About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a Navy weapon systems support contract. The amendment, numbered 0003, was issued by NAVSUP Weapon Systems Support Mech in Mechanicsburg, PA, with an effective date of 06 Nov 2025. The primary purpose is to respond to questions regarding the solicitation for cable-related deliverables, specifically addressing technical specifications, lot testing requirements, and delivery schedules.
Key details include a complex delivery schedule for First Article Test (FAT) and Periodic Lot Test (PLT) samples across multiple Sub Line Item Numbers (SLINs), with quantities ranging from 2 to 125 units and delivery windows spanning 80 to 850 days after contract date. The solicitation involves technical specifications for cable manufacturing, including specific requirements for inner jacket materials, lot sizes (30-300 cables per lot), and testing protocols. Notable clarifications include confirmation that the $75,000 testing cost covers both FAT samples, test equipment is contractor-furnished, and specific material specifications for cable construction, particularly emphasizing the need for Crosslinked Chlorinated Polyolefin for inner jacket material.

SUMMARY OF CHANGES
Section B - Supplies or Services & Prices or Costs
Miscellaneous text in this section has been modified to:
Responses to Solicitation Questions:
Q1: SLINS 001AB and 001AC are both identified these deliverables are NSP. Please confirm the cost of these deliverables are to be included in the pricing for SLIN 001AD.
A1: The cost of building the units for 0001AB and 0001AC should be accounted for when pricing the cables for bid. These costs should be amortized into the price for all deliverable units (SLINs 0001AD - 0001AE). Do not include testing costs as these will be added as needed by the Government during proposal evaluation.
Q2: SLIN 001AC includes a quantity of 6 cables for Periodic Lot Test Samples. Section E includes the following language: "Test samples are required from each production lot. A production lot shall consist of: Net deliverable quantity, plus additional units for Lot Acceptance Test, in accordance with Section B." Please confirm the total number of cables in CLIN 001 (including FAT, Production Lot Test, and Production Cables) is 508.
A2: 508 is correct. Lots (100+175+225) plus PLT (6) plus FAT (2) equals 508.
Q3: SLIN 001AC includes a quantity of 6 cables for Periodic Lot Test Samples. SLINS 001AD-001AF require delivery of "A Cables". The solicitation (Section E referenced in Column C) states: "production lot shall consist of: Net deliverable quantity, plus additional units for Lot Acceptance Test, in accordance with Section B. The performance, tests, and/or other characteristics, which the sample units must meet, shall be in accordance with the requirements of Section C of this contract." Please confirm the quantity of cables to be delivered in SLINS 001AD, 001AE, and
001AF.
A3: Cable deliveries per SLINs should be provided IAW the table within Section F of the solicitation. Each Lot gets an additional 2 cables added for PLT, but they are delivered to a different location IAW the table.
Q4: Option Line 002 requests stepladder pricing for quantities 251-550. Section E defines the requirement for Periodic Lot Test Samples. Please confirm the number or percentage of cables which require Period Lot Test Samples per quantity range.
A4: Critical Fabrication Specification 6894520 defines a Lot quantity between 30 and 300 - each Lot requires a PLT of 2 samples.
Q5: SLIN 001AC requires a delivery period of 450 Calendar Days after First Article Test Approval; SLIN 001AD requires a delivery of 110 Calendar Days after First Article Approval. Please confirm the delivery of the Production Cables is to occur prior to the delivery of the Periodic Testing Sample Cables.
A5: Delivery of PLT samples per Lot should always occur before each Lot delivery. In the Time of Delivery schedule on page 53, each Lot (quantity of cables no larger than 300) is preceded by a PLT delivery (AC). Once PLT samples are accepted, notification by the Contracting Official authorizes delivery of the Lot.
Q6: The Solicitation requires delivery of CDRL A005 - Contractor's Progress, Status and Management Report; FAR 52.242-2 Requires submission of the FAR PRODUCTION PROGRESS REPORTS DD Form 375 OR EQUIVALENT. Please confirm both progress reports are required.
A6: Only one progress report is required. Please use DD Form 375.
Q7: The required delivery dates stated in Section F conflict with those listed in FAR 52.211-8 Time of Delivery. Please confirm and update the required delivery dates.
A7: The delivery dates in Section F only refer to the final delivery date for each CLIN. We are unable to update dates and quantities in this section due to limitations of our new contract writing system. The table in FAR 52.211-8 is accurate and provides details for all quantities and delivery dates required for this solicitation. It has also been updated to include CDRL delivery dates.
Q8: The solicitation states: "The Government is responsible for first article testing under this contract. The Contracting Officer may waive this requirement if the Offeror shipped and the Government accepted identical or similar supplies in performance of a prior contract. The Government considers the cost to perform testing during offer evaluations. The Government adds its test cost to each offer that requires first article testing. The estimated cost of this testing is $75,000.00."Please confirm the total cost to be added for First Article Test total of $75,000 includes testing of both FAT Samples and is not $75,000 per FAT Cable.
A8: Confirming the $75,000 covers testing of both FAT samples.
N0010425RK0650003
Q9: Are there drawings and/or specs of the test equipment available for the contractor for assessment?
A9: No. Development or acquisition of test fixtures is the responsibility of the vendor. Fixture should be able to accomplish the test as defined by Spec 6894520 and associated MIL SPECS.
Q10: Is test equipment government furnished or furnished by the contractor? And if so, what is the anticipated delivery of the Government furnished test equipment?
A10: Test equipment is furnished by the contractor.
Q11: What constitutes a "Lot" for defining quantity of samples to be tested.
A11: As defined by the Critical Fabrication Specification 6894520, a Lot can be anywhere from QTY 30 to QTY 300 cables, and each Lot requires 2 PLT samples.
Q12: Does a 100-foot long first article cable need to be produced for the 6894560 cable?
A12: Yes. Note that Spec 6894560 defines the inner cabling, so this is not a 100-foot A-Cable assembly.
Q13: Is the contractor responsible for testing the 6894560 including planning, conduct, and documentation? Is this testing required to be at NUWC Newport?
A13: Contractor is responsible for testing - the 100ft sample should not be provided to NUWC Newport. A Certificate of Conformance to the drawing requirements as well as a test report is sufficient OQE to document these testing requirements.
Q14: According to our engineering assessment Part Number: M27500-20RC3S09 meets the requirements specified in the 6894560 spec. Is the PN a suitable material for the 6894560 cable?
A14: This is not a suitable material; the Inner Jacket material should be Crosslinked Chlorinated Polyolefin IAW SAE-AMS-DTL-23053 and M23053 /1-205-0 (Section 3.2.2.5 of 6894560). The material called out via the M27500 spec is Fluorinated Ethylene Propylene.
Q15: Based on the requirements specified in the 560 spec, the following PNs are proposed to be used for the 22 AWG requirement. Please confirm if these are suitable and approved for use in this 6894560. M27500-22RC3S09, M27500-22RC2S09, M27500-22RC1S09, & M27500-22RC7U09.
A15: These are not suitable materials; the Inner Jacket material should be Crosslinked Chlorinated Polyolefin IAW SAE-AMS-DTL-23053 and M23053/1-205-0 (Section 3.2.2.5 of 6894560). The material called out via the M27500 spec is Fluorinated Ethylene Propylene.
Q16: There is documentation that calls out both MK-48 and MK-62. Looking for clarification that the requirements for this cable will be the same for both.
A16: 6894510 and its parts list PL6894510 are for the MK 62 Mod 1 A-Cable. Any callouts for MK 48 (I assume you are seeing this within the distribution statements?) just note that the drawings support the MK 48 Heavyweight Torpedo Program. The MK 48 is NOT an umbilical cable.
Q17: Would alternate material and manufactoring be accepted for 6894551/6894552 and its similar components. We are considering advanced manufacturing processes such as Selective Laser Sintering (SLS) and a Nylon 12 GF powder.
A17: Current process outlines molding and machining to ensure one solid piece - concerns with an SLS method would be potential delamination and ability to meet strength/durability requirements. A change in materials and process would require a qualification and validation test matrix be executed which could take several upwards of one to two years. The Navy is not able to halt production for that amount of time.
Q18: Are there any CAD or STP files available which can be provided to industry?
A18: No, just the drawings.

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the Contractor's date of receipt of the contract or notice of award by adding (1) five calendar days for delivery of the award through the ordinary mails, or (2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term "working day" excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.
