About this file

This is a Mandatory Pre-Bid Meeting notice for the City of Conroe, Texas, regarding RFP 2026-0730 for comprehensive janitorial services. The City of Conroe is soliciting proposals to provide cleaning and sanitation services across 46 facilities operated by the Parks and Recreation, Fire, and Transportation Departments. The scope of work includes restroom cleaning and sanitization, trash collection and recycling management, carpet and floor care, exterior entrance maintenance, playground area cleaning, park grounds maintenance, bus stop and shelter cleaning, fire training facility janitorial services, and community pool bathhouse facilities. Cleaning frequencies range from twice monthly to daily service, with all work required to be completed by 5:00 p.m. on scheduled days. A mandatory pre-bid meeting and site inspection is permitted to allow bidders to document facility conditions. Proposals are due July 30, 2026, at 1:00 p.m. through the OpenGov Procurement Portal. The contract term is one year with the City reserving the right to renew for four additional one-year periods. The contract becomes effective within 30 days of City Council approval, and either party may terminate with sixty days' written notice.

Pricing proposals must include unit costs for each facility or service line item, with all prices firm for the contract duration and inclusive of transportation and all related charges. The selected contractor must furnish all labor, materials, equipment, and supervision and maintain insurance coverage including Worker's Compensation, Employer's Liability of $500,000, and Public Liability of $1,000,000. Evaluation occurs on a best-value basis weighted 30 percent for cost of service, 30 percent for experience and qualifications, 15 percent for past City relationship, 15 percent for customer references, and 10 percent for principal place of business location. All bidders must submit proof of insurance, a completed vendor questionnaire, references, and certifications including VetHUB certification status and SAM.gov registration. Cleaning schedules are subject to modification based on holidays, weather conditions, special events, and league play activities; during freezing weather when facilities are closed, the City will notify the contractor that cleaning is not required and no payment will be issued.
