About this file
This document contains questions and answers and an amendment to a solicitation for gamma calibrators. The Navy is seeking up to 15 gamma calibrators, including options, for installation, maintenance, training, and technical data. The calibrators must house Cesium-137 and Cobalt-60 sources, be capable of exposure rates of 50 R/hr for calibration, and have exposure rates no greater than 2 mR/hr when sources are shielded. An exception will be made for the NSWCCD calibrator, which may exceed 1,500 pounds and require different design due to heavier shielding needs. All other calibrators must use identical design. Quotes are due by November 18, 2019 by 10:00 AM EST. Unbalanced pricing across CLINs may be deemed unacceptable. Additional questions must be submitted to the Navy contacts by November 12.

Amendment 0002
1) Questions and Answers:
Question Answer
1. 3.1.3 The calibrator weight shall not exceed 1,500 pounds.
Why is this limit essential? Is this only a problem if one solid piece? We make our Irradiators modular so they can be built in the cell/exposure room. The Irradiator for NSWCCD will almost certainly weigh more than 1,500 pounds as Needs to shield large activity Co-60 source.
This is the maximum safe weight limit determined for calibrator installation in the RADIAC Calibration Laboratories (RCLs). This requirement applies to the fully assembled calibrator, whether installed in one piece or modularly. If the shielding weight will make the total weight of the NSWCCD calibrator more than 1,500 pounds, then an exception will be made for the NSWCCD calibrator only.
2. 3.2.1 Each calibrator in each RCL shall be capable of housing three sources, and each RCL calibrator shall have the following three Cesium-137 sources installed: 2
𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶 +0 %; 130 𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶 +0 %; 30
𝑚𝑚𝐶𝐶𝑚𝑚𝑚𝑚𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶𝐶 +5 %.−5−5
Can you clarify the Source Activities as not translated well? It looks like 2 Ci, 130 Ci and 30mCi, please confirm?
2 Curies with a +0% and -5% tolerance; 130 Curies with a +0% and -5% tolerance; 30 milliCuries with a +5% and -5% tolerance.
3. 3.2.4 Calibrators shall be capable of providing an exposure rate of 50 µR/hr for calibrating radiation detection equipment
IAW ANSI 323AB-2013.
This doesn’t seem correct as 50 µR/hr = 0.5 µSv/hr which is almost nothing. Is that supposed to be 50 R/hr?
No, 50 µR/hr is correct.
4. 3.2.6 When sources are in shielded (secured) position, exposure rate at 30 cm from the shield of any area on the calibrator shall not exceed 2 mR/hr.
Please confirm that this is correct as 2 mR/hr = 20 µSv/hr.
2 mR/hr is correct.
5. Is an air compressor a requirement or does each facility have its own air supply (100 PSI)[?]
Contractor shall supply the necessary equipment to install and operate the calibrator.
Amendment 0002
6 3.2.2 The calibrator at NSWCCD shall be capable of housing three sources, and the NSWCCD calibrator shall have the following two sources installed: 130 Curies (±5%) Cesium-137 and 62 Curies (±5%) Cobalt-60.
To meet the external radiation level requirements (ERL's) for this device will require ~ 22 cm of lead and the distances between source positions is greater than the other devices. This system cannot meet the 1500 # weight limit and the ERL requirements
The other 14 devices will only require ~14 cm of shielding and can meet all of the specifications.
Do all the devices need to be identical?
If the shielding weight will make the total weight of the NSWCCD calibrator more than 1,500 pounds, then an exception will be made for the NSWCCD calibrator only with request and KO approval prior to manufacture and delivery.
At least the design of all RCL calibrators (14 calibrators) must be identical. If the design of the NSWCCD calibrator must be different, then an exception will be made for the NSWCCD calibrator only with request and KO approval prior to manufacture and delivery.
2) To ensure a timely response, all additional questions must be submitted via email to shelby.o’neill@navy.mil and zelda.rappuhn@navy.mil no later than 1200 PM EST on Tuesday, 12 November 2019.
3) The following sentence has been added to clause 52.212-2, Evaluation—Commercial Items in Factor 3: Price- Options on page 57 of the solicitation (highlighted in red in the combined synopsis/solicitation document):
“The Government may determine that an offer is unacceptable if all the CLIN (inclusive of options) prices are significantly unbalanced.”
