6. Description of Efforts to Ensure Other Potential Sources Were Sought. The initial proposal was submitted in response to ONR solicitation number N00014-03-R-0003 with a closing date of ~arch 14,2003 and evaluated in accordance with the criteria set forth in the solicitation.
~dditionally, each of the projects listed in paragraph 3 above were openly competed and afwarded.
~. Determination of Fair and Reasonable Cost. The contracting officer relied on the following iMormation: contractor's cost proposal dated 28 Sept 2008; the information provided by DCAA regarding the contractor's proposed direct labor, fringe benefits, overhead, sector overhead, q&A, and procurement overhead; and the program officer's evaluation of the contractor's cost ~roposal. The above information was consistent with previous proposals and analyses that have tieen reviewed and approved by the contracting officer; and therefore, the contracting officer determined the anticipated cost to the government to be fair and reasonable. Certified cost and ~rricing data has not been requested at this time, but contractor will provide before award. A s.milar process is used by the contractor for every sub-contractor award.
