About this file

This document is a combined synopsis/solicitation for a firm-fixed price contract issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) for the procurement of services from the University of Colorado Denver Magnetic Materials Laboratory (UCD-MML) to develop advanced empirical models for stress-induced magnetizations of Navy Steels.

The key details are: NSWCCD intends to award a sole source contract to UCD-MML for this requirement. The objective is to develop advanced mathematical and empirical models for stress-induced magnetization of Navy Steels, particularly HY-100 steel, under large stresses up to 300 MPa and shear stresses up to 200 MPa. The models will be incorporated into the MAGSTROM tool used by NSWCCD. Responses are due by June 12, 2024 and the period of performance is June 19, 2024 to June 18, 2025. This is not a small business set-aside.

PERFORMANCE WORK STATEMENT:

MODELING OF MAGNETO-ELASTIC PROPERTIES OF NAVY STEELS

1.0 DESCRIPTION OF SERVICES/INTRODUCTION: Advanced empirical models for stress-induced magnetizations for large fields (up to 100s of microTesla), stresses (up to 300 MPa) and shear stresses (up to 200 MPa) through the accurate measurement and characterization of Navy Steels.

2.0 BACKGROUND: The measurement and characterization of Navy Steels when subjected to large stresses (up to 300 MPa) and torsion over broad ranges of fields and stress variations is required for the construction of accurate physics-based models. The University of Colorado Denver Magnetic Materials Laboratory (UCD-MML) is uniquely equipped to provide rapid and accurate measurements of the magneto-hysteretic, magneto-mechanical, and magneto-thermal properties of ferromagnetic materials. Magneto-hysteretic properties can be performed over wide ranges of field magnitudes ranging from the level of earth’s magnetic field to near saturation. Mechanical stress induced magnetization can be assessed for both axial stresses for stresses compressive and tensile stresses ranging from 0 to 300 MPa and torsion up to 250 N-m (equivalent to over 200 MPa of shear stress). The UCD-MML provides the unique capability of providing very low-noise measurements of magnetic fields with accuracy on the order of 1 A/m, magnetization with accuracy to within 1 kA/m, and magnetostriction with accuracy to less than 1ppm. The UCD-MML measurement system is fully automated and can design and build and complete complex experiments in very short order. The UCD-MML also provides the unique capability of extracting and building accurate, physics-based, empirical models representing magneto-hysteretic, magneto-mechanical and magneto-thermal properties of ferromagnetic materials over wide ranges of applied field, mechanical stress and temperatures.

Accurate controlled measurements of magneto-hysteretic, magneto-elastic (normal and shear stress and magneto-thermal properties of ferromagnetic materials will lead to the extraction of parameters that can be implemented in computational tools. The Navy will use these tools for the prediction of magnetic signatures and design of degaussing systems.

The chief investigator, Dr. Stephen Gedney, is an internally recognized expert in the field of accurate measurement and modeling of Navy Steels. He built the UCD-MML and is uniquely suited to provide the capabilities that the Navy is seeking in this offer.

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government intends to award a contract to the responsible quoter who (1) is the Lowest Price Technically Acceptable quotation, (2) conforms to the solicitation, (3) proposes a price that is fair and reasonable, and (4) will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate quotations:

Factor 1 Price

Quotes must include a proposed price for each Contract Line Item Number (CLIN). The Government will determine prices to be fair and reasonable in accordance with FAR Part 13.106-3 based on, but limited to, market research, current or previous purchases, prices for similar performance in a related industry, and comparison to an independent Government estimate.

Quoters responding to this solicitation are advised that, prior to award, the Government may request quoters to submit information/data to support price reasonableness such as copies of paid invoices for the same or similar items, sales history for the same or similar items, price list with effective date and/or copies of catalog pages along with any applicable discounts.

Factor 2 Technical Capability/Approach

The Government will evaluate the Quoter for acceptability of Technical Capability.

Minimum Requirements:

The following are the minimum requirements a quote must meet to be deemed acceptable for the Technical Capability factor:

1) A quote is deemed acceptable for the Technical Capability factor if it meets all requirements as defined in the solicitation Performance Work Statement (PWS)/Statement of Work (SOW) and/or minimum specifications.

2) Technical Capability/Approach evaluations will result in one of the following ratings:

TABLE 1 - TECHNICAL RATINGS

Rating
Description
Acceptable
Quote clearly meets the minimum requirements of the solicitation.
Unacceptable
Quote does not clearly meet the minimum requirements of the solicitation.

A quote must be rated "ACCEPTABLE" for the quote to be eligible for award. An "UNACCEPTABLE" rating for Technical Capability/Approach factor will result in the entire quote being rated "UNACCEPTABLE" overall; an overall rating of "UNACCEPTABLE" makes a quote ineligible for award. A quote must contain sufficient information to enable evaluators to determine acceptability; if there is insufficient information to determine acceptability of the quote, the quote will be rated “UNACCEPTABLE” overall.

The Government reserves the right to request that the awardee reduce its total price, or adjust CLIN prices with no change to total price, in order to reduce administrative costs and avoid unnecessary burdens for the agency pursuant to FAR 13.002.

QUESTIONS: Any questions in relation to this solicitation shall be submitted to Arnel Ngo email at arnel.a.ngo.civ@us.navy.mil.

The cut-off date for questions is 12:00 PM EST on 10 June, 2024.

(b) Options. N/A

(c) The Government shall mail or email a written notice of award to the successful quoter. Upon receipt, the quoter shall either commence performance, or have an authorized representative sign the award and return it to the Contracting Officer; a binding contract is formed upon the earlier of either of those actions.
