N0017821RC600 OCONUS Travel Support Questions and Answers
How many individual members would this program apply to (how many total travelers would be part of the program)?
A: 325 Personnel
How long is the maximum time abroad per traveler? Would you be able to provide an estimate as to how many travelers are away up to 45 days at a maximum, up to 180 days at a maximum, and a full-year abroad?
A: Here are some estimates based on past data. Over 95% of the OCONUS travel is for 45 days or less. Of the remaining few, most are completed within 180 days with only a rare few that go beyond that.
Is the Navy looking for a program that includes the cost of evacuations for medical and security reasons, or will costs be paid for by the Navy (upon approval) as they are incurred?
A: The costs related to a specific security/medical evacuation would be paid (with approval) as they are incurred, however; it will need to be accounted for on CLINs 0002; 0005; 0007 & 0009 when submitting your quote as this is a Firm Fixed Price contract and the CLINs are not to exceed.
FAR 52.212-1(b)(4) states, “A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation.” Therefore, if we provide a technical proposal that shows we can comply with the requirements identified in section 3.0 –
7.0 is that sufficient? Are there any subfactors within the technical requirements that are more important to the Government?
A: Yes, that is sufficient. There are no sub-factors that are weighed differently as long as you addresses everything in the SOW. However, you are more than welcome to provide whatever supporting documentation you would like along with your quote.
FAR 52.212-1(b)(10) states, “Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references…” As past performance isn’t identified as an evaluation factor in the synopsis or the RFP do you want past performance references? If so, are three references sufficient?
A: The Simplified Acquisition Group does not use past performance as part of our evaluation. This is a LPTA and that is the only evaluation factor that is taken into consideration unless we are told otherwise. We do not operate within the same guidelines as the large contracts side of the house.
Can the Government please provide the Instructions to Offerors (i.e. Section L) that identify the number of volumes, any page limitations, and any other necessary instructions for submitting a proposal?
A: This is a Simplified Acquisition Procedure (SAP) and is a Lowest Price Technically Acceptable
(LPTA) Firm Fixed Price (FFP)) contract. The Instructions to Offers starts on page 25 of the
SF1449. The Synopsis provides instructions for submitting your bid and any other evaluation factors. Please note that this is not a large contracts requirement. Additionally CLINS 1; 4; 7; 9 &
12 is for an estimated 325 government travelers each year.
Can the Government please provide the Evaluation of Offers (i.e. Section M) that identifies how the Government intends to evaluate and rate the overall proposal (i.e. factors and subfactors)?
A: This is a SAP action and is a Lowest Price Technically Acceptable (LPTA) Firm Fixed Price (FFP) contract base on the SOW.
Can the Government please provide the period of performance for the base period and each option period?
A: This is a new contract, thus the POP will most likely be 30 days from date of award or date of award.
