(3) Questions & Answers #1-9 are hereby posted.
QUESTIONS & ANSWERS # 1 - 9
Q1: Does the small business subcontracting plan count against the page limits for the technical proposal?
A1: No. It may be included as an appendix to the technical proposal.
Q2: The Cost Element Summary tables in Section L, Attachment L-0004, include a row for
N00014-09-R-0004 Page 5 of 6
ManTech Projects, but no row for Non-ManTech Projects. In order to capture all anticipated costs for the RFP-defined CLINs, we assume the Non-ManTech Project amounts should also be captured in the ManTech Projects line. If this assumption is not correct, please advise.
A2: Do not include Non-ManTech Projects.
Q3: If a teaming effort is used to submit the proposal, does each team member need to submit past performance on 3 recent contracts?
A3: No.
Q4: The Offeror shall identify the cognizant points of contact within the Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO), the Defense Contract Audit Agency (DCAA) offices, and the Department Health and Human Services (DHHS) (for Non-Profit organizations), able to confirm the offeror’s labor and indirect rates, the organization’s accounting system, and information regarding the latest forward pricing rate agreement, if any such agreement exists.”
Does this apply to Small Business? If yes, can a small business with GSA contract pricing still submit the awardable proposal without having the cognizant points of contact within the Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) and the Defense Contract Audit Agency (DCAA) offices able to confirm the offeror’s labor and indirect rates, the organization’s accounting system?
A4: Yes. This requirement applies to small businesses. The point of contact details are not required. However, labor rates, indirect rates, and accounting system will be verified prior to award.
Q5: If Reps & Certs are submitted through ORCA, do we still have to submit the completed RFP
Section K as a part of the proposal? And if so, does it count against the page limit?
A5: Yes. Section K must be submitted as part of the proposal. However, it does not count against the page limit.
Q6: Does Government envision targeting shipyards with small businesses, HUBZone small businesses, small disadvantaged businesses, woman-owned small businesses, etc.
designations?
A6: The Government intends to award technical projects to shipyards that do business with the
Navy.
Q7: We assume the CLIN ceilings referenced in Page 3, Section B of the RFP represent Government Share ceilings, and that any Contractor Cost Share proposed would be in addition to the ceilings in Page 3, Section B. If this assumption is not correct, please advise.
A7: The CLIN ceilings include contractor cost share.
Q8: The "Labor Rates and Factors for Base and Options" table in Section
J, Attachment No. 7 calls for rate information that is typical of a
N00014-09-R-0004 Page 6 of 6 labor hour or T&M type contract. What is the significance of inserting this table into the contract at time of award given that the Task Orders to be awarded under the ID/IQ will be of CPFF/CPAF contract type?
A8: ONR requires this rate information. However, we may not enter it into the contract.
Q9: Please define the classified media required for Secret Safeguarding and the execution of the contract. Does the Government anticipate any type of electronic classified media will be utilized during the program (such as CD’s, DVD’s)?
A9: Yes. ONR may require electronic classified media like CDs.
