SAMPLE TASK ORDER 0001
Engineering, Technical, and Testing Services for Electronic Science and Technology Division
(ESTD) – CLASSIFIED
1. INTRODUCTION: The Electronic Sciences and Technology Division (ESTD), Code 6800, of the US Naval Research Laboratory is engaged in the development of advanced semiconductor materials, devices, and circuits for application in a wide array of application including optoelectronics, microwave devices, and power electronics. The potential application areas for these new technologies address a broad range of military missions, so the research includes reliability testing, physics of failure analysis, and environmental testing including nuclear and space radiation environments.
2. REQUIREMENT: The contractor shall provide personnel to perform research for the ESTD in four areas: (1) semiconductordevice/circuit modeling, simulation and design; (2) semiconductor growth and device/circuit fabrication; (3) semiconductor material and de vice characterization; and
(4) reliability and environmental testing of semiconductor materials and devices in simulated operational environments.
This effort involves all aspects of development including modeling and simulation, device design, material growth and characterization, and device/circuit fabrication and characterization.
The goal of design, fabrication, and testing is to produce functional devices that can be electrically or optoelectronically measured, and can prove the results of the modeling efforts. Efforts in support of the tasks delineated in Performance Requirements, below, will be conducted in coordination with Principal Investigator (PI) led research teams that may include Government scientists and other Contractors. The quality and timeliness of the provider's contribution to the work will be evaluated in terms of its impact on the success of the overall project.
3. TASKS:
3.1 The contractor shall perform a complete set of characterization measurements on the
(classified) devices and circuits. Measurements include but are not limited to current-voltage measurements, capacitance-voltage measurements, logic circuit analysis, error analysis and reliability.
3.2 The contractor shall iteratively or continuously expose the devices/circuits to simulated space radiation environments and perform the same characterization measurements as in
3.1 in order to quantify survivability in space.
3.3 The contractor shall analyze the results using computer simulations and theoretical formulations, then compile the results into reports to be sent to ESTD.
3.4 Using feedback from ESTD, the contractor shall use computer codes to improve the device/circuit design.
3.5 The contractor shall then repeat steps 3.1-3.4 as necessary in order to continually improve performance.
4. PERIOD OF PERFORMANCE: 1 year after date of award, with an additional two Option Years
5. PLACE OF PERFORMANCE: Contractor facilities.
SOLICITATION NUMBER: N00173-17-R-RT01

6. DELIVERABLES:
(a) The contractor shall provide a twice-yearly technical report detailing program progress, issues and plan for next report period.
(b) The contractor shall provide an email report of all travel conducted within 7 days of the event.
(c) The contractor shall provide a twice-yearly financial report.
(d) The contractor shall provide an end of the period-of-performance report by technical effort.
