipment, and associated tests, repairs, and adjustments, which do not require intermediate or depot level shop facilities.
OVERHAUL. Clean, inspect, test, and repair to the extent necessary to restore an end item to a "like new" or "zero time" condition.
REPAIR. Clean, inspect, test, and accomplish only those operations necessary to restore the end item or component to a serviceable condition.
SEATS/ICAPS. Survival Equipment Asset Tracking System and Increased Capabilities Program System is a database management system that stores, processes, and retrieves survival equipment data. The Contractor shall manage the program by adding, modifying, deleting, etc., data via the computer. The Government will provide the software necessary to track this information, instruction manuals for the software, and any additional hands on training in the use of the software.
SERVICEABLE. The condition of an end item or component, new or used, suitable for issue, and use as originally intended.
SHARED SERVICES. Maintenance man-hours expended in support of direct maintenance e.g., material/supply support, maintenance control, Quality Assurance, IMRL management aircraft washing, corrosion control, maintenance administration and aviation life support system, and Support Equipment maintenance.
TESTING. Determining the performance or conformance of an end item or component to specified requirements by use of complex technical equipment applying scientific principles and procedures.
UNSERVICEABLE. (Repairable) The condition of an end item or component unfit for use, but which can be restored to a serviceable condition after repair, modification, or overhaul.
3.0 SCOPE
3.1 The majority of work performance specified in this Performance Based Statement of Work (PBSOW) will be accomplished at NTWL, Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, and Webster Outlying Field, Saint Inigoes, Maryland except for occasional off-site maintenance for non-mission capable aircraft. Additional alternate work sites include (but are not limited to) United States Naval Vessels in support of projects (detachments) or unscheduled en-route maintenance as authorized by the Contracting Officer's Representative (COR).
3.2 This PBSOW establishes the requirements for the Organizational Level aircraft maintenance and logistics support on aircraft and Support Equipment (SE) for which Naval Test Wing Atlantic (NTWL) has maintenance responsibility to include assigned aircraft (rotary, fixed, lighter-than-air, unmanned), aircraft on-site for project testing, transient aircraft, FMS aircraft, loaner aircraft, training aircraft, leased aircraft, aircraft located at, but not assigned to USNTPS, which conduct Qualitative Evaluations and other curriculum and civilian aircraft tested at NAWCAD. Additionally, labor and services are required to perform supportability/safety studies on various NTWL aircraft and weapon systems, and off-site aircraft safety/spill containment patrols and aircraft recovery services. Limited Aircrew services are also required as pilots (e.g. a single functional check flight pilot defined in section 6.1.13) and air crew (as defined in sections 6.1.13.4-6.1.13.6). NTWL consists of four squadrons: Air Test and Evaluation Squadron TWO ZERO (VX-20), Air Test and Evaluation Squadron TWO ONE (HX-21), Air Test and Evaluation Squadron TWO THREE (VX-23), and the United States Naval Test Pilot School (USNTPS).
3.3 The Contractor shall comply with the Service Contract Act. The majority of contracted labor is covered by a Collective Bargaining Agreement (CBA) and Department of Labor (DoL) Area Wage Determinations (Attachments J-14 and J-15).
3.4 All aircraft maintenance and administrative tasks are to be performed per applicable Navy, Army, and Air Force technical manuals, directives, Federal Aviation Administrative and commercial manuals. Flight Operating Procedures and Ground Operating Procedures (GOPs) shall be written to cover the requirements in NAVAIRINST 3710.1G. Contractor shall submit Flight Operating Procedures and GOPs to the Government Flight Representative (GFR) for review and approval prior to the first maintenance evolution (CDRL A001). Once signed, the procedures will be re-submitted annually as per NAVAIRINST 3710.1G requirements. Contractor’s local work packages are for complex, repetitive tasks such as engine changes. Contractor’s quality control inspection procedures shall provide a clear audit trail for all work accomplished.
3.5 Maintenance Support Services. The Contractor shall perform maintenance support services as described in paragraph 7.0. These services are inclusive of the normal workday.
3.6 Support Concept - The aircraft support primarily consists of maintenance at the Organizational (O) level; however Intermediate (I), and Limited Depot (D) level maintenance may be performed, provided skilled artisans and required tools are available and authorization is received from the cognizant authority. The Contractor shall be responsible for providing total maintenance, logistic, and technical support, for squadron/activity aircraft, and associated equipment, in order to meet the Daily Flight Schedule (DFS).
3.6.1 USNTPS and VX-20 Only Limited Intermediate maintenance support for the T-6 aircraft is received from the Naval Air Station (NAS) Patuxent River (PAX) Fleet Readiness Center (FRC). PAX FRC shall provide Intermediate maintenance for the T-6 battery, tire & wheel buildup, ejection seat pan and survival kit. Parachute support shall be provided by NAS Pensacola FRC. This effort shall comply with maintenance and inspection requirements resulting from routine operations of the aircraft and any special inspection programs (i.e. Engine Structural Integrity Program (ENSIP), Aircraft Structural Integrity Program (ASIP), etc.).
3.6.2 The Program Offices will determine when maintenance procedures require modification from the basic manuals and will issue Navy approved Maintenance Engineering Directives (MEDs), Interim Operational Supplements (IOSs), or Technical Directives (TDs) to incorporate the specific requirement.
3.6.2.1 The Navy reserves the right to deviate from criteria established by the approved technical service maintenance procedures. The MO/DMO will notify the Contractor, in writing, of deviations to the approved maintenance requirements. At times (e.g., to gain efficiencies), the Contractor may need to deviate from approved technical service maintenance procedures. The Contractor shall request such deviations through the MO/DMO and WING MO with approval by the COR.
3.6.2.2 In instances when “preliminary procedures” must be utilized, the preliminary procedures shall be reviewed and approved by the Naval Test Wing Atlantic Ordnance Officer per NAVTESTWINGLANTINST 8020.1 (e.g. procedures such as Government ground and flight test plans involving carriage or employment of air launched stores or ordnance systems that are under test).
3.7 The Contractor shall establish and maintain contact with military, civilian and/or other Contractor personnel as needed to solve technical or logistics issues. Maintenance Control shall communicate directly with squadron Operations for flight schedule preparation and execution.

The above stated hours are general operating hours for all squadrons at NTWL. The Government reserves the right to adjust days/hours of operation to meet the needs of test programs. All changes will be provided by the squadron MO/DMO or COR. When the need for Weekend/Holiday flight and maintenance operations arises, notice will be given by the squadron/activity Maintenance Officer or his designated representative to the Contractor.
3.9 Overtime (OT) Procedures - The Contractor shall not work any overtime without approval by the squadron MO/DMO and COR. The Contractor shall provide an estimate of number of OT hours required for the OT effort to the MO.
3.10 Weather/Safety Checks Procedures - The Contractor shall comply with squadron destructive weather procedures IAW aircraft maintenance manuals and local instructions. The Contractor is directly responsible to the cognizant squadron Destructive Weather Officer in all cases of bad weather. The Contractor shall ensure aircraft are secure 24 hours a day, by accomplishing specific tasks (including but not limited to, preparing for inclement weather, tie-down of aircraft, safe recovery and tie down of returning aircraft, and stoppage of hazardous fuel and oil leaks). After the Contractor's normal working hours APT or Squadron Watch stander performs security checks. If the Contractor is required to perform work on weekends, those personnel shall ensure the aircraft are secured or stowed in the hangar.
3.10 Uniforms - The Contractor employees shall be attired in neat, clean working uniforms (shirt and trousers with matching belts) displaying the name of the company and the name of the employee. Professional/administrative personnel shall be attired in business casual.
3.11 Housekeeping - Contractor shall clean/housekeep assigned spaces daily at the end of each scheduled shift. Trash will be emptied from each work center at the end of each shift. Break rooms will be cleaned by the users on a rotating basis determined by the Contractor. Contractor shall ensure aircraft ramp and aircraft parking areas adjacent to hangars, and hangar decks are kept clean and FOD free. Compressed air can be used to clean difficult to reach areas only when protective equipment is worn and the air pressure is less than 30 PSI. Ref: General Industry Standard 29 CFR 1910. 4.0 APPLICABLE DOCUMENTS, INSTRUCTIONS AND NOTICES
4.1 All maintenance performed by the Contractor shall be accomplished in accordance with applicable publications, technical directives, instructions, standards, and procedures contained in pertinent manuals using blueprints, drawings or schematics. All applicable technical manuals, forms, publications, bulletins, directives, specifications, standards, and field procedures guides shall be used and will be provided by the Government. When a maintenance or technical publication provided by the Government via the Central Technical Publications Library (CTPL) is subsequently revised, supplemented, replaced, or rescinded, the Contractor shall be required to comply. Conflict between this and any applicable document shall be referred to the NTWL MO and COR for resolution.
4.2 The Contractor shall be bound by the operating procedures contained in the combined regulation/instruction entitled “Contractor’s Flight and Ground Operations” (NAVAIRINST 3710.1G) in effect on the date of the contract award. The Contractor should use CNAFINST 4790.2B CH-1 to build their Ground Operating Procedures (GOP); however, if commercial best practices or company procedures are submitted in lieu of CNAFINST 4790.2B CH-1 standards, the GFR is authorized to accept these standards if he/she deems them safe and effective to carry out a given aviation maintenance program. In all cases, the GFR must approve the procedures to be accepted by the Government. Many CNAFINST 4790.2B CH-1 programs cross pollinate into other programs; therefore, it is the Contractor’s responsibility to detail how their Ground Operating Procedures will seamlessly work together with CNAFINST 4790.2B CH-1 programs.
4.3 The following are specific maintenance programs or procedures that shall follow the CNAFINST 4790.2B CH-1 due to the tools used to manage these programs/processes. Maintenance Control, Phase Maintenance, Technical Directives (TDs), SE Training and Licensing, SE Misuse and Abuse, AMMRL, SE PMS, NAMDRP, Logs and Records /Aeronautical Equipment Service Records (AESRs), X Ray reporting, Egress Systems Checkout, Data Analysis, CTPL, METCAL, Fuel Surveillance/Sampling, ALSS, ABO, and Acceptance and Transfer of Aircraft/SE. The Contractor may choose to reduce the number of OJT training events or other redundant elements to reduce time and cost. NOTE: The CTPL school requirement for the Aeronautical Technical Publications Management Course (C-555-0007 and subsequent course numbers), is encouraged for new hires, but not required if a robust CTPL training/OJT program is in place. All other aviation ground programs must have an approved GOP as per the requirements of NAVAIRINST 3710.1G. In all cases, the Contractor is responsible for writing, implementing and enforcing their GOPs. The Contractor shall provide each employee with comprehensive initial indoctrination training sufficient to enable him/her to perform authorized ground operations in a safe and effective manner. All ground personnel performing ground operations shall be qualified for the procedures they are required to perform (utilize GOP training matrix located in the NAVAIRINST 3710.1G). All personnel performing maintenance, removal, installation, operational checkout of egress seats/components must be system certified formally through a Service school or by an equivalent Original Equipment Manufacturer (OEM).

5.0 APPLICABLE SYSTEMS
5.1 This PBSOW is applicable to any Type/Model/Series (T/M/S) aircraft, air vehicle system, sub-system, component, Test Article, and Support Equipment for which NTWL has maintenance responsibility.
6.0 TECHNICAL/PERFORMANCE REQUIREMENTS
The requirement of this contract delineates between maintenance functions as Shared Maintenance Services and Direct Maintenance Services
Shared Maintenance Services (AKA In-Direct Labor) are support functions not specific to one T/M/S aircraft. These are services such as Tool Room support, Technical Library support, Corrosion Control, etc. Personnel assigned to Shared Maintenance functions shall also participate in Maintenance Support Services delineated in paragraph 7.0
Direct Maintenance Services (AKA Direct Labor) are maintenance services in direct support of a specific T/M/S aircraft. This includes Scheduled Maintenance and Unscheduled Maintenance. Personnel assigned to Shared Maintenance functions shall also participate in Maintenance Support Services delineated in paragraph 7.0
· Scheduled maintenance includes all inspections that are performed at a set interval which can be flight hours, days, weeks etc.
· Unscheduled maintenance includes all unplanned maintenance.
6.1 SHARED SERVICES MAINTENANCE: SHARED SERVICES (FFP CLINS X001-X006)
6.1.1 Naval Test Wing Atlantic Staff
6.1.1.1 Support Naval Aviation Logistics Command Management Information System (NALCOMIS). The Contractor shall serve as Naval Test Wing Atlantic Systems Support for the Optimized Intermediate Maintenance Activity (OIMA) NALCOMIS, Optimized Organizational Maintenance Activity (OOMA) NALCOMIS, and RSUPPLY systems. In addition, the Contractor shall operate, provide user support and schedule batch job processes. The Contractor shall post a Not Mission Capable Supply (NMCS)/ Partial Mission Capable Supply (PMCS) report to the designated web site daily.
6.1.1.2 The Contractor shall provide the following expediter services solely in support of VX-23, VX-20, HX-21, USNTPS, and NAVTESTWINGLANT Staff. All expediting functions shall be IAW established procedures and directives.
· Validate NMCS/PMCS status daily through the Fleet & Industrial Supply Center “ONE TOUCH” Program.
· Conduct validation of outstanding NMCS/PMCS requirements with each unit daily.
· Ensure up to date status is maintained and corrections to status reports and maintenance reports are processed expeditiously.
· Coordinate with Technical Research to ensure manufacturer Part Numbers (PNs) are converted to National Stock Numbers (NSNs), and validate assigned SM&R code for non-stock numbered material to determine proper procurement source.
· Maintain liaison with each squadron and wing, advising them on supply operations as they relate to readiness.
· Liaise with Inventory Managers, Inventory Control Points, Depot's, Field Representatives, ACCs, TYCOMS, and other units to obtain data for use in providing optimum supply support and reduced supply related downtime. Provide a weekly report to each squadron MO/DMO NLT COB Monday of each week to include updated notes on each NMCS/PMCS requisition. If Monday is a non-duty day, by COB the next business day.
· Ensure AUTOMATIC response for every NMCS/PMCS part with any delayed status (BB/BD):
a) Provide Item Manager/Asset manager Notes for each NMC/PMC repairable document reflecting "BB/BD" status.
b) When no parts are available for issue in supply (BB/BD/BZ), provide Pool/location inventory information (How many? Where are they located? ) When Lateral Support opportunities exist, submit the request ASAP after receiving BB/BD status
c) For NMC/PMC consumables, when "No Stock is Available," provide amplifying information (e.g. contract # with EDD).
· Submit daily NMCS/PMCS by BUNO using Attachment J-18 (AMSRR format spreadsheet) to the respective Squadron Maintenance Officer with required information in the "remarks section" Monday thru Friday no later than 0830.
· Make arrangements for receipt of high priority material and arrange for direct turnover to squadron personnel (material received from outside Navy supply system, Naval Air Depot (NADEP), and/or cross-issue from another activity).
· Act as liaison between customer, supplying activity, and host activity in coordinating delivery of material to the required pickup point.
· Perform material requisition tracer actions as required.
· Attend Supply Meetings and forward information to NTWL MO.
6.1.2 Naval Logistics Command Management Information System (NALCOMIS) Systems Administrator Optimized Organizational Maintenance Activity (OOMA)
6.1.2.1 The Contractor shall operate and utilize NALCOMIS OOMA for Fleet representative aircraft that have established baselines. NALCOMIS OOMA is a real time on-line computer based maintenance information system that requires the Contractor’s maintenance personnel to record all flight information, maintenance actions, and aircraft status. The Contractor shall use the “In Process” function of OOMA, IAW CNAFINST 4790.2B CH-1. The Government will provide NALCOMIS OOMA including all hardware, software, upgrades and 24 hours a day, seven days a week technical assistance via website and telephone.
6.1.2.2 Other Management Information Systems – The Contractor shall provide a networked maintenance management information system for aircraft that are not covered by OOMA. The management information system shall be NMCI compatible, web-based, and used to track all maintenance activity, high-time items, tool control, quality assurance, material requisitioning, 3M data, recurring inspections and documentation for releasing aircraft safe-for-flight. The Government shall have full access to all modules and data files in real time.
6.1.2.3 Automated Data Processing Equipment (ADPE) - The Contractor shall comply with all computer system and ADPE accountability and security procedures required by the Government, including appointment of an ADPE Custodian for Government furnished ADPE. Additionally, the Contractor shall conduct inventories as changes occur, and support periodic inspections by base officials. The Contractor shall not attempt to repair Government furnished ADPE. The Contractor ADPE Custodian shall notify the appropriate Government representative when ADPE needs repair.
6.1.3 Maintenance Control
6.1.3.1 Maintenance Control – The Contractor shall run maintenance control and be responsible for the overall day to day performance of maintenance by the Contractor and be established in accordance with CNAFINST 4790.2B, CH-1. The Contractor’s work effort shall be directed from Maintenance Control and shall be the single point of contact for the MO/DMO to receive updates and information on daily events. Maintenance Control shall immediately notify the MO/DMO of any significant event involving safety, aircraft status changes, and cancelled flights due to maintenance.
6.1.3.1.1 Flight Packets - The Contractor shall maintain flight packets, to include issuing them to pilots making extended flights. These flight packets shall contain instructions to assist pilots of aircraft involved in extended flights in obtaining material or services that may be necessary for the continuation of a flight. Flight packets shall be inventoried before and after each extended flight, and at least weekly, and shall be managed per CNAFINST 4790.2B CH-1.
6.1.3.1.2 Maintenance Control shall be in compliance with CNAFINST 4790.2B CH-1. However, Maintenance Control personnel or personnel authorized to certify aircraft Safe for Flight are not required to complete the Naval Aviation Maintenance Control Management course (Course C-555-0053 or subsequent courses) if the Contractor chooses to install a robust company training syllabus, approved by GFR. The training syllabus shall include: qualification, certification, required reading, On the Job Training (OJT), (to include passing a closed book exam) to meet the requirements of the CNAFINST 4790.2B, CH-1, Ch. 11, par. 11.3.2.2 and NAVAIRINST 3710.1G.
6.1.3.2 Flight Documents - The Contractor shall perform up line reporting when notified by the squadron Operations Department IAW CNAFINST 4790.2B CH-1 series and System Administrator Manual. The Contractor shall coordinate corrective actions between Data Services Facility and squadron Operations Department. All other duties relating to flight documents will be handled by the squadron Operations Department.
6.1.3.3 Long Term Down (LTD) Aircraft - An LTD aircraft is defined as an asset that has been in a non-flyable status due to placement in an Awaiting Parts and/or Awaiting Maintenance status for 60 days or more. To maximize utilization of all assigned assets, the Contractor shall closely monitor aircraft that approach a non-flyable status of 60 days. The Contractor shall include updated status on the daily aircraft status report, to include estimated repair time. The Contractor’s Maintenance Manager shall coordinate with the squadron’s Maintenance Officer to ensure the preservation requirements of aircraft IAW NA 01-1A-509 are met (Note: The Contractor shall refer to the NA 01-1A-509 for specific preservation guidance and applicable Maintenance Requirement Card (MRCs).
6.1.3.4 Proposed Schedule – The Contractor shall provide Monthly Maintenance Plans (MMPs) detailing scheduled maintenance on aircraft and support equipment to be supported by the Contractor. MMPs are the authorized means to assign the Contractor’s collateral duties, program managers and assistant program managers within the squadron. The MMP shall be distributed by the 25th of the month prior to the month to which it applies, for example, the MMP for April shall be published by the 25th of March. The supporting I-level organization shall be in the distribution. The Contractor shall update the MMPs as needed to meet changing workload requirements determined at Navy scheduled maintenance conferences between the squadron maintenance officers and the Contractor.
6.1.3.5 Corrosion Control and Painting - The Contractor shall prepare surfaces and apply paint, local command markings, high visibility paint scheme touch-up, and painting necessary to accomplish the approved corrosion control plan. The Contractor shall comply with Navy Safety requirements (e.g. during cleaning, paint removal, priming and painting) to prevent injury to personnel and damage to Government equipment. This includes grounding, using correct cleaning solvents, protecting open lines and materials, wearing protective clothing and working in approved areas. The Contractor shall comply with the following: Workers shall have not more than one day supply of paint on the job and not more than one week supply in the designated storage area. Prior to securing the paint locker, the Contractor shall ensure all painting equipment is cleaned and properly stored.
6.1.4 Aviation Life Support Systems (ALSS) Maintenance.
6.1.4.1 Aviation Life Support Systems (ALSS) consist of those items of equipment and clothing needed to allow aircrew members and aircraft passengers to: (1) function within all parameters of the flight environment, (2) safely egress from disabled aircraft, and (3) survive on land and water while awaiting rescue. The Contractor shall:
· Order, repair, maintain, assemble, inspect issue, adjust, fit, service, remove, modify, install, and replace aviators’ personal protective equipment (e.g. first aid kits, helmets, oxygen masks, Life Preserver Unit (LPU), survival vest and/or torso harness, G-suite, flight suits, gloves and jackets).
· Perform maintenance on protective and survival equipment IAW NA-13-1-6 series or approved technical order manuals.
· Establish/maintain an ALSS pool for issue to student aviators/engineers/others authorized prior to each flight.
· Perform required scheduled maintenance and minor corrective repair actions on survival radios and Seat Survival Kits (SSKs) and shall transport them to/from FRC for in-depth repair and scheduled I level maintenance.
· USNTPS and VX-20 only. Requisition T-6 aircraft life support equipment (e.g. parachutes and seat pans), through the COMBS contract. Parachute repacking will be coordinated through the Government for work to be done at NAS Pensacola. The Contractor shall prepare all documentation, and perform packaging/shipping/receiving.
