STATEMENT OF WORK

OUTSIDE THE CONTINENTAL UNITED STATES (OCONUS) TRAVEL SUPPORT

STATEMENT OF WORK

1.0 BACKGROUND

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) provides science, technology, engineering and systems integration leadership and innovation to ensure a superior warfighting capability. The NSWCDD works closely with the warfighter to understand operational challenges and requirements and provides technology innovations and prototypes to develop capabilities with private and industrial partners resulting in delivery of effective, affordable and timely warfighting capabilities for the fleet. This mission requires Temporary Duty (TDY) travelers on special assignment to travel to various regions across the world.

NSWCDD requires integrated security and health solutions that include comprehensive traveler information, medical, security and on-line services for its personnel while on TDY outside the United States.

1.2 OBJECTIVE

The objective of this procurement is to seek international Government comprehensive traveler information, medical, security and evacuation support services that require very little maintenance on behalf of NSWCDD staff, and which are managed such that there are few administrative barriers related to enrollment, verification of eligibility for services, and action initiated and followed through on emergency mitigation, response and resolution.

2.0 APPLICABLE DOCUMENTS

2.7 FEDERAL, STATE, LOCAL and FOREIGN REQUIREMENTS (SEE SECTION 4.0)

3.0 REQUIREMENTS

The Contractor shall provide comprehensive traveler information, medical, security, and evacuation support services for all NSWCDD Government employees that includes TDY assignment outside the United States (outside the 50 states). All services that incur additional charges must be approved by the NSWCDD Authorized Personnel, as defined in Section 7.5.

Emergency Support and Evacuation services shall include comprehensive medical and security emergency assistance, including medical and political evacuation services as necessary. These services also include real-time information resources and alerts available prior to and during a trip through mobile and web-based applications to support the health and safety for NSWCDD employees while traveling internationally.

3.1 KICK-OFF MEETING

The Contractor shall facilitate a Government/Contractor Kickoff Meeting to establish Government/Contractor interfaces within 15 days after contract award, or as mutually agreed to by the Government and the Contractor. The anticipated meeting objectives shall include a face-to-face meeting between key personnel, team introduction, general program discussions, as well as more specific information in regards to the supported programs.

3.1.1 The Contractor shall provide each Contractor employee in attendance with the personal protective equipment required to do their job safely and in compliance with all applicable regulations.

3.1.2 All Contractor personnel shall maintain social distancing and wear a facemask at all times while onsite at the NSWCDD base until notified otherwise by the government.

3.2 TRAVELER INFORMATIONAL SUPPORT

The Contractor shall provide the following:

3.2.1 Compilation and electronic distribution of multiple sources of reliable information relevant to safety, security and health while traveling internationally. Multiple media approaches to include mobile applications, website, email and telephone for exchanging and disseminating information that has been thoroughly vetted for accuracy of information.

3.2.2 Website and mobile application site that includes real-time information and alerts related to security and medical concerns for travelers that can be accessed by Government employee traveling to ensure preparedness before and during travel.

3.2.3 Customized web pages and links that allow for the consolidation of information and increased efficiency to consolidate NSWCDD Traveler information for ease of access and management.

3.2.4 Telephone, mobile application and web-based database containing pertinent information readily available to the traveler (contact information for Embassies, hospitals, health care facilities, emergency numbers, etc.).

3.2.5 Command Centers and staff available 24/7 to manage round-the-clock inquiries from Government employee traveling in all time zones

3.2.6 Travel tracking application for command to mitigate risk and enhance visibility of traveler overseas; activated and managed by NSWCDD as necessary.

3.2.7 Communication Assistance – 24/7 access to a crisis center or incident command center and case manager in the event of a security related concern - disasters (natural, political, etc.).

3.2.8 Training for users and administrators for use of websites, mobile applications and support personnel at call centers.

3.2.9 If a Traveler loses important documentation, the Contractor shall provide advice support (i.e. passport, identification, and other important documents).

3.3 MEDICAL SUPPORT SERVICES

The Contractor shall provide:

3.3.1 Medical and dental referrals to reliable health care providers and advisory services in foreign countries, which provide high quality, best value healthcare. (Additional details in 3.6

PROVIDER NETWORK)

3.3.2 Cost analysis to the Authorized personnel based on geographic region and state of medical emergency of the individual requiring medical services.

3.3.3 Assistance with transport, intake, admissions and monitoring during a medical emergency.

3.3.4 Outpatient referrals and case management.

3.3.5 Legal referrals, as necessary.

3.3.6 Translation and interpretation services in emergencies to assist with proper care of the individual.

3.3.7 Assistance with documentation of services incurred during TDY for claims.

3.3.8 Coordination of medical information and logistics for support and evacuations with all U.S. Government agencies involved.

3.4 MEDICAL, SECURITY, AND EVACUATION SUPPORT SERVICES

The Contractor shall provide Medical, Security and Evacuation Support Services listed below upon the request of the Authorized Personnel identified by NSWCDD.

3.4.1 When medically necessary and appropriate, the Contractor shall arrange logistical and operational management and services support (e.g. ambulance/aeromedical) for medical evacuations and repatriation – includes payments to providers in remote locations that the U.S.

Government may not be able to make in an expeditious manner. The Contractor shall provide a description of their standard operating procedure for reimbursement with the government and traveling employee's health insurance providers.

3.4.2 The Contractor shall ensure that all available medical records accompany the patient during medical evacuation. Additionally, following the completion of the patient movement, the Contractor shall prepare a comprehensive written narrative describing all medical care that was rendered during the patient movement. This narrative, accompanied by a copy of the patient’s medical records as described above, shall be translated into English (if necessary), scanned digitally, and provided to the Authorized Personnel via secure electronic means within 96 hours following the conclusion of the patient movement. Documentation shall include mission manifest, cover sheet, pre-flight medical assessment, all in-flight medical documentation, treatment orders, and post-flight hand off notes.

3.4.3 If evacuation is required due to security concerns, natural disasters, and so forth, the Contractor shall provide security and evacuation support services. The Contractor’s 24/7 command center shall coordinate information and logistics for support and evacuations with

NSWCDD.

3.5 ADDITIONAL SUPPORT SERVICES

The Contractor shall provide the Additional Support Services listed below upon the request of the NSWCDD Authorized Personnel:

3.5.1 Dispatch of emergency, medications and supplies to overseas travelers as needed.

3.5.2 Advanced emergency cash for personnel.

3.5.3 Medically trained escort services as required for sustained care of a patient during transit.

3.5.4 Repatriation of mortal remains in the event of a death abroad.

3.5.5 Additional Transportation Assistance, as required.

3.5.6 Medical expense guarantee, cost review and payment, as well as medical monitoring.

3.5.7 Contractor shall have staff available that speaks the languages that correspond with the native languages 3.7 Geographical Scope of Service. Real-time telephonic translation support shall be available upon the request of the traveler.

3.5.8 Additional Translations and interpretational services. Upon request, the Contractor shall provide complete and accurate rendering of medical documentation (source material) into grammatically and colloquially correct products in the written English language as described below:

• Physician treatment notes from an office visit

• Consult results

• Claims and supporting documentation

• Hospitalization and operative summaries

• Physician letters summarizing care received

• Emergency treatment

• COR-approved medical documents older than 365 days

• Laboratory results/radiology reports that are a component of a medical report

3.6 PROVIDER NETWORK

3.6.1 The Contractor shall maintain a proactive and direct relationship with providers maintained in all geographical locations listed in 3.7 Geographical Scope of Service.

3.6.2 Contractor shall, on a best-effort basis, complete on-site provider assessments at least every 3 years by qualified medical, security and aviation specialists for all services to be rendered under this contract. All assessments should be available for on-site inspection by

NSWCDD.

3.6.3 The Contractor shall possess strict guidelines and processes for providers’ assessment and selection, quality criteria (medical level, equipment, reliability, reactivity, environment), credentialing (license, insurance, diploma, pricing), agreements, compliance to Code of Conduct, and continuous education that meet the specific standards of the host nation and Federal Government regulations.

3.6.4 The Contractor shall have reasonable knowledge in regards to price expertise and cost containment focus in order to ensure reasonable prices.

3.6.5 Contractor shall maintain an accurate, readily accessible, up-to-date searchable list identifying providers for each area specified in Section 3.7. This list shall be available to NSWCDD’s identified Authorized Personnel.

3.7 GEOGRAPHICAL SCOPE OF SERVICE

3.7.1 The Contractor shall provide services on a worldwide basis.

3.7.2 The Contractor shall execute services dependent on resource availability and must remain within the scope of national, international law, and regulations.

3.8 CONFIDENTIALITY

3.8.1 All beneficiary records, including Beneficiary History and Deductible Files and other data used in any way by the Contractor must be protected as required by the Freedom of Information Act and the Privacy Act of 1975 as implemented by Department of Defense Regulations noted in Section 2.0, the Alcohol, Drug Abuse, and Mental Health Administration Reorganization Act, and 10 U.S.C. § 1102.

3.8.2 Records shall be protected, in terms of privacy and security during use, transmission, storage, handling, and destruction. Unless otherwise provided herein or as approved by the Contracting Officer (CO), all records shall be used only in the performance of the contract.

3.9 QUALITY CONTROL

3.9.1 The Contractor shall implement and maintain a quality management system certified to a recognized international standard.

3.9.2 The Contractor shall establish and maintain effective management strategies, staff education and training programs, lines of authority, and reporting and coordination interfaces with the Government.

3.9.3 Contractor shall manage its network of purchased care providers to achieve continuous quality improvements and feedback.

4.0 COMPLIANCE WITH FEDERAL, STATE, LOCAL and FOREIGN

REQUIREMENTS

4.0.1 The Contractor shall comply with all applicable state insurance and license requirements necessary for performance under this contract, except where preempted by Federal Law. 10 U.S.C. § 1103 provides for preemption of state and local laws that relate to health insurance, prepaid health plans, or other health care delivery or financing methods. In order to identify those state and local laws that should be preempted, the Contractor shall notify the Authorized Personnel of those state and local laws with supporting documentation. This notification shall be provided not later than 30 calendar days after award of the contract. The Contractor may also be required to comply with foreign laws, depending on their business structure and physical location of services.

4.0.2 In addition to the insurance and license requirements the Contractor, consultants, and providers shall obtain and maintain all other permits, licenses, etc., that are required to perform the services set forth in this solicitation.

4.0.3 Contractor shall comply with federal and international governmental regulations in regards to privacy and data protection.

5.0 OTHER TERMS, CONDITIONS AND PROVISIONS

5.1. Protection of Information.

5.1.1 Security.

The Contractor does not require access to classified data; however, the Contractor may require access to information, which is to be handled as “Controlled Unclassified Information (CUI)”, and which may be covered by the Privacy Act and HIPAA. The Contractor shall ensure that staff assigned to this task understand the meaning of these categories of data and handle them accordingly.

5.1.2 Dissemination of Information/Publishing.

The Contractor shall not allow dissemination or publication, except within and between the Contractor and any subcontractors or specified Integrated Process Team (IPT) members who have a need to know, of information developed under this contract or contained in the reports to be furnished pursuant to this contract without prior written approval of the COR.

5.1.3 Identification of Contractor Employees.

The Contractor and all contract personnel attending meetings, answering Government telephones, and working in other situations where their Contractor status is not obvious to third parties shall identify themselves as such to avoid creating an impression in the minds of members of the public or Congress that they are Government officials, unless, in the judgment of the agency, no harm can come from failing to identify their Contractor status. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed.

6.0 PLACE OF PERFORMANCE

All work shall be performed at the Contractor's site(s), unless otherwise noted in this Statement of Work.

7.0 REPORTING REQUIREMENTS

7.1 The Contractor shall report IAW CDRL A001.

7.2 The Contractor shall report incidents IAW CDRL A002.

7.3 Enterprise-wide Contractor Manpower Reporting Application (ECMRA) The Contractor shall report Contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for OCONUS travel support via ECMRA, a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are:

(1) W, Lease/Rental of Equipment;

(2) X, Lease/Rental of Facilities;

(3) Y, Construction of Structures and Facilities;

(4) D, Automatic Data Processing and Telecommunications, Information Technology (IT) and Telecom-Telecommunications Transmission (D304) and Internet (D322) ONLY;

(5) S, Utilities ONLY;

(6) V, Freight and Shipping ONLY.

The Contractor is required to complete all required data fields using the following web address:

www.ecmra.mil Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. 7.5 NSWCDD Authorized Personnel

Names of authorized personnel will be provided during the Kick-off meeting.

NOTICE REGARDING LATE DELIVER

In the event the contractor anticipates or encounters difficulty in complying with the contract delivery schedule or date, he/she shall immediately notify, in writing, the Contracting Officer and the cognizant Contract Administration Services Office, if assigned. The notice shall give the pertinent details; however, such notice shall not be construed as a waiver by the Government of any contract delivery schedule, or of any rights or remedies provided by law or under this contract.

FINAL INVOICE

(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 624230.

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (JUN 2020)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code(s) and small business size standard(s) for this acquisition appear elsewhere in the solicitation. However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.

Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(i) Availability of requirements documents cited in the solicitation. The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "Unique Entity Identifier" followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see FAR subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. (l) Debriefing. If a post-award debriefing is given to requesting offerors, the Government shall disclose the following information, if applicable:

(1) The agency's evaluation of the significant weak or deficient factors in the debriefed offeror's offer.

(2) The overall evaluated cost or price and technical rating of the successful and the debriefed offeror and past performance information on the debriefed offeror.

(3) The overall ranking of all offerors, when any ranking was developed by the agency during source selection.

(4) A summary of the rationale for award;

(5) For acquisitions of commercial items, the make and model of the item to be delivered by the successful offeror.

(6) Reasonable responses to relevant questions posed by the debriefed offeror as to whether source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities were followed by the agency.
