QUESTIONS AND ANSWERS
The following are answers to questions received from potential offerors. The answers provide clarification only and DO NOT constitute an amendment to the solicitation.
1. Is there an incumbent contractor or is this a new requirement? If there is an incumbent, please identify the incumbent contractor and provide the contract number and total awarded value of the current contract.
ANSWER: The incumbent contractor was Crowley Technical Services, LLC. The contract number is N00033-09-D-8020. The total awarded value $2,486,650.00 for the base period and four option periods.
2. As Key Personnel (individuals) will be identified at award, please identify the labor categories that are designated as key personnel labor categories (if any).
ANSWER: The Key Personnel are designated by the offeror in their proposal. It is the offerors discretion to assign those titles to personnel proposed.
3. Section 17 addresses the Performance Assessment Plan (PAP), and the Attachment I, Required
Performance Metrics. The performance metrics accuracy entry limits each delivery to 4 errors.
Please provide bidders with MSC’s definition of an Error. For example if a name is misspelled in error throughout the deliverable document is that counted as 1 error or multiple errors?
ANSWER: The same error that is repeated is not counted multiple times. Errors are generally technical in nature and are avoidable with proper Quality Control. Errors that result in a drawing or a work item that could not be used due to inconsistencies/contradictions, omissions, or incorrect diagrams or guidance e.g. incorrect installation guidance provided on a work item;
equipment locations shown incorrectly on a drawing; calculation errors; essential components missing from a work item or drawing; mislabeled or incorrectly specified items in a bill of materials; mistakes or omissions in identifying needed references etc.
4. Page 31 of the solicitation states Direct Labor; “Itemize proposed labor rates by individual labor categories. The hours above are provided for evaluation only and are based on a realistic reflection of the work to be ordered under the eventual IDIQ-type contract”. However, within the rate table excel attachment it states: “Labor Categories and hours may be altered by offeror.
However, final hours must equal 4100 for each Period of Performance”.
ANSWER: That is correct. The Government estimates 4100 hours per Period of Performance.
That estimate is a realistic reflection of the work to be ordered. The offeror has the ability to alter the Labor Categories and hours assigned to match their proposals as long as the total per Period of Performance equals 4100 hours.
5. Please confirm that the rates per labor category are for evaluation purposes only and that bidders may utilize any number of hours among the labor categories provided the total hours per contract period do not exceed 4100.
ANSWER: Bidders may utilize any number of hours among the labor categories provided the total hours per contract period equals 4100.
6. Will you require a signed 1449 returned with the quote package as well as a small business subcontracting plan, or will those documents be required after award?
ANSWER: Offerors are required to return a signed copy of the SF 1449 and a Small Business Subcontracting Plan.
7. Clauses incorporated by reference, page 53 of 69 include small business subcontracting plan, but instructions to offerors has no instructions on submission.
ANSWER: The Evaluation of Small Business Subcontracting Plans is incorporated into FAR Clause 52.212-1 (Addendum) Additional Instructions to Offerors -- Commercial Items. FAR Clause 52.219-9 (DEVIATION 2013-O0014) has been added to the solicitation via Amendment 0001.
8. There may be a formula error on the rate table. On each tab (except the cover sheet), cell D4 formula should be B4*C4 instead of B4*C6.
ANSWER: Rate Table has been corrected and will be uploaded to www.fbo.gov as an attachment via Amendment 0001.
