About this file
This is a Scope of Work document for the Rhode Island Department of Corrections' Open Enrollment Master Price Agreement (MPA 533) seeking qualified vendors to supply non-perishable food products through a Spot/Opportunity Buy Market program. The solicitation targets the RIDOC's Central Distribution Center in Cranston, Rhode Island, which serves a population of 3,000+ inmates and purchases approximately $1,500,000 annually in spot-buy food products. Products sought include frozen items (bagels, chicken products, fish), canned goods (beans, vegetables, fruits, sauces), bulk cereals, pasta and rice, ground and cubed beef, turkey products, and frozen vegetables. The solicitation operates as an open enrollment process with continuous acceptance of vendor proposals; vendors can submit applications between April 29, 2024, and July 11, 2025, with an initial contract term from June 2024 through July 2025 and two optional 12-month renewal periods. The evaluation process is conducted on a pass/fail basis with vendors assessed on current food distribution licensing, qualifications and experience, and minimum three client references. Selected vendors are added to a qualified vendor list from which state entities issue mini-bids requesting competitive price quotes for specific food needs.
Pricing for spot-buy opportunities must be communicated via email with minimum five business day review periods, clearly displaying regular unit prices and promotional spot-buy prices to demonstrate cost savings. Vendors must accept orders through multiple methods including website, email, telephone, and facsimile during state business hours with dedicated customer service available with one-hour response time for voicemail inquiries. All orders must be delivered within one to two business days of placement with a 98% fill rate to designated state locations, FOB destination with freight included and no pallet or inside delivery charges. Vendors are required to maintain comprehensive insurance coverage including $1,000,000 general liability, workers compensation, and automobile liability. Health certifications must include state Food Processor License, recent health department inspection reports, and Food Safety Manager certification from either Rhode Island Department of Health or equivalent state agencies. The state assesses a 1% administrative fee on all purchase orders, and MBE Participation Acknowledgment Forms are required with preference that at least one quote per project derives from MBE/WBE/VBE certified vendors when available on the qualified list. Vendors must register in the Ocean State Procures eProcurement system to submit proposals and participate in the program.
