Questions and Answers in regards to

Range Clearing Sources Sought - N00421-12-R-0048

Question 1: To be able to respond more fully, it is imperative to know the number of minimum or guaranteed flight hours that will be used in the renewal contract. If that is unknown at present, then what were the average annual number of flight hours flown under the current contract.

Government Response: The government anticipates that the minimum guaranteed flight hours for this requirement will be one (1) mission for the total contract period of performance, five (5) years. The average annual number of flight hours flown under the current contract is 225.

Question 2: Please look into or consider the following information.

A. Section 3.2 of the RFI provides for radar detection "at aircraft altitudes 8,000 ft. AGL."

Since the radar surveillance spec. is at 8,000 feet, there is no need for the 450Kts or

45,000 feet in 3.1.1. This additional spec. drives the competition to a single source. To remove this spec. would allow for added competition.

B. To maximize cost savings to the U.S. Government you might want to consider this additional input. Under section 1.0 INTRODUCTION the area of operations states PMRF

(OCONUS) and Naval Base Ventura County ranges (CONUS). If you divided the contract into 2 portions, OCONUS and CONUS this will also allow for greater competition, two tier pricing, and the potential for two companies to receive an award allowing concurrent operations on both ranges.

I have attached the BAMS detection chart showing that detection at 10,000 ft. is more effective than detection at 30,000 and 60,000ft.

Government Response:

A. The government requirement has been revised. Please see Revision 1 of the Draft

Performance Based Statement of Work (PBSOW) attached to the subject sources sought for further information.

B. At this time no changes to the anticipated contract structure have been made.
