MELLO-FTWQ081022-CC Fire Alarm System Install

Ms. Mello, Please find our site visit and specification questions regarding the referenced solicitation. Our questions are formatted in the following manner:

Subject Reference (if applicable) Question(s): pertaining to subject If you have any questions or require additional information as to the intent of the question, please do not hesitate to contact me at the address or phone numbers in the original email.

Subject: Design Drawings Reference: Supplied Drawings Question: Does the owner consider the supplied drawings to be the final design set?

ANSWER: Yes, drawings are 100% final.

Question: If so, will changes that are found to be necessary and that affect the quantity, type or location of devices be applicable for equitable adjustment?

ANSWER: Any needed issues requiring changes shall be brought to the attention of the Contracting Officer as soon as possible. Any change that requires an increase in quantities or scope generally call for an equitable adjustment. Each request will be looked at on a case-by-case basis.

Question: If not, shall questions regarding the design approach be submitted prior to solicitation response?

ANSWER: Please submit any questions you already have at this point prior to solicitation response. It is easier to address design issues prior to contract award.

Subject: Submittals Reference: Provided Drawings Question: After award, will the contractor be supplied with the original CAD files for use in completing required submittals?

ANSWER: Yes, CAD files for the design can be provided. Assume this is what you are requesting (versus CAD files of the original construction of the facility).

Subject: Eielson AFB Fire Systems Standards Reference: Base Standards Question: Does the new fire alarm system need to comply with the Eielson AFB Fire Systems Standards, specifically the 354th Civil Engineer Squadron Alarm Maintenance Shop Installation/Operation requirements?

ANSWER: Yes.

Question: If applicable, can the owner provide the current 354th Civil Engineer Squadron Alarm Maintenance Shop Installation/Operation manual?

ANSWER: Yes, a new version has been completed recently (since this design took place). This version is attached with these answers.

Question: If applicable, will the contractor be able to submit for changes that result if there are differences between the design set and the Manual?

ANSWER: Any needed changes due to new information received after award of project will need to be approved and adjusted through the modification process.

Subject: Work Hours and Schedule Reference: Solicitation, Standard Work Hours Question: At the time of proposal, are there any known dates that the contractor is unable to work due to scheduled maintenance or aircraft storage?

ANSWER: No known dates at this time. See below question as well.

Question: If the hangar requires an aircraft to be stored, will the contractor be able to submit for schedule impacts?

ANSWER: Yes, any schedule impacts due to government-caused delays will be considered. (Question for CONS: Is the contract set up (or can it be) so that it builds in a certain number of days that contractor should expect not to be able to work? Extend period of performance and communicate expectation they should expect some days without being able to work). The contractor will be required to submit a project schedule for approval by the Contracting Officer. This schedule should anticipate no delays; however, could include some slack time in the event of a Government directed work stoppage. There is typically a one-for-one trade-off of days if we ask the contractor to stop work for any reason. Schedules will need to be coordinated with the facility manager so they can work around the install. Reference 1.5 Government Occupancy of spec section 01 10 00.

Subject: Aircraft Storage Reference: N/A Question: If the Hanger operations require an aircraft to be stored, will the contractor still have access to portions of the hangar for continued work? If so, will the contractor be required to hang a FOD curtain?

ANSWER: Contractor should anticipate not being able to work on some days as noted in other questions/answers. However, access to other portions of the facility is likely even when aircraft are stored. Depending on mission requirements, contractor may possibly have access to portions of the hangar itself when aircraft are stored. When working there during aircraft storage, contractor should provide mechanisms (FOD curtain or otherwise) to protect aircraft from any FOD potential. Additionally, contract should ensure general cleanliness in areas at all times (see Cleaning under spec sections 01 10 00 and 01 12 00).

Subject: Existing Conditions, Insulation Reference: N/A Question: Has the exposed insulation been tested and found to be free of asbestos?

ANSWER: No, the hazardous materials assessment (which can be provided) done during design effort only included testing for lead-based paint. Due to age of facility, asbestos materials were assumed not to be present.

Subject: Design Drawings Reference: Drawing E300 Flag Note #2 Question: Can the designer designate the new antenna location?

ANSWER: Place antenna according to attached marked up drawing and photograph. Coaxial cable run from Monaco Control Panel to the antenna should be no longer than 100 ft.

Subject: Design Drawings Reference: Drawing E400 Room 108 Dispatch Office and Similar areas with Hard Ceiling Question: Will the owner accept surface mounted conduit in hard ceiling areas?

Answer: Yes.

Question: If surface mounted conduit is acceptable, should the contractor paint the conduit?

Answer: Yes, conduit should be painted according to fire alarm standards. See 1 C #3.

Subject: Design Drawings Reference: Drawing E400 Restroom 117B and similar areas with Suspended Ceiling Question: Can wall mounted devices be surface mounted with exposed conduit?

Answer: Yes. Paint conduit as identified in other question/answer.

Subject: Design Drawings Reference: Drawing E400, Painting and Prep Room 103. Note: New FA devices are noted as being explosion proof. Drawing E700 identifies the same room as Class 1 Div 2 up to 18”. The only Class 1 Div 1 areas are the actual paint booths and no FA devices are to be installed in the booths.

Question: Does Room 103 require explosion proof devices?

Answer: Some of the existing devices in this room are explosion proof, presumably due to a prior use of this room. Current utilization of the room only requires Class 1, Div 2 classification up to 18”. All devices installed by this project will be above this level. Thus, explosion proof devices are not required in this room.

Subject: Design Drawings Reference: Drawing E400, Blast Room 106. Note: New FA devices are noted as being explosion proof. Drawing E700 identifies the same room as Class 1 Div 2 up to 18”. The only Class 1 Div 1 areas are the actual paint booths and no FA devices are to be installed in the booths.

Question: Does Room 106 require explosion proof devices?

Answer: Current utilization of the room only requires Class 1, Div 2 classification up to 18”. All devices installed by this project will be above this level. Thus, explosion proof devices are not required in this room.

Subject: Design Drawings and JA-1 Statement of Work Reference: JA-1 SOW Page 5: The hangar has two large air handlers with direct fuel fired heating coils, in accordance with UFC 3-600-01 Carbon Monoxide detection will be provide with both within the space containing the fuel fired appliance (mechanical mezzanine) and the space served by the appliance (hangar bay).

Question: Can the owner provide a specification for the CO detection?

Answer: We do not have one. It doesn't appear anything specification-wise was included on this even when CO detectors were shown on drawings.

Question: Since the reference is in the SOW but not in the drawings, should the contractor assume that the work is to be completed and that the drawings have an oversight?

Answer: See attached drawing (E400 snip) of mechanical room 105 - carbon monoxide detectors should be installed in two locations highlighted and circled in red. No other changes to E400 drawing provided in the solicitation. I updated statement of work (new version attached) - it only includes carbon monoxide detection for the mechanical area now.
