The maximum aggregate contract value is $150,000 with no guaranteed minimum work. Award will be made to the lowest responsible and eligible bidder based on the Evaluated Bid Price, which comprises labor rates for master electricians, journeyman electricians, and apprentices at regular, overtime, weekend, and holiday rates; emergency call-out fees; and material and equipment markups applied to estimated costs of $20,000 and $2,000, respectively. Contractors must submit a 5% bid deposit, current Massachusetts Master Electrician license, proof of commercial general liability insurance ($1,000,000 per occurrence/$2,000,000 aggregate), automobile liability insurance ($1,000,000 combined single limit), and workers' compensation insurance. Within 10 days of award notification, the successful bidder must furnish a payment bond in an amount not less than 50% of the contract maximum. The contract is subject to Massachusetts prevailing-wage requirements under M.G.L. c. 149, §26-27H, and certified payroll submissions. Contractors must demonstrate the capacity to respond to emergency calls with a qualified electrician physically on site within one hour and meet routine and urgent response timeframes. Applicants must have at least five years of commercial, institutional, or public-building electrical contracting experience and satisfy OSHA safety certification requirements for all field employees.

The District shall maintain a current written cost estimate and, at least two weeks before bid opening, publish the notice in the Central Register, a newspaper of general circulation in the locality, and COMMBUYS. The notice shall also be conspicuously posted in or near the awarding authority’s office at least one week before opening and remain posted through the deadline. 4. Submission Instructions Sealed bids must be received by September 29, 2026 at 1:00 p.m. Eastern Time. Late, faxed, or emailed bids will not be considered. Bids remain firm for 30 business days after opening unless extended by written agreement.

4.1 Required submission documents
Signed Bid Form and Certification 5% bid deposit Evaluated Price Schedule Actual Billing Rate Schedule Emergency Response Capacity Form Vendor Qualifications and three references Massachusetts Master Electrician license Non-Collusion Certification Tax Compliance Certification Debarment and Prevailing-Wage Certification Insurance acknowledgement or certificate W-9 Acknowledgement of all addenda Every bid must include a bid deposit equal to 5% of the Evaluated Bid Price in a form permitted by M.G.L. c. 30, § 39M. A material omission, missing price, signature, bid deposit, certification, or material addendum acknowledgement may require rejection. Clarification may not change price or cure a material defect.
5. Scope of Work The Contractor shall furnish all properly licensed labor, supervision, transportation, ordinary tools, testing equipment, safety equipment, permits, materials, rental equipment, documentation, and incidentals necessary for authorized work.
5.1 Typical services
Troubleshoot, repair, replace, and install circuits, panels, breakers, disconnects, receptacles, switches, wiring, conduit, controls, and related components.
Repair and install interior, exterior, emergency, security, parking-lot, site, and athletic-area lighting.
Repair electrical connections serving HVAC, kitchens, classroom technology, doors, security equipment, and other building systems, within the Contractor’s licenses.
Inspect systems; perform preventive maintenance, testing, tightening, infrared scanning when ordered, code corrections, and written recommendations.
Respond to outages, hazards, storm or water damage, burned components, exposed wiring, and failures affecting life-safety systems.
Perform small installations and alterations within the monetary and legal limits of this contract.
5.2 Performance standards

Coordinate access, shutdowns, noise, and sequencing with District staff.
Protect students, staff, property, finishes, and occupied spaces.
Secure tools and follow school access and background-check requirements.
Maintain barricades, housekeeping, safe access, and daily debris removal.
Use new, commercial-grade materials unless an approved work order permits otherwise.
Provide a one-year workmanship warranty and transfer manufacturer warranties.
5.3 Subcontractors
Subcontracting requires prior written approval. The Contractor remains responsible for licensing, insurance, safety, payroll compliance, and performance of every subcontractor.
6. Response Requirements
Priority
Acknowledgement
On-site response
Emergency
Live response within 30 minutes
Qualified electrician on site within 1 hour unless the Director of Facilities authorizes another time in writing
Urgent
Within 2 business hours
Within 24 hours
Routine
Within 1 business day
Within 3 business days or approved scheduled date
“On site” means physically present and capable of beginning diagnosis and stabilization. Remote troubleshooting does not satisfy emergency response unless expressly approved for that call.
The Contractor must maintain a continuously monitored 24/7 emergency number. Repeated or serious response failure is cause for termination and may be considered in later documented responsibility determinations.
7. Mandatory Contractor Qualifications At least five years of commercial, institutional, or public-building electrical contracting experience.
Current Massachusetts Master Electrician license and properly licensed personnel.
Sufficient personnel, vehicles, tools, finances, and management capacity to meet every response standard.
Established business address, regular telephone service, and continuously monitored emergency contact.
Satisfactory comparable past performance for timeliness, quality, safety, cooperation, and legal compliance.
Not debarred, suspended, or otherwise prohibited from public contracting.
Ability to furnish labor that can work in harmony with all other labor employed on the work.
Certification that worksite employees will have completed an OSHA-approved construction safety and health course of at least 10 hours, with documentation furnished with the first certified payroll for each employee.
Ability to obtain the required payment bond within 10 days after notice of award.
Ability to comply with prevailing-wage, certified-payroll, licensing, safety, tax, and other applicable laws.
The District may contact listed and other known public references and verify all information. A finding that the apparent low vendor is not responsible will be supported by a contemporaneous written record of the facts and reasons.
8. Prevailing Wage and Certified Payroll This contract and covered work are subject to M.G.L. c. 149, §§ 26-27H and the project-specific prevailing-wage schedule attached as Appendix B. The Contractor and every subcontractor shall pay each worker not less than the applicable total prevailing-wage rate for the classification and effective date.
Billing rates do not replace or limit wage obligations.
Certified payrolls and statements of compliance must be submitted weekly as required by law.
Apprentices may be used and billed as apprentices only when properly registered and used in compliance with applicable ratios; otherwise the journeyman classification and rate apply.
The Contractor shall post the schedule and retain payroll records as required.
Prevailing-wage noncompliance is a material breach and may result in withholding, termination, enforcement referral, and other remedies.
9. Pricing and Invoicing Rates are firm for the contract term and include wages and benefits, payroll burden, supervision, overhead, profit, ordinary transportation, insurance, ordinary tools, and incidentals.
Travel time and mileage within Maynard are not separately billable.
Labor is billed in quarter-hour increments after a permitted maximum two-hour service-call minimum.
Overtime, weekend, and holiday rates are alternatives and may not be stacked.
An emergency call-out fee is charged once per emergency dispatch, includes travel and mobilization, and is not charged for routine or urgent work.
Materials are reimbursed at documented net cost after discounts plus the quoted markup. Taxes, freight, and special delivery are reimbursed only when actually incurred and lawful.
Rented specialty equipment is reimbursed at documented net rental cost plus the quoted equipment markup. Ordinary vehicles, ladders, meters, testers, drills, and hand tools are included.
A blank pricing category cannot later be charged. “$0” means no charge.
9.1 Estimates and invoices
Before non-emergency work expected to exceed $2,500, the Contractor shall provide a written estimate of labor, materials, equipment, schedule, and total not-to-exceed amount. No extra work is payable without written authorization, except immediate stabilization needed to protect life or property.
Invoices must identify the work order, facility, date, personnel and classifications, regular and premium hours, work performed, material and rental documentation, permits, authorized fees, credits, and total. Records must be retained for six years after final payment and made available for audit.
10. Evaluation and Award Responsiveness: Determine whether the quote meets all material requirements, includes required signed forms and prices, acknowledges addenda, and takes no material exception.
Responsibility: Make a pass/fail determination using Section 7, verified references, licensing, legal compliance, and documented past performance.
Price: Calculate the Evaluated Bid Price exactly as shown below for every responsive and responsible vendor.

EVALUATED BID PRICE
Labor/call-out extension = quantity x unit price. Material extension = markup percentage x $20,000. Equipment extension = markup percentage x $2,000. Evaluated Bid Price = sum of extensions. Evaluation quantities do not guarantee work. For a conflict, unit price controls over extension; words control over figures.
Award will be made to the responsive and responsible vendor with the lowest Evaluated Bid Price. An exact tie will be resolved through a publicly documented random drawing after notice, unless law requires another method. The District may reject all quotes or cancel when permitted by law and supported by a written determination.
11. Contract Conditions
11.1 Insurance
Before execution: commercial general liability $1,000,000 per occurrence/$2,000,000 aggregate; automobile liability $1,000,000 combined single limit; statutory workers’ compensation; employer’s liability $500,000. The Town and District shall be additional insureds where applicable.
11.2 Payment bond
Within 10 days after notice of award, the successful bidder shall furnish a payment bond from a surety qualified to do business in Massachusetts and satisfactory to the District, in an amount not less than 50% of the $150,000 maximum contract amount, as required by M.G.L. c. 149, § 29. Bond cost is included in the bid rates.
11.3 School access
Personnel must satisfy applicable CORI/SORI and visitor requirements, display identification when available, and behave professionally. The District may require removal for documented safety, conduct, or performance reasons.
11.4 Permits
The Contractor obtains required permits and inspections. Permit fees are reimbursed at documented cost without markup.
11.5 Safety and damage
The Contractor controls means and methods, complies with OSHA and lockout/tagout requirements, protects the public, and repairs damage it causes.
11.6 Indemnification
To the fullest extent permitted by law, the Contractor shall indemnify the Town, District, and their officers and employees from claims arising from the negligent acts, omissions, or legal violations of the Contractor or its subcontractors.
11.7 Termination for cause
The District may terminate for material breach after notice and opportunity to cure when appropriate. Immediate termination may occur for loss of license or insurance, debarment, fraud, serious safety or wage violation, abandonment, or imminent risk.
11.8 Termination for convenience
The District may terminate on 30 days’ written notice and pay only for accepted authorized work through the effective date.
11.9 Appropriation and authority
Payment is subject to lawful appropriation. Only authorized officials may bind the District.
11.10 Order of precedence
Executed contract; addenda; IFB including wage schedule; accepted bid; authorized work orders. Invoice terms do not modify the contract.
11.11 Assignment and changes
No assignment without written consent. Changes require a writing signed by authorized representatives.
11.12 Public records and law
Records may be public. The Contractor shall comply with M.G.L. c. 268A, nondiscrimination, tax, licensing, and all other applicable laws. Massachusetts law governs.
