ADDENDUM NO. 1

IFB 27-01 – ON-CALL ELECTRICAL, LIGHTING, AND EMERGENCY ELECTRICAL SERVICES

This Addendum No. 1 is issued to provide clarification and additional information in response to questions received regarding IFB 27-01. This Addendum forms part of the Contract Documents. Bidders must acknowledge receipt of this Addendum on the Bid Form.

Except as specifically clarified or modified below, all terms and conditions of IFB 27-01 remain unchanged.

1. Appendix B – Prevailing Wage Schedule Question: Appendix B, project-specific prevailing-wage schedule, is not included in the document received. Can you provide the official version?

Response: The official project-specific prevailing-wage schedule issued for this procurement is posted already on COMMBUYS under attachments and is being provided with this Addendum and is incorporated into IFB 27-01 by reference. The successful Contractor and all applicable subcontractors must comply with the prevailing-wage requirements and wage schedule, including any applicable updates required by law.

2. Massachusetts Master Electrician License Question: Must the bidder directly possess a Massachusetts Master Electrician license, or is compliance permitted through an approved joint venture or electrical contractor?

Response: The bidder must demonstrate that it is properly licensed and legally authorized to perform the electrical work required under this contract in the Commonwealth of Massachusetts. The bid submission must include the Massachusetts Master Electrician license information required by the IFB. A bidder may not rely upon an unidentified or unapproved subcontractor merely to satisfy the licensing requirement. Any proposed business, joint-venture, or subcontracting arrangement must comply with all applicable Massachusetts licensing requirements and must be fully disclosed in the bid. Subcontracting is subject to the District’s prior written approval, and the prime Contractor remains fully responsible for licensing, performance, insurance, prevailing-wage compliance, and all other contractual obligations.

3. 24/7 Emergency Coverage and Subcontractors Question: Can 24/7 emergency coverage depend on subcontractors?

Response: Yes, provided the arrangement is fully disclosed in the bid and any subcontractor is approved by the District as required by the IFB. The use of a subcontractor does not relieve the prime Contractor of any emergency-response obligation.

Regardless of whether the response is provided by the Contractor’s own employees or an approved subcontractor, the Contractor must provide a live response within 30 minutes and a qualified electrician physically on site within one (1) hour of an emergency request, unless the Director of Facilities authorizes another response time in writing.

Attachment C-1 specifically requires bidders to identify whether emergency coverage depends upon subcontractors and, if so, to identify them. The District will evaluate the bidder’s demonstrated ability to meet the required emergency-response standard.

4. Payment Bond Question: Will the payment bond be calculated on the contractual maximum of $150,000?

Response: Yes. In accordance with Section 11.2 of the IFB, the successful bidder must furnish a payment bond in an amount not less than fifty percent (50%) of the $150,000 maximum contract amount. Therefore, the required payment bond is $75,000. Bond cost shall be included in the bidder’s rates.

5. Five Percent (5%) Bid Deposit Question: How exactly should the 5% bid deposit be calculated when the Evaluated Bid Price includes markups?

Response: The bid deposit shall equal 5% of the total Evaluated Bid Price shown on Attachment B.

The Evaluated Bid Price is the sum of all extensions on Attachment B, including:

· Labor-rate extensions;

· Overtime, weekend, and holiday-rate extensions;

· Emergency call-out fee extension;

· Material markup extension based upon the stated $20,000 evaluation amount; and

· Equipment markup extension based upon the stated $2,000 evaluation amount.

After all extensions are calculated and added together, the resulting EVALUATED BID PRICE is multiplied by 5% (0.05) to determine the required bid deposit.

The evaluation quantities and dollar amounts are used solely for bid evaluation and do not constitute a guarantee that the District will purchase those quantities or incur those costs during the contract.

6. Addenda, Plans, CORI/SORI Forms, and Other Requirements Question: Are there any addenda, plans, CORI/SORI forms, or additional requirements?

Response: As of the issuance of this Addendum, Addendum No. 1 is the only addendum issued for IFB 27-01.

There are no plans or drawings associated with this on-call services procurement.

Separate CORI/SORI forms are not required to be submitted with the bid unless subsequently requested by the District. However, all personnel assigned to District facilities must satisfy applicable CORI/SORI, school-access, identification, and visitor requirements before or as required for access to District facilities.

Bidders remain responsible for submitting all documents identified in Section 4.1, Required Submission Documents, of the IFB and for complying with all other requirements contained in the IFB and this Addendum.

7. Status of IFB / Incorporation of Prevailing-Wage Schedule Question: Is the IFB a final version issued or is it conditional upon the incorporation of Appendix B?

Response: IFB 27-01 has been issued. This Addendum corrects the omission of the project-specific prevailing-wage schedule by formally incorporating the attached official schedule into the IFB.

The IFB, together with this Addendum and the attached prevailing-wage schedule, constitutes the bidding documents for this procurement. Bidders must base their bids on the IFB as modified and supplemented by this Addendum and must acknowledge receipt of Addendum No. 1 on the Bid Form.

All other provisions, requirements, dates, and conditions of IFB 27-01 remain unchanged unless expressly modified by this Addendum.
