1 Technical Require-ments

1.1 Gross Vehicle Weight Rating Not to exceed 9,500 lbs

Generator fuel pick-up line should allow drainage of ve-hicle fuel to be no less than 1/4 tank.

1.20 Siren/ Public address system: Siren system shall include at a minimum two tones, the wail and yelp, plus PA sys-tem. The siren may be integrated with the lighting or separate and shall be integrated with the vehicle’s stand-ard horn button to activate the siren horn when powered.

1.21 Safety items: First aid kit capable of support two

personnel and two fire extinguishers (2.5 lbs. each). Fire Extinguisher labels on exterior of vehicle shall indicate location of the passenger compartment and rear compartment equipment.

1.22 Two overhead LED 12v DC lights over the inspection

tunnel and one on the upper rear of chassis to illuminate access to system for maintenance

2 Drivabil-ity and

2.1 The X-Ray Van must meet all load bearing and operat-

ing standards for the class of vehicle supplied, including load leveling and anti-sway package.

6 Conveyor System

6.1 Features: Auto-stop, auto-return, emergency stop switches (at each tunnel opening and on operator’s workstation) and a continuous mode (forward and reverse)

7 Computer Opera-tor’s Sta-tion

7.1 Operating System: Computers are to be equipped with and

operating system that is maintainable and upgradable to meet the DHS Sensitive Systems Policy Directive 4300A, Version 13.1, or current version, and CBP Information Sys-tems Security Policies and Procedures Handbook, HB 1400- 05D, Version 7.0, or current version.

7.2 Hard disk drive: Sized to store 50,000 images (100%

growth). Hard disk drive shall be encrypted.

7.3 Flat panel: High-resolution, not be less than 4.5 lines per mm, non-interlaced, non-flicker, color monitors (minimum 17”) with adjustable viewing angle for monitors and include a privacy filter.

7.4 Image format: Nonproprietary, such as, Unified File Format (UFF), Joint Photographic Expert Group (JPEG) or Bitmap (bmp), allows saving with discrete file names.

7.5 Installed monitor sunshade for direct sun viewing without awnings deployed. Exterior only controls and monitor(s) for X-ray system to include left and right positions, can be one set of controls that move from side to side without detach-ing them from the van.

7.6 Operator’s station must be configurable for right hand or left hand operations and shall be attached and facilitate ease of set up.

7.7 Ability to download selected images to DHS approved

secure USB drive from at least one operator station

7.8 Human

Factors Requirements

Access and egress to and from the operating station, work-space clearances at the operating station, and visual and reach envelopes at the operating station.

Accommodate person-nel ranging in body size from the 5th per-centile female to the 95th percentile male.

7.9 Warning signals

Warning signals shall consist of distinctive complex sounds of ex-ceptional attention-get-ting value and be pre-sented at a level of at least 15 dBA above the ambient noise environ-ment, but shall not ex-ceed 140 decibels peak (dBP) for overall signal sound.

7.10 Audio warning signal persistence

Audio warning signals shall persist until resto-ration of normal condi-tions or warning is acknowledged.

7.11 Different audio signals When several different

audio signals are to be used to alert a user to different types of con-ditions, discriminable differences in intensity, pitch, beats and har-monics, or temporal patterns shall be pro-vided.

7.12 Maintenance removal and replacement Equipment shall be

configured for removal and replacement by one person where per-mitted by structural, functional, and weight limitations

7.13 Maintenance features Equipment shall in-

clude physical features (e.g., supports, guides, size or shape differ-ences, fastener loca-tions, alignment pins) to preclude improper mounting.

7.14 Maintenance access Equipment design and

installation shall pro-vide the maintainer with complete visual and physical access and a favorable work-ing level for all parts of a system on which maintenance is per-formed, including work-stand interfaces, support equipment in-terfaces, access open-ings, adjustment points, test points, servicing points, and connec-tions.

7.15 Safety Emergency shutdown

devices, lockable con-trols, electrical cutout switches, warning signs, or guards shall be used to ensure safety of personnel when it is necessary to perform maintenance on or near a live or working system.

7.16 Removable components: There shall be no major

operator removeable components. All operator re-movable components, e.g. two (2) fire extinguish-ers, one (1) flashlight, and, excluding one (1) re-moveable tire, shall weigh less than 13.6 kg each, or 30 pounds each. Roller tables shall fold down and be stowable and shall be permanently attached to the X-Ray Van.

Removable compo-nents to be handled by one person should weigh less than 13.6 kg (30 lbs).

8 Operational Environment

8.1 Operating temperature (ambient temperature, not equipment temperature)

Factors Requirements

Operational environment.

Equipment shall be ca-pable of being re-moved, replaced, re-paired, assembled, and disassembled in its op-erational environment by personnel wearing any clothing and equip-ment appropriate to the environment and maintenance concept, including CBRNE or other mission-required PPE clothing.

8.5 Interior temperature Within work environ-

ments occupied during extended periods of time including mobile personnel enclosures, heating shall be pro-vided to maintain inte-rior dry bulb tempera-ture above 10 °C (50 °F).

8.6 Interior air velocity Air velocities shall not

exceed 30 meters per minute (m/min) (100 ft/min) (0.5 me-ters per second [m/s] or

1.7 feet per second [ft/s]) at any measured position in the space.

8.7 The acoustical environment shall not cause injury, fatigue, interfere with voice or other audio communications, or de-grade system effectiveness.

Operator station noise levels shall not exceed 75 dB(A)

8.8 Interior free volume Components on the in-

terior of the vehicle shall accommodate op-eration and mainte-nance by users in all clothing and equipment configurations

8.9 The HVAC system relative humidity The HVAC system

shall be capable of providing and main-taining a relative hu-midity within a range from 30 percent mini-mum to 70 percent maximum with 40 per-cent to 45 percent pre-ferred.

The tempera-ture/humidity design goal shall be be-tween 21 °C and 25 °C (70 °F and 77 °F) and 45 per-cent humidity.

8.10 Removal and replacement of stowed items.

Stowed items shall be capable of being re-moved and replaced without having to re-move or replace other stowed items or com-ponents of the system.
